Daha fazla g\u0131da \u00fcretebilmek i\u00e7in daha fazla arazi kullan\u0131yor, daha fazla temiz su t\u00fcketiyor, tar\u0131msal faaliyetlerde kullan\u0131lan kimyasallarla su kaynaklar\u0131n\u0131 kirletiyor, biyo\u00e7e\u015fitlili\u011fi azalt\u0131yor, daha fazla sera gaz\u0131 sal\u0131n\u0131m\u0131yla k\u00fcresel \u0131s\u0131nma ve iklim de\u011fi\u015fikli\u011fini h\u0131zland\u0131r\u0131yoruz. Do\u011fal kaynaklar\u0131m\u0131z\u0131 t\u00fcketme ve kirletme pahas\u0131na \u00fcretti\u011fimiz g\u0131dan\u0131n ise yakla\u015f\u0131k \u00fc\u00e7te birini kaybediyoruz.<\/p>\n\n\n\n<p>K\u00fcresel d\u00fczeyde en b\u00fcy\u00fck sorunlardan biri olan g\u0131da g\u00fcvencesinin s\u00fcrd\u00fcr\u00fclebilir bir \u015fekilde sa\u011flanabilmesi i\u00e7in tar\u0131m-g\u0131da tedarik zincirinin farkl\u0131 a\u015famalar\u0131na y\u00f6nelik pek \u00e7ok \u00e7al\u0131\u015fma y\u00fcr\u00fct\u00fcl\u00fcyor. A\u00e7\u0131k ya da \u00f6rt\u00fcl\u00fc alanlardaki tar\u0131msal faaliyetlerde, teknoloji odakl\u0131 yenilik\u00e7i yakla\u015f\u0131mlarla kaynak kirlili\u011finin ve kaynak t\u00fcketiminin azalt\u0131lmas\u0131; verimlili\u011fin art\u0131r\u0131lmas\u0131; tar\u0131msal kimyasallar yerine kullan\u0131labilecek biyokimyasallar\u0131n geli\u015ftirilmesi; do\u011fal kaynaklara olumsuz etkisi fazla olan hayvansal protein yerine laboratuvar proteinlerinin \u00fcretilerek ticarile\u015ftirilmesi; hayvansal proteinin bitki bazl\u0131 protein t\u00fcrevleri ile ikame edilmesi; &nbsp;t\u00fcketici al\u0131\u015fkanl\u0131klar\u0131n\u0131n yeniden \u015fekillendirilmesi; tar\u0131m-g\u0131da tedarik zincirinin k\u0131salt\u0131lmas\u0131; g\u0131da kay\u0131p ve israf\u0131n\u0131n engellenmesi; genetik \u00e7al\u0131\u015fmalarla daha verimli ve hastal\u0131klara diren\u00e7li tohumlar\u0131n \u00fcretilmesi gibi \u00e7ok disiplinli ve yenilik\u00e7i yakla\u015f\u0131mlar, g\u0131da g\u00fcvencesine giden yolun ta\u015flar\u0131n\u0131 olu\u015fturuyor. Bu yaz\u0131da g\u0131da g\u00fcvencesine do\u011fru giden yolda g\u0131da kayb\u0131 ve g\u0131da israf\u0131n\u0131 ele alaca\u011f\u0131z.<\/p>\n\n\n\n<p>G\u0131da kayb\u0131 ve israf\u0131 (GK\u0130), insan t\u00fcketimi i\u00e7in \u00fcretilen yenilebilir g\u0131dan\u0131n arz zincirindeki miktar azalmalar\u0131 ve\/veya kalite kay\u0131plar\u0131 olarak ifade edilebilir. G\u0131da kayb\u0131 ve israf\u0131 aras\u0131ndaki temel fark, tedarik zincirinin farkl\u0131 a\u015famalar\u0131nda ger\u00e7ekle\u015fiyor olmalar\u0131d\u0131r. G\u0131da kayb\u0131, t\u00fcketime uygun g\u0131dan\u0131n tedarik zincirinde nihai t\u00fcketiciye ula\u015fmadan \u00f6nce kaybedilen g\u0131day\u0131 ifade ederken, g\u0131da israf\u0131 nihai t\u00fcketiciye ula\u015fm\u0131\u015f olan g\u0131dan\u0131n \u00e7e\u015fitli sebeplerle t\u00fcketilemeden kaybedilmesidir (Y\u0131ld\u0131r\u0131m vd., 2016). \u015eekil-1\u2019de g\u0131da kayb\u0131 ve israf\u0131n\u0131n ger\u00e7ekle\u015fti\u011fi a\u015famalar belirtilmektedir.