Liman faaliyet ve hizmetlerinin ba\u015far\u0131 derecesini ortaya koymak i\u00e7in olu\u015fturulan performans g\u00f6stergeleri, limanlarla ilgili \u00e7al\u0131\u015fmalar\u0131n y\u00f6neldi\u011fi \u00f6nemli bir alt alan\u0131 olu\u015fturmaktad\u0131r.<\/p>\n\n\n\n<p>Limanlar\u0131n b\u00fcy\u00fck ve karma\u015f\u0131k yap\u0131lar olmas\u0131, \u00e7ok \u00e7e\u015fitli hizmetlerin bir arada sunuluyor olmas\u0131 performans \u00f6l\u00e7\u00fcm\u00fcn\u00fc g\u00fc\u00e7le\u015ftirmektedir. Ancak hem gemiler hem de liman yap\u0131lar\u0131n\u0131n y\u00fcksek maliyetleri bu varl\u0131klar\u0131n m\u00fcmk\u00fcn olabilecek en etkin ve verimli bi\u00e7imde kullan\u0131m\u0131n\u0131 zorunlu hale getirmektedir (\u0130\u015fletme Yaz\u0131lar\u0131, 2020). Liman y\u00f6netimlerine kendi faaliyetleriyle ilgili \u00f6l\u00e7\u00fcm ve g\u00f6zlemler sunmas\u0131 yan\u0131nda, performans g\u00f6stergeleri, limanlar\u0131 kullanan y\u00fck sahipleri ve armat\u00f6rlere maliyet etkenleriyle ilgili bilgi vermekte ve bu y\u00f6n\u00fcyle liman se\u00e7imi noktas\u0131nda \u00f6nemli rol oynamaktad\u0131r (Talley, 2007).<\/p>\n\n\n\n<p>UNCTAD\u2019a (1976) g\u00f6re liman operasyonlar\u0131n\u0131n daha iyi hale getirilmesi ve liman geli\u015fimlerinin planlanmas\u0131 ama\u00e7lar\u0131na hizmet edecek performans g\u00f6stergeleri, hesaplanmas\u0131 kolay ve anla\u015f\u0131lmas\u0131 basit istatistikler olmal\u0131d\u0131r. Finansal ve operasyonel olarak ikiye ayr\u0131lmas\u0131 \u00f6nerilen g\u00f6stergeler hem liman\u0131n gelir ve gider durumunu hem de i\u015fleyi\u015fiyle ilgili k\u0131yaslamal\u0131 bilgileri sunacakt\u0131r. Bu ba\u011flamda UNCTAD finansal boyutta gelirler ve harcamalara dair baz\u0131 g\u00f6stergeler \u00f6nerirken operasyonel anlamda y\u00fck ve s\u00fcreye dair g\u00f6stergeler ortaya koymaktad\u0131r &nbsp;(UNCTAD, 1976).<\/p>\n\n\n\n<p>Geleneksel olarak, elle\u00e7lenen y\u00fck (tonaj veya konteyner say\u0131s\u0131) liman performanslar\u0131n\u0131n en temel g\u00f6stergesidir. Y\u00fck aktar\u0131m miktar\u0131 limanca belirlenen optimum de\u011fere yakla\u015ft\u0131k\u00e7a performans artmakta, tersi durumda aradaki farka g\u00f6re performans d\u00fc\u015fmektedir (Talley, 2007). Bu \u015fekilde i\u015f hacmi <em>(throughput volume)<\/em>, aslen liman performans\u0131 i\u00e7in a\u00e7\u0131klama g\u00fcc\u00fc k\u0131s\u0131tl\u0131 temel bir g\u00f6sterge olmakta, y\u00fcklere dair tonaj hacimleri birle\u015ftirildi\u011finde birbirinden farkl\u0131 y\u00fcklerin bir araya gelmesi de s\u00f6z konusu olmaktad\u0131r (\u00f6rne\u011fin elle\u00e7lemesi \u00e7ok farkl\u0131 olan bir ton ham ya\u011f ile bir ton meyve suyu gibi). Ayr\u0131ca liman\u0131n verimlili\u011fi ve ekonomik etkisi konusunda y\u00fck miktar\u0131 tek ba\u015f\u0131na bir \u015fey s\u00f6yleyememekte, elle\u00e7leme miktarlar\u0131n\u0131 \u00e7o\u011fu kez uluslararas\u0131 ticaret ak\u0131\u015flar\u0131yla ilgili fakt\u00f6rler belirlemektedir (Langen, Horst ve Nijdam, 2007).