{"id":897,"date":"2021-07-02T10:12:42","date_gmt":"2021-07-02T10:12:42","guid":{"rendered":"http:\/\/kalkinmaguncesi.izka.org.tr\/?p=897"},"modified":"2021-07-02T11:38:23","modified_gmt":"2021-07-02T11:38:23","slug":"verimlilik-artirici-projeler-vap","status":"publish","type":"post","link":"https:\/\/kalkinmaguncesi.izka.org.tr\/index.php\/2021\/07\/02\/verimlilik-artirici-projeler-vap\/","title":{"rendered":"Verimlilik Art\u0131r\u0131c\u0131 Projeler (VAP)"},"content":{"rendered":"\n<p class=\"has-black-color has-cyan-bluish-gray-background-color has-text-color has-background\"><strong><strong>Hakk\u0131 G\u00f6khan EL\u00dcST\u00dcN<\/strong><\/strong><br><em>Uzman<br><em>Ye\u015fil B\u00fcy\u00fcme Politikalar\u0131 Birimi<\/em><\/em><br><em><em><a href=\"mailto:gokhan.elustun@izka.org.tr\">gokhan.elustun@izka.org.tr<\/a><\/em><\/em><\/p>\n\n\n\n<p>En genel anlam\u0131yla enerji verimlili\u011fi, ayn\u0131 fonksiyonu \u00e7e\u015fitli y\u00f6ntem ve uygulamalar arac\u0131l\u0131\u011f\u0131yla daha d\u00fc\u015f\u00fck enerji t\u00fcketimi ile ger\u00e7ekle\u015ftirmek, sarf edilen her birim enerjinin daha fazla hizmet ve \u00fcr\u00fcne d\u00f6n\u00fc\u015fmesi olarak tan\u0131mlanabilir.<sup>&nbsp;<\/sup> Enerji verimlili\u011fi, enerji kay\u0131plar\u0131n\u0131n \u00f6nlenmesi, at\u0131klar\u0131n geri kazan\u0131m\u0131 ve de\u011ferlendirilmesi, ileri teknolojik proseslerin kullan\u0131lmas\u0131yla enerji talebinin azalt\u0131lmas\u0131, enerji geri kazan\u0131m sistemleri ve daha verimli enerji kaynaklar\u0131n\u0131n kullan\u0131lmas\u0131 gibi etkinli\u011fi art\u0131r\u0131c\u0131 \u00f6nlemlerin b\u00fct\u00fcn\u00fc olarak da de\u011ferlendirilebilir.<sup> [1]<\/sup>&nbsp; Bu y\u00f6n\u00fcyle, hayat\u0131n her alan\u0131na uygulanabilen, ya\u015fam standard\u0131 ve hizmet kalitesini artt\u0131ran bir kavramd\u0131r. &nbsp;<\/p>\n\n\n\n<p>Sanayile\u015fme, hayat standartlar\u0131n\u0131n y\u00fckselmesi ve n\u00fcfus art\u0131\u015f\u0131 gibi sebeplerden dolay\u0131 d\u00fcnyada oldu\u011fu gibi T\u00fcrkiye\u2019de de enerji t\u00fcketimi artmaktad\u0131r. T\u00fcrkiye\u2019nin 1974-2019 aras\u0131ndaki elektrik enerjisi t\u00fcketimi<br>Tablo 1\u2019de verilmi\u015f olup y\u0131llara g\u00f6re enerji t\u00fcketiminin artan bir seyir izledi\u011fi g\u00f6r\u00fclmektedir. T\u00fcketimdeki art\u0131\u015f\u0131n bu e\u011filime uygun \u015fekilde devam edece\u011fi d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, enerji verimlili\u011finin \u00f6nemi daha da artmaktad\u0131r.