D\u00fcnyada k\u00fcresel \u0131s\u0131nman\u0131n artmas\u0131nda, iklim de\u011fi\u015fikliklerinin ya\u015fanmas\u0131nda ve enerji kaynaklar\u0131n\u0131n t\u00fckenmeye ba\u015flamas\u0131nda \u00f6nemli pay sahibi olan in\u015faat sekt\u00f6r\u00fc,&nbsp;sebep oldu\u011fu&nbsp;bu olumsuz etkileri azaltabilmek i\u00e7in do\u011fayla uyumlu, s\u00fcrd\u00fcr\u00fclebilir, \u00e7evre dostu, do\u011fal kaynaklar\u0131 verimli kullanabilen yap\u0131m anlay\u0131\u015f\u0131 \u00fcr\u00fcn\u00fc olan ye\u015fil bina kavram\u0131yla yenilik\u00e7i bir anlay\u0131\u015f\u0131 geli\u015ftirmektedir&nbsp;[1].&nbsp;Bu anlay\u0131\u015fla, yap\u0131 malzemelerinin hammaddesinin kayna\u011f\u0131ndan elde edilmesinden ba\u015flayarak ya\u015fam d\u00f6ng\u00fcs\u00fc boyunca\u202fortaya \u00e7\u0131kan \u00e7evresel sorunlar\u0131n minimize edilmesi hedeflenmektedir.\u202f\u202f&nbsp;<\/p>\n\n\n\n<p>Ye\u015fil bina kavram\u0131 ile;&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Su ve enerji kullan\u0131m\u0131n\u0131n azalt\u0131lmas\u0131,\u202f&nbsp;<\/li><li>Bak\u0131m-onar\u0131m maliyetleri planlamas\u0131 ile at\u0131k kirlili\u011finin azalt\u0131lmas\u0131,\u202f&nbsp;<\/li><li>Yap\u0131 malzemelerinin verimlili\u011finin&nbsp;ve&nbsp;bina bile\u015fenlerinin dayan\u0131kl\u0131l\u0131\u011f\u0131n\u0131n artt\u0131r\u0131lmas\u0131&nbsp;hedeflenmektedir&nbsp;[2].&nbsp;<\/li><\/ul>\n\n\n\n<p><strong>Uluslararas\u0131 Ye\u015fil Bina Sertifika Sistemleri<\/strong><strong>\u202f<\/strong>&nbsp;<\/p>\n\n\n\n<p>G\u00fcn\u00fcm\u00fczde ulusal ve uluslararas\u0131 \u00f6l\u00e7ekte kullan\u0131lan \u00e7ok say\u0131da ye\u015fil bina sertifika sistemi bulunmaktad\u0131r. Ye\u015fil binalar\u0131n de\u011ferlendirilmesi amac\u0131yla birer ara\u00e7 olarak kullan\u0131lan bu sistemler, ortaya \u00e7\u0131kar\u0131ld\u0131klar\u0131 \u00fclkenin b\u00f6lgesel ve ekonomik \u00f6zellikleri, standartlar\u0131 ve yasalar\u0131 kapsam\u0131nda olu\u015fturulmu\u015ftur&nbsp;[3].&nbsp;<\/p>\n\n\n\n<p>\u0130ngiltere\u2019de Yap\u0131 Ara\u015ft\u0131rma Kurumu&nbsp;taraf\u0131ndan geli\u015ftirilerek 1990 y\u0131l\u0131nda uygulamaya ge\u00e7irilen BREEAM, Amerikan Ye\u015fil Bina Konseyi&nbsp;taraf\u0131ndan ilk defa 1998\u2019de binalar\u0131 sertifikaland\u0131rmaya ba\u015flayan LEED, 2003 y\u0131l\u0131nda Avustralya Ye\u015fil Bina Konseyi taraf\u0131ndan\u202folu\u015fturulan\u202fGreen\u202fStar\u202fve Alman S\u00fcrd\u00fcr\u00fclebilir Bina Konseyi&nbsp;taraf\u0131ndan&nbsp;2009\u202fy\u0131l\u0131nda kurulan DGNB\u202fSertifikasyon Sistemi&nbsp;kullan\u0131lan ba\u015fl\u0131ca sertifika sistemleridir.\u202fHer bir sertifikasyon sisteminin kriterleri ortaya \u00e7\u0131kt\u0131klar\u0131 b\u00f6lgelerin \u00f6zellikleri do\u011frultusunda belirlenmi\u015f olup yap\u0131lan puanlamalar ve \u00f6ncelikler&nbsp;de bu ba\u011flamda de\u011fi\u015fkenlik&nbsp;g\u00f6stermektedir. Bu kapsamda yap\u0131lan bir \u00e7al\u0131\u015fmada haz\u0131rlanan \u00f6zet tablo a\u015fa\u011f\u0131da sunulmaktad\u0131r&nbsp;[3].