Sanayi Devrimi ile artan insan aktivitesi, geli\u015fen teknolojinin h\u0131zla yayg\u0131nla\u015fmas\u0131 ve ya\u015fam standard\u0131n\u0131n y\u00fckseltilmesi \u00e7abalar\u0131 atmosferde sera etkisi yapan gazlar\u0131n miktar\u0131nda gere\u011finden fazla artmaya neden olmu\u015ftur. \u00d6zellikle 20. y\u00fczy\u0131l\u0131n ikinci yar\u0131s\u0131ndan itibaren sera gazlar\u0131n\u0131n h\u0131zla artmas\u0131yla k\u00fcresel \u0131s\u0131nman\u0131n neden oldu\u011fu ve insan ba\u015fta olmak \u00fczere bitki ve hayvan t\u00fcrlerinin ya\u015fam\u0131n\u0131 tehdit eden do\u011fa felaketleri g\u00f6r\u00fclmeye ba\u015flam\u0131\u015ft\u0131r&nbsp;(Ak\u0131n,2006).&nbsp;G\u00fcn\u00fcm\u00fczde&nbsp;k\u00fcresel sera gaz\u0131 emisyonlar\u0131n\u0131n&nbsp;yakla\u015f\u0131k&nbsp;%2-3\u2019\u00fc,&nbsp;k\u00fcresel&nbsp;ticaretin %80\u2019inin&nbsp;deniz yoluyla ger\u00e7ekle\u015ftirilmesi&nbsp;nedeniyle&nbsp;deniz&nbsp;trafi\u011fi&nbsp;kaynakl\u0131d\u0131r.&nbsp;Ve bu alanda bir tedbir al\u0131nmad\u0131\u011f\u0131 takdirde, deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131ndan kaynakl\u0131 sera gaz\u0131 sal\u0131n\u0131m\u0131n\u0131n 2050 y\u0131l\u0131na kadar&nbsp;%250&nbsp;oran\u0131nda&nbsp;art\u0131\u015f g\u00f6sterebilece\u011fi \u00f6ng\u00f6r\u00fclmektedir (Christensen, 2020).&nbsp;<\/p>\n\n\n\n<p><strong>Deniz Ta\u015f\u0131mac\u0131l\u0131\u011f\u0131<\/strong><strong>nda 2050 Y\u0131l\u0131 Hedefi<\/strong>&nbsp;<\/p>\n\n\n\n<p>Deniz&nbsp;ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 kaynakl\u0131 emisyon sorunu,&nbsp;Birle\u015fmi\u015f&nbsp;Milletler\u2019in&nbsp;deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131ndan kaynakl\u0131 kirlili\u011fin \u00f6nlenmesinden sorumlu uzman kurulu\u015fu olan&nbsp;Uluslararas\u0131 Denizcilik Organizasyonu (IMO)&#8217;nun&nbsp;g\u00fcndemindedir.&nbsp;Emisyon sorunu&nbsp;ve bu kapsamda&nbsp;IMO\u2019nun&nbsp;stratejisi,&nbsp;bu&nbsp;y\u0131l&nbsp;50. Y\u0131ll\u0131k Toplant\u0131s\u0131n\u0131 ger\u00e7ekle\u015ftirilmi\u015f&nbsp;olan&nbsp;D\u00fcnya Ekonomik Forumu\u2019nda&nbsp;da&nbsp;\u00f6ne \u00e7\u0131kan konulardan biridir.&nbsp;IMO\u2019nun&nbsp;stratejisi, 2050 y\u0131l\u0131na kadar sekt\u00f6r \u00e7ap\u0131nda emisyonlar\u0131 en az %50 oran\u0131nda azaltmak ve bunu sa\u011flamak i\u00e7in \u00f6nemli say\u0131da s\u0131f\u0131r karbonlu gemi ve s\u0131f\u0131r karbon yak\u0131tlar\u0131n kolayca uyarlanabildi\u011fi gemilerin, k\u00fcresel filoya 2030&#8217;lu y\u0131llar\u0131n ba\u015flar\u0131nda kat\u0131lmalar\u0131n\u0131 sa\u011flamak olarak ifade edilmektedir. Bu \u00e7er\u00e7evede t\u00fcm k\u00fcresel tedarik zinciri boyunca kolektif bir yakla\u015f\u0131ma ihtiya\u00e7 duyulmaktad\u0131r ve bu alandaki i\u015f birli\u011finin, d\u00fc\u015f\u00fck