<\/p>\n\n\n\n<p><strong>Tablo 1. <\/strong>T\u00fcrkiye Kurulu G\u00fc\u00e7 ve \u00dcretiminin Y\u0131llar \u0130tibariyle Geli\u015fimi<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"602\" height=\"200\" src=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/07\/image-10.png\" alt=\"\" class=\"wp-image-898\" srcset=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/07\/image-10.png 602w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/07\/image-10-300x100.png 300w\" sizes=\"auto, (max-width: 602px) 100vw, 602px\" \/><figcaption><em>Kaynak : TE\u0130A\u015e<\/em><\/figcaption><\/figure>\n\n\n\n<p><strong>Sanayi Sekt\u00f6r\u00fcnde Enerji Verimlili\u011fi<\/strong><\/p>\n\n\n\n<p>Gayrisafi yurti\u00e7i has\u0131lada % 26\u2019l\u0131k paya sahip olan sanayi sekt\u00f6r\u00fc, s\u00fcrekli b\u00fcy\u00fcme e\u011filimini devam ettirerek bir\u00e7ok \u00fclkede oldu\u011fu gibi \u00fclkemizde de b\u00fcy\u00fcmenin lokomotif sekt\u00f6r\u00fc olmu\u015ftur. 2018 y\u0131l\u0131 nihai enerji t\u00fcketiminin %33\u2019\u00fcn\u00fcn ve net elektrik t\u00fcketiminin %46\u2019s\u0131n\u0131n sanayi sekt\u00f6r\u00fcnde ger\u00e7ekle\u015fmesi, T\u00fcrkiye ekonomisinin geli\u015fmi\u015f \u00fclkelere k\u0131yasla \u201cenerji yo\u011fun\u201d ekonomilerden biri oldu\u011funu g\u00f6stermektedir.<\/p>\n\n\n\n<p>2018 y\u0131l\u0131nda imalat sanayiinde t\u00fcketilen enerjinin % 51\u2019i metal, \u00e7imento, cam ve seramik gibi enerji yo\u011funlu\u011fu y\u00fcksek sekt\u00f6rlerde t\u00fcketilmi\u015ftir.<sup>[2]<\/sup>&nbsp; Bu sekt\u00f6rlerde enerji maliyetleri toplam \u00fcretim maliyetleri i\u00e7erisinde \u00f6nemli bir paya sahiptir. Sekt\u00f6rler baz\u0131nda kullan\u0131lan enerjinin toplam \u00fcretim girdileri i\u00e7indeki pay\u0131 Tablo 2\u2019deki sunulmu\u015ftur. Enerji maliyetleri i\u00e7in baz al\u0131nan de\u011fer, kullan\u0131lan enerjinin piyasa fiyatlar\u0131na ve sekt\u00f6rlerin kendine \u00f6zg\u00fc girdi fakt\u00f6rlerindeki maliyetlerde zamana ba\u011fl\u0131 olarak ya\u015fanan de\u011fi\u015fimlere a\u00e7\u0131k olmakla birlikte, fikir vermesi a\u00e7\u0131s\u0131ndan Tablo 2\u2019deki oranlar esas al\u0131nabilir. Kurum ve kurulu\u015flar\u0131n, enerji verimlili\u011fini art\u0131rma amac\u0131yla yapacaklar\u0131 yat\u0131r\u0131mlar finansal ve \u00e7evre y\u00f6netimi konular\u0131nda b\u00fcy\u00fck kazan\u0131mlar elde etmelerini sa\u011flayacakt\u0131r.<\/p>\n\n\n\n<p>Enerji verimli ekipman ve sistem kullan\u0131m\u0131, yal\u0131t\u0131m, rehabilitasyon ve proses d\u00fczenleme gibi yollarla gereksiz enerji kullan\u0131m\u0131n\u0131n, at\u0131k enerjinin, enerji kay\u0131p ve ka\u00e7aklar\u0131n\u0131n \u00f6nlenmesi veya en aza indirilmesi ile birlikte at\u0131k enerjinin geri kazan\u0131lmas\u0131, kojenerasyon sistemleri ba\u015fta olmak \u00fczere bir\u00e7ok alanda verimlilik art\u0131r\u0131c\u0131 uygulamalar\u0131n hayata ge\u00e7irilmesi