<\/p>\n\n\n\n<p>D\u00fcnya Bankas\u0131\u2019n\u0131n (1993) benzer \u00e7al\u0131\u015fmas\u0131nda ise liman performans g\u00f6stergeleri operasyonel performans, varl\u0131k performans\u0131 <em>(asset performance) <\/em>ve finansal performans g\u00f6stergeleri olarak \u00fc\u00e7 grupta ele al\u0131nmaktad\u0131r. Operasyonel performans\u0131n birincil \u00f6l\u00e7\u00fcs\u00fc gemi d\u00f6ng\u00fc s\u00fcresi <em>(ship turn-round time) <\/em>ve limanda gemi g\u00fcn\u00fc ba\u015f\u0131na elle\u00e7lenen tonajd\u0131r. Gemi d\u00f6ng\u00fc s\u00fcresi geminin limanda kal\u0131\u015f s\u00fcresi, yani var\u0131\u015f saatinden hareket saatine kadar olan s\u00fcredir. Gemi ba\u015f\u0131na ortalama d\u00f6ng\u00fc s\u00fcresi de toplam saatin limana u\u011frayan toplam gemi say\u0131s\u0131na b\u00f6l\u00fcnmesiyle belirlenir. Bir geminin limanda kal\u0131\u015f s\u00fcresi (a) kargo hacminden, (b) sunulan imk\u00e2nlardan ve (c) kargonun bile\u015fiminden etkilendi\u011finden, gemi d\u00f6ng\u00fc s\u00fcresi sa\u011fl\u0131kl\u0131 bir de\u011ferlendirme i\u00e7in tek ba\u015f\u0131na yeterli olmamaktad\u0131r (D\u00fcnya Bankas\u0131, 1993).<\/p>\n\n\n\n<p>Gemi performans\u0131n\u0131n daha kullan\u0131\u015fl\u0131 bir \u00f6l\u00e7\u00fcs\u00fc, geminin limanda oldu\u011fu g\u00fcn veya saat ba\u015f\u0131na elle\u00e7lenen tonajd\u0131r. Genel kargo i\u00e7in ise performans\u0131n kullan\u0131\u015fl\u0131 bir g\u00f6stergesi adam veya saat ba\u015f\u0131na elle\u00e7lenen tonajd\u0131r. Genel kargoda sevkiyat\u0131n boyutu ve yap\u0131s\u0131 performans \u00fczerinde s\u0131k\u0131 bir etkiye sahiptir. Sevkiyat ne kadar b\u00fcy\u00fck ve homojen olursa verimlilik de o kadar b\u00fcy\u00fck olmaktad\u0131r. \u0130thalat-ihracat bak\u0131\u015f a\u00e7\u0131s\u0131ndan ise \u201ckargonun limanda bekleme s\u00fcresi\u201d tek g\u00f6sterge olarak \u00f6nem kazanmaktad\u0131r. Y\u00fcksek bir bekleme s\u00fcresi, genellikle ba\u011flant\u0131 noktas\u0131nda her \u015feyin iyi olmad\u0131\u011f\u0131n\u0131n g\u00f6stergesi olmakla birlikte, bekleme s\u00fcreleri a\u00e7\u0131k bir \u015fekilde kargonun yap\u0131s\u0131na g\u00f6re de de\u011fi\u015fkenlik g\u00f6sterebilir (D\u00fcnya Bankas\u0131, 1993).<\/p>\n\n\n\n<p>Bu tart\u0131\u015fma bize b\u00fcy\u00fck ve karma\u015f\u0131k yap\u0131lar olan limanlar\u0131n y\u00fcr\u00fctt\u00fc\u011f\u00fc operasyonlar\u0131n performans\u0131n\u0131n y\u00fck tipine, y\u00fck hacmi ve b\u00fcy\u00fckl\u00fc\u011f\u00fcne g\u00f6re de\u011fi\u015febildi\u011fini, bunun da performans \u00f6l\u00e7\u00fcm\u00fc ve analizleri zorla\u015ft\u0131rd\u0131\u011f\u0131n\u0131 g\u00f6stermektedir. Konteyner taraf\u0131nda ise bu ta\u015f\u0131ma \u015feklinin getirdi\u011fi tektiple\u015fme ile sorunlar\u0131n b\u00fcy\u00fck \u00f6l\u00e7\u00fcde azald\u0131\u011f\u0131n\u0131 s\u00f6yleyebiliriz.