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"396\" height=\"223\" src=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/06\/image-6.png\" alt=\"\" class=\"wp-image-776\" srcset=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/06\/image-6.png 396w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/06\/image-6-300x169.png 300w\" sizes=\"auto, (max-width: 396px) 100vw, 396px\" \/><figcaption>\u015eekil-1 G\u0131da tedarik zincirinde g\u0131da kayb\u0131 ve israf\u0131 (https:\/\/onethird.io)<\/figcaption><\/figure>\n\n\n\n<p>Tar\u0131m ve g\u0131da tedarik zincirinde GK\u0130 genellikle tar\u0131msal \u00fcretim, hasat sonras\u0131 i\u015flemler ve depolama, i\u015fleme ve paketleme, da\u011f\u0131t\u0131m ve t\u00fcketim olmak \u00fczere be\u015f a\u015famada ele al\u0131n\u0131yor. \u00dclkelerin geli\u015fmi\u015flik d\u00fczeylerine g\u00f6re g\u0131da kayb\u0131n\u0131n daha fazla ya\u015fand\u0131\u011f\u0131 a\u015famalar \u00f6nemli farkl\u0131l\u0131klar g\u00f6steriyor (\u015eekil-2). Geli\u015fmekte olan \u00fclkelerde g\u0131da kayb\u0131 daha \u00e7ok de\u011fer zincirinin erken a\u015famalar\u0131nda meydana geliyor ve hasat teknikleri ile depolama ve so\u011futma tesislerinde ya\u015fanan teknik, finansal ve y\u00f6netsel k\u0131s\u0131tlardan kaynaklan\u0131yor. Orta ve y\u00fcksek gelirli \u00fclkelerde ise g\u0131da israf\u0131 de\u011fer zincirinin daha ileri a\u015famalar\u0131nda olu\u015fuyor ve temel olarak t\u00fcketici davran\u0131\u015flar\u0131ndan kaynaklan\u0131yor. Geli\u015fmi\u015f ve geli\u015fmekte olan \u00fclkelerde ya\u015fanan kay\u0131plar\u0131n sebepleri ve ger\u00e7ekle\u015fme a\u015famalar\u0131 farkl\u0131l\u0131k g\u00f6sterse de miktarlar\u0131 aras\u0131nda \u00e7ok fark bulunmuyor. K\u00fcresel d\u00fczeyde meyve ve sebzeler ile k\u00f6k ve yumru bitkileri en \u00e7ok kay\u0131p ve israf ya\u015fanan g\u0131da grubunu olu\u015fturuyor (FAO, 2013).<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"605\" height=\"232\" src=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/06\/image-7.png\" alt=\"\" class=\"wp-image-777\" srcset=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/06\/image-7.png 605w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/06\/image-7-300x115.png 300w\" sizes=\"auto, (max-width: 605px) 100vw, 605px\" \/><figcaption>\u015eekil-2 B\u00f6lgelere g\u00f6re g\u0131da kay\u0131p ve israf oranlar\u0131 (Rezaei ve Liu, 2017)<\/figcaption><\/figure>\n\n\n\n<p>T\u00fcrkiye \u0130sraf Raporu\u2019na g\u00f6re \u00fclkemizde her y\u0131l 26 milyon ton g\u0131da israf oluyor ve bu miktar