SKA; yoksullu\u011fu ortadan kald\u0131rmak, gezegenimizi korumak ve t\u00fcm insanlar\u0131n bar\u0131\u015f ve refah i\u00e7inde ya\u015famas\u0131n\u0131 sa\u011flamak i\u00e7in toplam 17 ama\u00e7 ve 169 hedeften olu\u015fan evrensel eylem \u00e7a\u011fr\u0131s\u0131d\u0131r. Var\u0131lmak istenen ama\u00e7 ise d\u00fcnyan\u0131n kar\u015f\u0131 kar\u015f\u0131ya oldu\u011fu acil \u00e7evresel, siyasi ve ekonomik sorunlar\u0131 ele alan evrensel hedefler k\u00fcmesi olu\u015fturmakt\u0131r. Bu ama\u00e7 ve hedefler, 2030 s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma g\u00fcndeminin \u00f6z\u00fcn\u00fc olu\u015fturmakta ve BM\u2019ye \u00fcye devletler ger\u00e7ekle\u015ftirmeyi taahh\u00fct etmektedir. Bu hedeflerin, SKA ad\u0131 alt\u0131nda daha kapsaml\u0131 bir \u015fekilde yeniden d\u00fcnya g\u00fcndemine getirilmesinin alt\u0131nda, Biny\u0131l Kalk\u0131nma Hedeflerinin uygulama s\u00fcrecinde kazan\u0131lan ivme ve tecr\u00fcbenin devam ettirilme iste\u011fi yatmaktad\u0131r. Kalk\u0131nma planlar\u0131yla birlikte s\u00fcrd\u00fcr\u00fclebilirlik kavram\u0131na yer veren sekt\u00f6rel ve tematik ulusal politika ve strateji belgeleri de s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma g\u00fcndeminin \u00f6nemli par\u00e7alar\u0131 haline gelmi\u015ftir. 10. Kalk\u0131nma Plan\u0131\u2019nda s\u00fcrd\u00fcr\u00fclebilirlik, plan\u0131n temel kavram\u0131 olmu\u015ftur. Kurumsal deneyim ve be\u015feri sermaye ile birlikte de\u011ferlendirildi\u011finde, T\u00fcrkiye SKA\u2019n\u0131 uygulamak a\u00e7\u0131s\u0131ndan g\u00fc\u00e7l\u00fc bir birikime ve altyap\u0131ya sahiptir.<\/p>\n\n\n\n<p><strong>S\u00fcrd\u00fcr\u00fclebilir Kalk\u0131nma Ama\u00e7lar\u0131 ve S\u00fcrd\u00fcr\u00fclebilir Kentler<\/strong><\/p>\n\n\n\n<p>SKA\u2019n\u0131n her birisi kentler ile ilgili olmas\u0131 nedeniyle \u00f6n\u00fcm\u00fczdeki uygulama d\u00f6nemi olan 2020-2030 aras\u0131nda s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma g\u00fcndeminin en \u00f6nemli konusu kentlerin s\u00fcrd\u00fcr\u00fclebilirli\u011finin sa\u011flanmas\u0131 olacakt\u0131r. S\u00fcrd\u00fcr\u00fclebilir kentler felsefesi kentlerin, yenilik\u00e7i ve s\u00fcrekli i\u015f yaratma kapasiteleri ve yo\u011fun ekonomik faaliyetleri ile kentsel alan\u0131n de\u011fi\u015fimini m\u00fcmk\u00fcn k\u0131lan bir potansiyele sahip olduklar\u0131 d\u00fc\u015f\u00fcncesine dayanmaktad\u0131r.<\/p>\n\n\n\n<p>Kentleri g\u00fcvenli ve s\u00fcrd\u00fcr\u00fclebilir k\u0131lmak demek, g\u00fcvenli ve eri\u015filebilir konut sa\u011flamak, gecekondular\u0131 d\u00f6n\u00fc\u015ft\u00fcrmek, toplu ta\u015f\u0131mac\u0131l\u0131\u011fa yat\u0131r\u0131m yapmak, kamusal ye\u015fil alanlar yaratmak, kentsel planlama ve y\u00f6netimi hem kat\u0131l\u0131mc\u0131 hem de kapsay\u0131c\u0131 olacak \u015fekilde iyile\u015ftirmek anlam\u0131na gelmektedir. O y\u0131llarda on milyondan fazla n\u00fcfusu olan on mega-kent bulunmaktayd\u0131. Ayr\u0131ca 2030 y\u0131l\u0131na kadar mega-kent say\u0131s\u0131n\u0131n da 41\u2019e ula\u015f\u0131laca\u011f\u0131 \u00f6ng\u00f6r\u00fclmektedir.