m\u00fcmk\u00fcnd\u00fcr. Bu potansiyeli kazanmak \u00fczere mevzuat ve stratejiler kapsam\u0131nda ba\u015flam\u0131\u015f bir\u00e7ok \u00e7al\u0131\u015fma ve destekleyici yap\u0131 vard\u0131r. Enerji verimlili\u011finin te\u015fvik edilmesine y\u00f6nelik Verimlilik Art\u0131r\u0131c\u0131 Projeler (VAP) gibi \u00e7e\u015fitli destek mekanizmalar\u0131 Enerji ve Tabii Kaynaklar Bakanl\u0131\u011f\u0131 (ETKB) taraf\u0131ndan uygulanmaya ba\u015flam\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Y\u0131ll\u0131k asgari 500 TEP enerji t\u00fcketimi olan, ticaret veya sanayi odalar\u0131na kay\u0131tl\u0131 olarak her t\u00fcrl\u00fc mal \u00fcretimi yapan i\u015fletmelerde ger\u00e7ekle\u015ftirilecek, mevcut durumuna g\u00f6re en az % 20 oran\u0131nda enerji tasarrufu sa\u011flayacak \u015fekilde tasarlanan ve basit geri \u00f6deme s\u00fcresi 5 y\u0131l ve daha az olan, bedeli 5 milyon TL\u2019yi a\u015fmayan enerji verimlili\u011fi projeleri % 30\u2019a varan oranda (en fazla 1,5 milyon TL tutar\u0131nda) desteklenmektedir.<sup>[4]<\/sup>&nbsp;<\/p>\n\n\n\n<p>2009-2019 y\u0131llar\u0131 aras\u0131nda end\u00fcstriyel i\u015fletmelerin sadece Verimlilik Art\u0131r\u0131c\u0131 Proje (VAP) kapsam\u0131nda yapt\u0131klar\u0131 yat\u0131r\u0131m miktar\u0131 96,3 milyon TL olup bu tutar\u0131n 23,12 milyon TL\u2019si ETKB taraf\u0131ndan kar\u015f\u0131lanm\u0131\u015f ve bu s\u00fcre\u00e7te 61.300 TEP\/y\u0131l enerji tasarruf edilmi\u015f ve 598 milyon metrek\u00fcp do\u011fal gaz ithalat\u0131n\u0131n da \u00f6n\u00fcne ge\u00e7ilmi\u015ftir.<sup> [5]<\/sup>&nbsp;VAP desteklerinden yararlanan projelerin y\u00fczde 80&#8217;i elektrik, y\u00fczde 20&#8217;si \u0131s\u0131 projesidir. Elektrik projelerinin y\u00fczde 30&#8217;u verimli motor ve ayd\u0131nlatma, \u0131s\u0131 projelerinin ise y\u00fczde 50&#8217;si at\u0131k \u0131s\u0131 geri kazan\u0131m\u0131 alan\u0131ndad\u0131r. Uygulamas\u0131 tamamlanan 210 proje i\u00e7in ortalama uygulama s\u00fcresi yakla\u015f\u0131k bir y\u0131ld\u0131r.<\/p>\n\n\n\n<p>Bakanl\u0131\u011f\u0131n bu de\u011ferlendirmesi, enerji verimlili\u011finin ne kadar etkili bir politika ve destek alan\u0131 oldu\u011funu g\u00f6stermektedir. Sa\u011flanm\u0131\u015f olan 1 birim verimlilik deste\u011fine kar\u015f\u0131l\u0131k 3,5 birim tasarruf elde&nbsp;edilmi\u015ftir.<\/p>\n\n\n\n<p>Sonu\u00e7 olarak, enerji ihtiyac\u0131n\u0131n yerli ve milli kaynaklardan kar\u015f\u0131lanmas\u0131, birincil kaynaklar bak\u0131m\u0131ndan d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n azalt\u0131labilmesi i\u00e7in yenilenebilir kaynaklar ile enerji \u00fcretimini art\u0131rmak kadar enerjiyi verimli kullanabilmek de \u00f6nem ta\u015f\u0131maktad\u0131r.