milli gelirimizin %15\u2019ine denk geliyor. En fazla israf, d\u00fcnya genelinde oldu\u011fu gibi meyve ve sebze grubunda ger\u00e7ekle\u015fiyor. \u00dclkemizde ayr\u0131ca g\u00fcnl\u00fck israf miktar\u0131 4.9 milyon adet olan ekmek, bu kapsamda \u00f6ne \u00e7\u0131k\u0131yor (Tekiner vd., 2021). GK\u0130\u2019nin azalt\u0131labilmesi i\u00e7in \u00f6ncelikle \u00fcr\u00fcn baz\u0131nda tedarik zincirinin hangi a\u015famalar\u0131nda, hangi sebeplerle ve hangi miktarlarda ger\u00e7ekle\u015fti\u011finin belirlenmesi gerekiyor. Bu kapsamda FAO taraf\u0131ndan yap\u0131lan bir \u00e7al\u0131\u015fmaya g\u00f6re \u00fclkemizde en y\u00fcksek kay\u0131p tar\u0131msal \u00fcretim a\u015famas\u0131nda meydana geliyor. Bakanl\u0131k taraf\u0131ndan ayr\u0131ca FAO ile i\u015fbirli\u011fi i\u00e7erisinde \u201cT\u00fcrkiye\u2019nin G\u0131da Kay\u0131plar\u0131 ve \u0130sraf\u0131n\u0131n \u00d6nlenmesi, Azalt\u0131lmas\u0131 ve Y\u00f6netimine \u0130li\u015fkin Ulusal Strateji Belgesi ve Eylem Plan\u0131\u201d haz\u0131rland\u0131. Strateji kapsam\u0131nda \u015eekil-3\u2019te yer alan g\u0131da kullan\u0131m hiyerar\u015fisi benimsenerek \u00f6ncelikle GK\u0130\u2019nin olu\u015fumunun engellenmesi, daha sonra g\u0131dan\u0131n yeniden da\u011f\u0131t\u0131m\u0131 yoluyla insan t\u00fcketimine sunulmas\u0131 hedefleniyor. Bu kapsamda fark\u0131ndal\u0131k yaratma ve bilin\u00e7lendirme, kapasite geli\u015ftirme, tedarik zincirinde verimlilik art\u0131\u015f\u0131, so\u011fuk zincir y\u00f6netimi ve tedarik zincirinin farkl\u0131 a\u015famalar\u0131nda olu\u015fan kay\u0131plar\u0131n azalt\u0131lmas\u0131na y\u00f6nelik hedefler ve eylemlerin yan\u0131nda GK\u0130\u2019nin \u00f6l\u00e7\u00fclmesi, izlenmesi ve de\u011ferlendirilmesi planlan\u0131yor(Tar\u0131m ve Orman Bakanl\u0131\u011f\u0131, 2020).<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"331\" height=\"243\" src=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/06\/image-8.png\" alt=\"\" class=\"wp-image-779\" srcset=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/06\/image-8.png 331w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/06\/image-8-300x220.png 300w\" sizes=\"auto, (max-width: 331px) 100vw, 331px\" \/><figcaption>\u015eekil-3 G\u0131da kullan\u0131m hiyerar\u015fisi (Tar\u0131m ve Orman Bakanl\u0131\u011f\u0131, 2020)<\/figcaption><\/figure>\n\n\n\n<p>GK\u0130\u2019nin kaynakta azalt\u0131lmas\u0131 i\u00e7in t\u00fcketici davran\u0131\u015flar\u0131ndan kaynaklanan g\u0131da israf\u0131 ve \u00fcretim s\u00fcre\u00e7lerinden kaynaklanan g\u0131da kayb\u0131n\u0131n farkl\u0131 \u015fekillerde ele al\u0131nmas\u0131 gerekiyor. G\u0131da kay\u0131plar\u0131 a\u00e7\u0131s\u0131ndan tar\u0131m-g\u0131da tedarik zincirinin dijitalle\u015fmesi ve \u00fcr\u00fcn grubu baz\u0131nda kay\u0131p