&nbsp;<\/p>\n\n\n\n<p>\u00c7izelge 1: Ba\u015fl\u0131ca sertifika sistemlerine y\u00f6nelik \u00f6zet tablo&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"alignleft\"><img loading=\"lazy\" decoding=\"async\" width=\"605\" height=\"692\" src=\"http:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2020\/04\/image-5.png\" alt=\"\" class=\"wp-image-73\" srcset=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2020\/04\/image-5.png 605w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2020\/04\/image-5-262x300.png 262w\" sizes=\"auto, (max-width: 605px) 100vw, 605px\" \/><\/figure><\/div>\n\n\n\n<p>05.12.2008 tarihli 27075 say\u0131l\u0131&nbsp;Resm\u00ee&nbsp;Gazete\u2019de,&nbsp;m\u00fclga&nbsp;Bay\u0131nd\u0131rl\u0131k ve\u202f\u0130skan\u202fBakanl\u0131\u011f\u0131 taraf\u0131ndan 5627 say\u0131l\u0131 Enerji Kanunu\u2019nun ilgili maddesine dayanarak,&nbsp;D\u00fcnyada uygulanan ye\u015fil bina sertifika sistemlerine benzer&nbsp;\u015fekilde, T\u00fcrkiye\u2019deki binalar\u0131n kulland\u0131klar\u0131 enerji kaynaklar\u0131n\u0131n etkin ve verimli kullan\u0131lmas\u0131na, enerji israf\u0131n\u0131n \u00f6nlenmesine ve \u00e7evrenin&nbsp;korunmas\u0131na ili\u015fkin usul ve esaslar\u0131 d\u00fczenleyen, Binalarda Enerji Performans\u0131 Y\u00f6netmeli\u011fi yay\u0131mlanm\u0131\u015ft\u0131r&nbsp;[2].&nbsp;\u00c7evre ve \u015eehircilik Bakanl\u0131\u011f\u0131&#8217;nca yay\u0131mlanan&nbsp;&#8220;Binalarda Enerji Performans\u0131 Y\u00f6netmeli\u011fi&#8217;nde De\u011fi\u015fiklik Yap\u0131lmas\u0131na Dair Y\u00f6netmelik&#8221; ile,&nbsp;her binan\u0131n almas\u0131 gereken ve enerji t\u00fcketimi de\u011ferlerini g\u00f6steren yasal bir belge olma \u00f6zelli\u011fini ta\u015f\u0131yan\u202f<a href=\"https:\/\/www.takvim.com.tr\/haberleri\/enerji-kimlik-belgesi\" target=\"_blank\" rel=\"noreferrer noopener\">Enerji Kimlik Belgesi<\/a>\u202f1 Ocak 2020 tarihi itibariyle\u202fzorunlu\u202fhale getirilmi\u015ftir. Bununla beraber Enerji Verimlili\u011fi Kanunu, Enerji Kaynaklar\u0131n\u0131n ve Enerjinin Kullan\u0131m\u0131nda Verimlili\u011fin Artt\u0131r\u0131lmas\u0131na Dair Y\u00f6netmelik, Binalarda Is\u0131 Yal\u0131t\u0131m Y\u00f6netmeli\u011fi gibi d\u00fczenleyici y\u00f6netmelikler&nbsp;de mevcuttur.\u202f&nbsp;<\/p>\n\n\n\n<p>Haz\u0131rlanan y\u00f6netmeliklerle&nbsp;beraber Mimar Sinan G\u00fczel Sanatlar \u00dcniversitesi b\u00fcnyesinde bulunan Yap\u0131 Uygulama ve Ara\u015ft\u0131rma Merkezi taraf\u0131ndan Ocak 2014\u2019te duyurulan SEEB-TR (S\u00fcrd\u00fcr\u00fclebilir Enerji Etkin Binalar),\u202fTSE taraf\u0131ndan Temmuz 2013\u2019te olu\u015fturulan G\u00fcvenli Ye\u015fil Bina Belgesi ve \u00c7evre Dostu Ye\u015fil Binalar Derne\u011fi (\u00c7EDB\u0130K) taraf\u0131ndan 2013\u2019te taslak olarak sunulan Ye\u015fil Konut Sertifikas\u0131 gibi \u00e7al\u0131\u015fmalar&nbsp;da&nbsp;mevcuttur.