veya s\u0131f\u0131r karbonlu yak\u0131tlar\u0131n geli\u015ftirilmesi ve test edilmesi; h\u0131za yard\u0131mc\u0131 olmak i\u00e7in r\u0131ht\u0131m mevcudiyeti \u00fczerinde daha iyi ileti\u015fim ve planlama, optimizasyon ve tam zaman\u0131nda var\u0131\u015f ve limandaki gemiler i\u00e7in karada daha temiz g\u00fc\u00e7 sa\u011flamas\u0131 gibi hususlar\u0131 i\u00e7ermesi gerekmektedir. S\u0131f\u0131r karbonlu bir denizcilik end\u00fcstrisi planlamas\u0131n\u0131n tek ba\u015f\u0131na yap\u0131lamayaca\u011f\u0131, altyap\u0131 geli\u015fmeleri ve yat\u0131r\u0131m kararlar\u0131n\u0131n da birlikte al\u0131nmas\u0131 gerekti\u011fi, ara\u015ft\u0131rma ve geli\u015ftirme giri\u015fimlerinin sekt\u00f6rler aras\u0131 olmas\u0131 gerekti\u011fi, yeni teknolojilerin aktar\u0131labilir ve \u00f6l\u00e7eklenebilir olmas\u0131 gerekti\u011fi&nbsp;IMO\u2019nun&nbsp;stratejisinde&nbsp;\u00f6ne&nbsp;\u00e7\u0131kan unsurlard\u0131r.&nbsp;<\/p>\n\n\n\n<p>Burada bahsi ge\u00e7en 2050 y\u0131l\u0131 hedefi, Nisan 2018\u2019de&nbsp;IMO\u2019nun&nbsp;Deniz \u00c7evre Koruma Komitesi (MEPC) taraf\u0131ndan \u0130ngiltere&#8217;deki IMO Genel Merkezinde 72. oturumu s\u0131ras\u0131nda kabul edilmi\u015f olan ba\u015flang\u0131\u00e7 stratejisinde ortaya konulmu\u015ftur.&nbsp;IMO&#8217;nun&nbsp;uluslararas\u0131 deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131ndan kaynaklanan sera gaz\u0131 emisyonlar\u0131n\u0131 azaltmaya kararl\u0131 oldu\u011fu ve bu y\u00fczy\u0131lda bunlar\u0131 m\u00fcmk\u00fcn olan en k\u0131sa s\u00fcrede ortadan kald\u0131rmay\u0131 ama\u00e7lad\u0131\u011f\u0131 vizyonunu ortaya koyan&nbsp;IMO&#8217;nun&nbsp;ba\u015flang\u0131\u00e7 \u200b\u200bstratejisi, toplam sera gaz\u0131 emisyonlar\u0131n\u0131 2008 y\u0131l\u0131na k\u0131yasla 2050 y\u0131l\u0131na kadar en az y\u00fczde 50 oran\u0131nda azaltmay\u0131 hedeflemektedir.&nbsp;IMO\u2019nun&nbsp;emisyon sorununa ili\u015fkin olarak getirmi\u015f oldu\u011fu son d\u00fczenleme ise gemi akaryak\u0131tlar\u0131ndaki s\u00fclf\u00fcr i\u00e7eri\u011fine ili\u015fkindir. IMO 2020 reg\u00fclasyonu&nbsp;fuel-oil\u2019deki&nbsp;2012 y\u0131l\u0131ndan beri %3,5 olan s\u00fclf\u00fcr oran\u0131n\u0131 %0,5 orana d\u00fc\u015f\u00fcrmeyi zorunlu k\u0131lmaktad\u0131r.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong><em>2050 Y\u0131l\u0131 Hedefi \u0130\u00e7in Gerekli Yat\u0131r\u0131mlar<\/em><\/strong>&nbsp;<\/p>\n\n\n\n<p>IMO\u2019nun ba\u015flang\u0131\u00e7 stratejisi, end\u00fcstrinin 2050 y\u0131l\u0131na kadar toplam y\u0131ll\u0131k sera gaz\u0131 emisyonlar\u0131n\u0131 2008 seviyelerinin en az %50\u2019sine d\u00fc\u015f\u00fcr\u00fclmesini \u00f6ng\u00f6rmektedir.