<\/p>\n\n\n\n<p>Limanlar\u0131n en \u00f6nemli varl\u0131klar\u0131 olan r\u0131ht\u0131mlar, liman performans\u0131n\u0131n ikinci bile\u015feni olan varl\u0131k performans\u0131 yakla\u015f\u0131m\u0131n\u0131n temelini olu\u015fturmaktad\u0131r. Bir r\u0131ht\u0131m\u0131n kullan\u0131m derecesi, r\u0131ht\u0131m kullan\u0131m oran\u0131 <em>(berth utilization rate)<\/em> ile \u00f6l\u00e7\u00fcl\u00fcr. R\u0131ht\u0131mdaki ger\u00e7ek \u00e7al\u0131\u015fma s\u00fcresinin r\u0131ht\u0131mda bulunulan s\u00fcreye oranlanmas\u0131 ile hesaplanan bu g\u00f6sterge, benzer ama\u00e7la kullan\u0131lan r\u0131ht\u0131m kullan\u0131m s\u00fcresine g\u00f6re <em>(berth occupancy)<\/em> daha g\u00fc\u00e7l\u00fc bir g\u00f6stergedir. Yine r\u0131ht\u0131m ba\u015f\u0131na tonaj da performans \u00f6l\u00e7\u00fcm\u00fc i\u00e7in kullan\u0131lmaktad\u0131r. Son olarak finansal performans a\u00e7\u0131s\u0131ndan ise ola\u011fan finansal tablolardan belirlenebilen finansal g\u00f6stergelere (gelir, kar, zarar vb.) ek olarak gros tonaj ba\u015f\u0131na gelir ve harcama gibi g\u00f6stergeler \u00f6ne \u00e7\u0131kmaktad\u0131r (D\u00fcnya Bankas\u0131, 1993).<\/p>\n\n\n\n<p>Afrika Ula\u015f\u0131m Politikas\u0131 Program\u0131 SSATP taraf\u0131ndan yap\u0131lan bir liman k\u0131yaslama \u00e7al\u0131\u015fmas\u0131nda, performans g\u00f6stergeleri (1) trafik, (2) \u00fcretkenlik ve (3) kalite boyutlar\u0131nda ele al\u0131nm\u0131\u015ft\u0131r (\u015eekil 1). Do\u011fu ve G\u00fcney Afrika ile Bat\u0131 ve Merkez Afrika b\u00f6lgelerinden sorumlu iki liman birli\u011finin yard\u0131m\u0131yla se\u00e7ilen on limanda, trafik ve \u00fcretkenlik g\u00f6stergeleri \u00f6zelinde bir \u00e7al\u0131\u015fma yap\u0131lm\u0131\u015ft\u0131r. \u00c7al\u0131\u015fmada limanlar taraf\u0131ndan g\u00f6stergelerin birle\u015ftirilmesi\/ayr\u0131\u015ft\u0131r\u0131lmas\u0131 sonucu veya var olan tan\u0131m farklar\u0131 nedeni ile k\u0131yaslamalar\u0131n g\u00fc\u00e7 oldu\u011fu, \u00fcretkenli\u011fin genellikle y\u00fck elle\u00e7leme \u00fcretkenli\u011fiyle s\u0131n\u0131rl\u0131 oldu\u011fu, nadiren bekleme s\u00fcresinde veya gemi geri d\u00f6ng\u00fc s\u00fcresinde g\u00f6stergeler bulundu\u011fu, limanlar\u0131n \u00e7o\u011funlukla kamuya a\u00e7\u0131k detayl\u0131 raporlamalar yapmad\u0131\u011f\u0131 sonu\u00e7 tespitleri olarak belirtilmi\u015ftir (SSATP, 2017). Belirtilen zorluk alanlar\u0131n\u0131n liman akt\u00f6rlerinin geneli i\u00e7in ge\u00e7erli oldu\u011fu de\u011ferlendirilebilir. Proje Tablo 1\u2019de sergilenen (1) pazar e\u011filimleri ve pazar yap\u0131s\u0131, (2) sosyo ekonomi, (3) \u00e7evre, sa\u011fl\u0131k, g\u00fcvenlik ba\u015fl\u0131klar\u0131nda 46 g\u00f6stergeden olu\u015fan geni\u015f bir g\u00f6sterge seti ortaya koymaktad\u0131r (Helminen, Dooms ve Geerts, 2017). TrainForTrade Liman Y\u00f6netimi Program\u0131\u2019n\u0131n liman performans\u0131 bile\u015feni olan <strong>TrainForTrade Liman Performans\u0131 Puan Kart\u0131<\/strong> <em>(TrainForTrade Port Performance Scorecard)<\/em> limanlar\u0131n \u00e7evrimi\u00e7i bir sistem vas\u0131tas\u0131 ile bilgi girdikleri bir ankete dayanmaktad\u0131r. Liman varl\u0131klar\u0131n\u0131n ne kadar etkin ve verimli kullan\u0131ld\u0131\u011f\u0131, operasyonlar\u0131n finansal olarak ne kadar iyi bi\u00e7imde ger\u00e7ekle\u015ftirildi\u011fi, \u00e7evre koruma ve istihdam ile ilgili konular \u00f6ne \u00e7\u0131kmaktad\u0131r.