miktar ve a\u015famalar\u0131n\u0131n b\u00f6lgesel d\u00fczeyde do\u011fru tespiti b\u00fcy\u00fck \u00f6nem ta\u015f\u0131yor. Bu sayede politika yap\u0131c\u0131lar g\u0131da kay\u0131plar\u0131n\u0131 azaltacak m\u00fcdahale alanlar\u0131n\u0131 \u00fcr\u00fcn baz\u0131nda ve b\u00f6lgesel d\u00fczeyde belirleyebilecektir. G\u0131da israf\u0131nda ise t\u00fcketicilere y\u00f6nelik fark\u0131ndal\u0131k yaratma ve bilgilendirme \u00e7al\u0131\u015fmalar\u0131yla t\u00fcketici davran\u0131\u015flar\u0131n\u0131n de\u011fi\u015ftirilmesi \u00f6nem kazan\u0131yor. \u0130sraf sebepleri e\u011fitim d\u00fczeyi, cinsiyet, gelir d\u00fczeyi gibi fakt\u00f6rlere g\u00f6re farkl\u0131l\u0131k g\u00f6sterdi\u011fi i\u00e7in genel fark\u0131ndal\u0131k faaliyetleri yerine t\u00fcketici davran\u0131\u015flar\u0131na g\u00f6re \u015fekillenecek faaliyetlerin etkisi daha y\u00fcksek olacakt\u0131r.<\/p>\n\n\n\n<p>T\u00fcketime uygun g\u0131dan\u0131n yeniden da\u011f\u0131t\u0131m\u0131 kapsam\u0131nda besleyici \u00f6zelli\u011fini kaybetmemi\u015f g\u00fcvenli g\u0131dan\u0131n tekrar insan t\u00fcketimine sunulmas\u0131 hedefleniyor. \u015eekil, boyut gibi fiziksel \u00f6zellikleri nedeniyle t\u00fcketiciler taraf\u0131ndan tercih edilmeyen g\u0131dalar\u0131n di\u011fer g\u0131dalarda bile\u015fen olarak kullan\u0131lmas\u0131 israf\u0131n azalt\u0131lmas\u0131n\u0131 sa\u011fl\u0131yor. \u00dcretim fazlas\u0131 olan veya sa\u011fl\u0131\u011fa uygun olarak ba\u011f\u0131\u015flanan her t\u00fcrl\u00fc g\u0131day\u0131 uygun \u015fartlarda muhafaza ederek ihtiya\u00e7 sahibi ki\u015filere ula\u015ft\u0131ran g\u0131da bankac\u0131l\u0131\u011f\u0131 sistemi bir taraftan g\u0131da g\u00fcvencesini desteklerken di\u011fer taraftan israf\u0131 azaltan bir yakla\u015f\u0131m olarak kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor. T\u00fcrkiye\u2019de ilk kez 2004 y\u0131l\u0131nda uygulanmaya ba\u015flam\u0131\u015f olan g\u0131da bankac\u0131l\u0131\u011f\u0131 sistemlerinin sivil toplum \u00f6rg\u00fctleri ve yerel y\u00f6netimler b\u00fcnyesinde gittik\u00e7e yayg\u0131nla\u015ft\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcyor.&nbsp;<\/p>\n\n\n\n<p>\u0130zmir\u2019in \u00e7ok sekt\u00f6rl\u00fc ekonomik yap\u0131s\u0131 i\u00e7erisinde tar\u0131m ve g\u0131da sanayinin \u00f6nemli bir yeri bulunuyor. \u0130zmir bitkisel \u00fcretim de\u011feri a\u00e7\u0131s\u0131ndan T\u00fcrkiye\u2019de 6. s\u0131rada, hayvansal \u00fcr\u00fcn de\u011feri a\u00e7\u0131s\u0131ndan 2. s\u0131rada yer al\u0131yor. G\u0131da ve i\u00e7ecek imalat sanayinde ise yakla\u015f\u0131k 3.000 i\u015fletme faaliyet g\u00f6steriyor. Ancak \u0130zmir \u00fclkemizin su fakiri olan b\u00f6lgelerinden biri ve temiz su kaynaklar\u0131n\u0131n %77\u2019si tar\u0131msal faaliyetlerde kullan\u0131l\u0131yor.