&nbsp;Ticari gemilerin \u00f6mr\u00fcn\u00fcn yakla\u015f\u0131k 20 y\u0131l oldu\u011fu, yani d\u00fcnya filosuna 2030 y\u0131l\u0131nda girecek gemilerin 2050\u2019de hala faaliyette olaca\u011f\u0131&nbsp;hesaba kat\u0131ld\u0131\u011f\u0131nda&nbsp;emisyonlar\u0131n 2050\u2019de yar\u0131ya inebilmesi i\u00e7in s\u0131f\u0131r emisyonlu gemilerin 2030\u2019a kadar k\u00fcresel filoya kat\u0131lmas\u0131 gerekmektedir.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Bu noktada&nbsp;S\u0131f\u0131r Emisyona Ge\u00e7i\u015f (Getting To Zero)&nbsp;koalisyonuna da de\u011finmek gerekir.&nbsp;K\u00fcresel Deniz Ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 Forumu<em>,&nbsp;<\/em><em>Okyanus Hareketi Dostlar\u0131 (<\/em><em>Friends Of Ocean Action<\/em><em>)<\/em><em>&nbsp;ve&nbsp;<\/em>D\u00fcnya Ekonomik Forumu&nbsp;aras\u0131ndaki bir ortakl\u0131k olan&nbsp;S\u0131f\u0131r Emisyona Ge\u00e7i\u015f&nbsp;koalisyonu, denizcilik, enerji, altyap\u0131 ve finans sekt\u00f6rlerinde doksandan fazla \u015firketin kilit h\u00fck\u00fcmetler ve STK\u2019lar taraf\u0131ndan desteklendi\u011fi g\u00fc\u00e7l\u00fc bir ittifakt\u0131r. Ve kurulu\u015f amac\u0131 s\u0131f\u0131r emisyonlu gemiler geli\u015ftirerek bunlar\u0131 2030 y\u0131l\u0131na kadar ticari olarak eri\u015filebilir k\u0131lmak olarak belirlenmi\u015ftir<em>.&nbsp;<\/em>Koalisyonu olu\u015fturanlardan<em>&nbsp;<\/em>K\u00fcresel Deniz Ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 Forumu,&nbsp;s\u00fcrd\u00fcr\u00fclebilir uzun vadeli&nbsp;ekonomik kalk\u0131nma ve insan refah\u0131n\u0131 artt\u0131rmak i\u00e7in k\u00fcresel deniz ticaretinin gelece\u011fini \u015fekillendirmeye kendini adam\u0131\u015f, kar amac\u0131 g\u00fctmeyen uluslararas\u0131 bir kurulu\u015ftur.&nbsp;<em>Okyanus Hareketi Dostlar\u0131&nbsp;<\/em>ise okyanusun kar\u015f\u0131la\u015ft\u0131\u011f\u0131 en acil zorluklara h\u0131zl\u0131 izleme \u00e7\u00f6z\u00fcmleri sunan 50&#8217;den fazla okyanus liderinin olu\u015fturdu\u011fu bir koalisyondur. \u00dcyeleri, i\u015f d\u00fcnyas\u0131, sivil toplum, uluslararas\u0131 organizasyonlar, bilim ve teknolojiden d\u00fcnyas\u0131ndan gelmektedir. Topluluk, California Santa Barbara \u00dcniversitesi&#8217;ndeki Benioff Okyanus Giri\u015fimi&#8217;nin bir par\u00e7as\u0131 olarak Marc ve Lynne Benioff&#8217;tan gelen fonlarla desteklenmekte ve D\u00fcnya Ekonomik Forumu taraf\u0131ndan, D\u00fcnya Kaynaklar\u0131 Enstit\u00fcs\u00fc ile i\u015f birli\u011fi i\u00e7inde toplanmaktad\u0131r.