\u202fAncak bunlardan herhangi birine y\u00f6nelik yap\u0131lan \u00e7al\u0131\u015fmalar tamamlanmad\u0131\u011f\u0131 i\u00e7in mevzuatta yer alamam\u0131\u015f, bunlar\u0131n yerine uluslararas\u0131 ge\u00e7erlili\u011fi olan di\u011fer sertifika sistemleri kullan\u0131lmaya devam etmektedir.&nbsp;<\/p>\n\n\n\n<p><strong>T\u00fcrkiye\u2019de Bulunan Ye\u015fil Bina Uygulama \u00d6rnekleri<\/strong>\u202f&nbsp;<\/p>\n\n\n\n<p>T\u00fcrkiye\u2019de herhangi bir sertifika sisteminden sertifika alm\u0131\u015f ye\u015fil bina say\u0131s\u0131 \u00c7EDB\u0130K kay\u0131tlar\u0131na g\u00f6re,&nbsp;484\u2019t\u00fcr. Bunlardan g\u00fcncel ve&nbsp;kamu hizmet binas\u0131 olan 2 \u00f6rnek incelenmi\u015ftir.&nbsp;<\/p>\n\n\n\n<p><em>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/em><em>&#8211;&nbsp;<\/em><em>&nbsp;<\/em><em>&nbsp;<\/em><em>Sabiha G\u00f6k\u00e7en Havaliman\u0131 Terminal Binas\u0131-&nbsp;<\/em><em>LEED\/<\/em><em>Alt\u0131n&nbsp;<\/em><em>(<\/em><em>110 \u00fczerinden 66 puan ile<\/em><em>)<\/em><em>&nbsp;11.12.2019<\/em>&nbsp;<\/p>\n\n\n\n<ol class=\"wp-block-list\"><li>Enerji Verimlili\u011fi:&nbsp;Binada kapsaml\u0131 enerji verimlili\u011fi et\u00fcd\u00fc yap\u0131larak mevcut sistemlerin ve ekipmanlar\u0131n durumu, \u00e7al\u0131\u015fma performans\u0131 de\u011ferlendirilerek optimum d\u00fczeyde verimlilik i\u00e7in gerekli iyile\u015ftirmeler ve ayarlamalar yap\u0131lm\u0131\u015ft\u0131r. D\u00fc\u015f\u00fck maliyetli iyile\u015ftirmeler hayata ge\u00e7irilmi\u015f ve&nbsp;ilerleyen d\u00f6nemler i\u00e7in&nbsp;daha kapsaml\u0131 potansiyel iyile\u015ftirmelere&nbsp;y\u00f6nelik&nbsp;geli\u015ftirme program\u0131 haz\u0131rlanm\u0131\u015ft\u0131r.&nbsp;<\/li><\/ol>\n\n\n\n<ol class=\"wp-block-list\"><li>Emisyon:&nbsp;Klimalarda kullan\u0131lan so\u011futucu ak\u0131\u015fkanlar&nbsp;ile&nbsp;yang\u0131n t\u00fcplerinde&nbsp;ve&nbsp;trafolarda kullan\u0131lan sera gazlar\u0131 envanteri olu\u015fturularak takip alt\u0131na al\u0131nm\u0131\u015f ve ye\u015fil bina hedeflerini sa\u011flayacak seviyede emisyon oranlar\u0131na ula\u015f\u0131lm\u0131\u015ft\u0131r. Terminal binas\u0131 i\u00e7 ayd\u0131nlatmas\u0131nda&nbsp;LED d\u00f6n\u00fc\u015f\u00fcm\u00fc sa\u011flanm\u0131\u015ft\u0131r.&nbsp;B\u00f6ylece ayd\u0131nlatmada enerji verimlili\u011fi hedeflerine ula\u015f\u0131lm\u0131\u015ft\u0131r.&nbsp;<\/li><\/ol>\n\n\n\n<ol class=\"wp-block-list\"><li>Su Verimlili\u011fi:&nbsp;Binadaki t\u00fcm su armat\u00fcrleri ve su harcayan sistemler et\u00fct edilmi\u015f ve ye\u015fil bina standartlar\u0131n\u0131 %25 a\u015facak seviyede iyile\u015ftirmeler yap\u0131lm\u0131\u015ft\u0131r. Sert zeminlere d\u00fc\u015fen ya\u011fmur suyu toplan\u0131p filtrelenerek ya\u011fmur suyu depolar\u0131nda toplanmaktad\u0131r.&nbsp;Burada toplanan su, peyzaj sulamas\u0131nda kullan\u0131larak su verimlili\u011fi sa\u011flanm\u0131\u015ft\u0131r. Peyzaj sulamas\u0131nda \u015febeke suyu kullan\u0131lmamaktad\u0131r.