<\/p>\n\n\n\n<p>\u00d6rneklenen farkl\u0131 s\u0131n\u0131flama yakla\u015f\u0131mlar\u0131n\u0131n belirlenen amaca g\u00f6re ekonomik, \u00e7evresel, sosyal boyutlarda ve farkl\u0131 detay d\u00fczeylerinde g\u00f6stergelere yo\u011funla\u015ft\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. UNCTAD\u2019\u0131n geli\u015ftirdi\u011fi ve limanlar i\u00e7in ortak bir platform i\u00e7inde kullan\u0131lan g\u00fcncel performans g\u00f6stergesi k\u00fcmesi, limanlar\u0131n rolleri ve sorumluluklar\u0131 ba\u011flam\u0131nda geni\u015f bir \u00e7er\u00e7eve sunmaktad\u0131r. B\u00f6lgesel \u00e7al\u0131\u015fmalar a\u00e7\u0131s\u0131ndan analiz ve k\u0131yaslamalar i\u00e7in baz te\u015fkil edebilecek sistem, liman i\u015fletmelerine de s\u00fcrd\u00fcr\u00fclebilir y\u00f6netim i\u00e7in sistematik ve k\u0131yaslanabilir bilgi sunmaktad\u0131r.<\/p>\n\n\n\n<p>Ku\u015fkusuz son y\u0131llarda s\u00fcrd\u00fcr\u00fclebilirlik kavram\u0131n\u0131n artan \u00f6nemine kar\u015f\u0131l\u0131k limanlar i\u00e7in de ekonomi, verimlilik gibi boyutlar yan\u0131nda sosyal ve \u00e7evresel g\u00f6stergeler de \u00f6nem kazanm\u0131\u015f, hem geli\u015fim i\u00e7in hem de rekabet unsuru olarak yeni alanlar ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Bug\u00fcn ye\u015fil d\u00f6n\u00fc\u015f\u00fcm, dijital d\u00f6n\u00fc\u015f\u00fcm, e\u015fit eri\u015fim gibi kavramlarla \u00f6rt\u00fc\u015fen bi\u00e7imde, limanlar\u0131n ekonomik boyut d\u0131\u015f\u0131ndaki parametrelere de \u00f6nem verdi\u011fini g\u00f6rmekteyiz. Bu e\u011filim do\u011frultusunda g\u00fcr\u00fclt\u00fc ve emisyon d\u00fczeyleri, kaynak verimlili\u011fi, enerji kullan\u0131m\u0131, at\u0131k bertaraf\u0131, istihdamda cinsiyet e\u015fitli\u011fi gibi konular limanlarca takip edilmekte ve bunlar kamuoyuna yans\u0131t\u0131lmaktad\u0131r. Bu yakla\u015f\u0131m de\u011fi\u015fimi UNCTAD\u2019\u0131n 1976\u2019da yapt\u0131\u011f\u0131 \u00f6nc\u00fcl \u00e7al\u0131\u015fma ile halihaz\u0131rda uygulanan g\u00fcncel performans kart\u0131 sistemi birarada de\u011ferlendirildi\u011finde de izlenebilmektedir.<\/p>\n\n\n\n<p>Liman i\u015fletmeleri d\u0131\u015f\u0131nda b\u00f6lgesel d\u00fczeyde faaliyet g\u00f6steren kurulu\u015flar, \u00e7at\u0131 organizasyonlar, sekt\u00f6rel \u00f6rg\u00fctler i\u00e7in de performans g\u00f6stergeleri yoluyla kar\u015f\u0131la\u015ft\u0131r\u0131labilir veriler elde edilmesi, bunun gerek izleme ve de\u011ferlendirme, gerekse politika ve faaliyetlerin planlanmas\u0131 i\u00e7in kullan\u0131lmas\u0131 b\u00fcy\u00fck faydalar sa\u011flayacakt\u0131r.