&nbsp;<\/p>\n\n\n\n<p>S\u0131f\u0131r Emisyona Ge\u00e7i\u015f&nbsp;koalisyonu i\u00e7in yap\u0131lm\u0131\u015f bir \u00e7al\u0131\u015fmaya&nbsp;g\u00f6re&nbsp;2050 y\u0131l\u0131nda emisyonlar\u0131 yar\u0131ya indirmek i\u00e7in gerekli yat\u0131r\u0131mlar\u0131n toplam maliyeti 1.4 trilyon dolar,&nbsp;emisyonlar\u0131n tamamen s\u0131f\u0131rlanmas\u0131 i\u00e7in gerekli yat\u0131r\u0131m ise 1.9 trilyon dolar&nbsp;olarak hesap edilmi\u015ftir&nbsp;(Christensen, 2020). S\u00f6z konusu analiz \u00e7al\u0131\u015fmas\u0131na g\u00f6re&nbsp;&nbsp;yat\u0131r\u0131mlar,&nbsp;gemi ile ilgili olanlar (motorlar\u0131, gemide depolamay\u0131 ve gemiye dayal\u0131 enerji verimlili\u011fi teknolojilerini i\u00e7eren\u202fvs.) ve d\u00fc\u015f\u00fck karbonlu yak\u0131tlar\u0131n \u00fcretimini, depolanmas\u0131n\u0131 ve bunkering (yak\u0131t ikmali) altyap\u0131s\u0131n\u0131 i\u00e7eren kara tabanl\u0131 yat\u0131r\u0131mlar olarak iki farkl\u0131 t\u00fcrden&nbsp;olu\u015fmakta;&nbsp;bununla birlikte, belirlenen hedefe ula\u015fabilmek i\u00e7in gerekli yat\u0131r\u0131mlar\u0131n sadece %13\u2019\u00fc do\u011frudan gemilerle ilgili yat\u0131r\u0131mlardan olu\u015furken, %87\u2019lik b\u00fcy\u00fck pay\u0131n kara tabanl\u0131 altyap\u0131lar i\u00e7in gerekmektedir.&nbsp;<\/p>\n\n\n\n<p>IMO 2020 d\u00fczenlemesinin de deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sekt\u00f6r\u00fcne yeni mali y\u00fckler getirdi\u011fini belirtmek gerekir.&nbsp; UNCTAD&nbsp;2019 raporunda da bu husus ele al\u0131nm\u0131\u015f, yeni d\u00fczenlemeye uyum konusunda sekt\u00f6r\u00fcn kar\u015f\u0131la\u015fabilece\u011fi \u00fc\u00e7 se\u00e7ene\u011fe de\u011finilmi\u015ftir. \u0130lk se\u00e7enek,&nbsp;ta\u015f\u0131y\u0131c\u0131lar\u0131n do\u011frudan daha maliyetli&nbsp;d\u00fc\u015f\u00fck k\u00fck\u00fcrtl\u00fc art\u0131k akaryak\u0131tlara ge\u00e7i\u015f yapmas\u0131d\u0131r. \u0130kinci se\u00e7enek, ta\u015f\u0131y\u0131c\u0131lar\u0131n daha ucuz y\u00fcksek k\u00fck\u00fcrtl\u00fc akaryak\u0131t kullanmaya devam etmekle birlikte gemi motorlar\u0131n\u0131n egzoz sistemindeki s\u00fclf\u00fcr\u00fc gidermek i\u00e7in ekipman yat\u0131r\u0131m\u0131 yapmalar\u0131n\u0131 i\u00e7ermektedir. \u00dc\u00e7\u00fcnc\u00fc se\u00e7enek ise gemilerin TEU kapasitelerinin yakla\u015f\u0131k y\u00fczde 3&#8217;\u00fcn\u00fc kaplayan s\u0131v\u0131la\u015ft\u0131r\u0131lm\u0131\u015f do\u011fal gaz tanklar\u0131yla donat\u0131lm\u0131\u015f gemilere y\u00f6nelmeyi i\u00e7ermektedir&nbsp;(UNCTAD,2019: 44). G\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere her \u00fc\u00e7 se\u00e7enek de ek maliyet yaratmakta ve bu maliyetin 5 ila 10 milyar dolar aras\u0131nda olaca\u011f\u0131 tahmin edilmektedir.&nbsp;<\/p>\n\n\n\n<p><strong><em>Deniz Ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131 Karbondan Ar\u0131nd\u0131rman\u0131n Daha Ucuz Bir Y\u00f6ntemi<\/em><\/strong>&nbsp;<\/p>\n\n\n\n<p>Deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131 karbondan ar\u0131nd\u0131rman\u0131n y\u00fcksek maliyeti, farkl\u0131 \u00e7\u00f6z\u00fcm aray\u0131\u015flar\u0131n\u0131 da g\u00fcndeme getirmi\u015ftir.&nbsp;Nakliye end\u00fcstrisindeki k\u00fcresel arz ve talep operasyonlar\u0131n\u0131n, yani milyar dolarl\u0131k bir sekt\u00f6r olan konteyner alan\u0131 sat\u0131n alma i\u015flemlerinin&nbsp;hala analog y\u00f6ntemlerle&nbsp;ger\u00e7ekle\u015ftirilmesinden kaynakl\u0131 verimlilik kayb\u0131na&nbsp;\u00e7\u00f6z\u00fcm&nbsp;yaratmas\u0131 d\u00fc\u015f\u00fcn\u00fclen dijital teknolojilerin, karbon sal\u0131m\u0131 sorununa da&nbsp;milyarlar&nbsp;harcamadan&nbsp;\u00e7\u00f6z\u00fcm olabilece\u011fi d\u00fc\u015f\u00fcn\u00fclmektedir.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Bir nakliye konteyneri, tek bir g\u00f6ndericinin t\u00fcm konteyneri kaplad\u0131\u011f\u0131 tam konteyner y\u00fckleme, birden fazla nakliyecinin mal\u0131n\u0131n birlikte paketlendi\u011fi parsiyel y\u00fckleme ve bo\u015f konteyner olmak \u00fczere \u00fc\u00e7 durumda olabilmektedir. Parsiyel konteyner y\u00fckeme durumunda konteyner alan\u0131 genellikle metrek\u00fcp cinsinden birden fazla g\u00f6ndericiye ayr\u0131lmaktad\u0131r.&nbsp;Pazar&nbsp;ara\u015ft\u0131rmalar\u0131na dayal\u0131 analizler parsiyel konteynerlerin k\u00fcresel \u00f6l\u00e7ekte %25 ile&nbsp;%40 oran\u0131nda bo\u015f olarak gitti\u011fini&nbsp;g\u00f6stermektedir.&nbsp;Bu&nbsp;y\u00fczdenin, 36 milyonluk k\u00fcresel parsiyel konteyner trafi\u011fine&nbsp;uygulanmas\u0131,&nbsp;sadece milyarlarca dolarl\u0131k kay\u0131p geliri kazanmakla kalmay\u0131p operasyonel olarak %25 oran\u0131nda daha verimli olacak ve karbon emisyonunu %6 oran\u0131nda dengeleyecek bir \u00e7\u00f6z\u00fcm ihtiyac\u0131n\u0131 ortaya koymaktad\u0131r. Parsiyel konteynerlerin belirli bir alan\u0131n\u0131n bo\u015f olarak gitmesi sorunu \u00e7\u00f6z\u00fcld\u00fc\u011f\u00fcnde, belirli konteynerler bo\u015f konteyner konumuna gelecek ve bu sayede her y\u0131l 122 milyon ton daha az karbon sal\u0131m\u0131 ger\u00e7ekle\u015fecektir&nbsp;(Khalid,2020).&nbsp;<\/p>\n\n\n\n<p>G\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere operasyonel verimlilik hususundaki mevcut bir sorunun \u00e7\u00f6z\u00fcm\u00fc ayn\u0131 zamanda karbon emisyonunun azalt\u0131lmas\u0131n\u0131 da sa\u011flam\u0131\u015f olacakt\u0131r. Bug\u00fcn d\u00fcnyada iki giri\u015fim bu alanda faaliyet g\u00f6sterdi\u011fi belirtilmektedir. Bu iki giri\u015fimden&nbsp;<a href=\"http:\/\/cubex.global\/\" target=\"_blank\" rel=\"noreferrer noopener\">Cubex Global<\/a>, i\u015f birlik\u00e7i blockchain ilkeleri \u00fczerine in\u015fa edilmi\u015f, konteyner alanlar\u0131n\u0131n metrek\u00fcp olarak sat\u0131l\u0131p al\u0131nmas\u0131n\u0131 sa\u011flayan dijital bir pazar geli\u015ftirmi\u015ftir. Ve parsiyel konteynerlerde %25 ile&nbsp;%40 aras\u0131nda, tam konteyner y\u00fckleme ve bo\u015f konteynerlerde ise %100 operasyonel verimlilik vaat etmektedir.