<\/p>\n\n\n\n<p>BM tahminlerine g\u00f6re, 2050\u2019ye kadar d\u00fcnya n\u00fcfusunun 9,74 milyara ula\u015fmas\u0131 ve bu n\u00fcfusun %68,4\u2019\u00fc olan 6,68 milyar ki\u015finin kentlerde ya\u015fayaca\u011f\u0131 \u00f6ng\u00f6r\u00fcl\u00fcrken, d\u00fcnya n\u00fcfusunun \u00fc\u00e7te ikisinin kentlerde ya\u015famas\u0131 ka\u00e7\u0131n\u0131lmaz g\u00f6r\u00fcnmektedir. Bu denli y\u00fcksek bir ivmeyle artan kentle\u015fmenin sonu\u00e7lar\u0131 ayn\u0131 \u00f6l\u00e7ekte sorunlar\u0131n da art\u0131\u015f\u0131yla kar\u015f\u0131m\u0131za \u00e7\u0131kacakt\u0131r. Bu zorluklar\u0131 etkili bir \u015fekilde ele almak ve kentle\u015fmenin sundu\u011fu f\u0131rsatlardan yararlanmak i\u00e7in, uygulanabilir, evrensel, e\u015fitlik\u00e7i, insan odakl\u0131, herkesi kapsayan, \u00e7evreye duyarl\u0131 ve \u00f6l\u00e7\u00fclebilir bir yakla\u015f\u0131m ihtiyac\u0131 ortaya \u00e7\u0131km\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>SKA\u2019n\u0131n kentlerde hayata ge\u00e7irilmesi, kentleri kapsay\u0131c\u0131, g\u00fcvenli, dayan\u0131kl\u0131 ve s\u00fcrd\u00fcr\u00fclebilir k\u0131lmak i\u00e7in bir \u00e7er\u00e7eve sunan; 2016 y\u0131l\u0131nda Ekvador\u2019un Quito kentinde d\u00fczenlenen Habitat-III kapsam\u0131nda kabul edilen \u201cYeni Kentsel G\u00fcndem\u201d de kentlerin do\u011fru y\u00f6netilmesi ve s\u00fcrd\u00fcr\u00fclebilir kentsel geli\u015fmeyi ger\u00e7ekle\u015ftirmek i\u00e7in bu yakla\u015f\u0131m\u0131 sa\u011flamaya y\u00f6nelik bir f\u0131rsat niteli\u011findedir. Kentlerin bu yakla\u015f\u0131m\u0131 rehber edinerek kimseyi geride b\u0131rakmadan, herkesi kapsayarak gelece\u011fe g\u00fcvenli ve g\u00fc\u00e7l\u00fc bir \u015fekilde haz\u0131rlanmas\u0131, d\u00fcnya i\u00e7in b\u00fcy\u00fck \u00f6nem ta\u015f\u0131maktad\u0131r.<\/p>\n\n\n\n<p>Gelecek nesillere daha iyi bir d\u00fcnya b\u0131rakmak amac\u0131yla SKA&#8217;n\u0131n ger\u00e7ekle\u015ftirilmesi i\u00e7in merkezi y\u00f6netimin karar ve uygulamalar\u0131 elbette \u00f6nemli olmakla birlikte; yerel y\u00f6netimler, \u00f6zel sekt\u00f6r, sivil toplum kurulu\u015flar\u0131 ve vatanda\u015flar\u0131n hep birlikte hareket etmesi gerekmektedir.<\/p>\n\n\n\n<p><strong>S\u00fcrd\u00fcr\u00fclebilir Kalk\u0131nma Ama\u00e7lar\u0131n\u0131n Yerelle\u015ftirilmesi<\/strong><\/p>\n\n\n\n<p>SKA, BM \u00f6nc\u00fcl\u00fc\u011f\u00fcnde ger\u00e7ekle\u015fen geni\u015f kat\u0131l\u0131ml\u0131 s\u00fcre\u00e7ler sonucunda ortaya \u00e7\u0131km\u0131\u015ft\u0131r. Bu ama\u00e7lara ula\u015fman\u0131n ulusal d\u00fczeyde bir sorumluluk oldu\u011fu a\u00e7\u0131k olmakla birlikte sadece uluslararas\u0131 antla\u015fmalarla veya merkezi y\u00f6netim d\u00fczeyinde al\u0131nan kararlar ve uygulanan politikalarla ama\u00e7lara ula\u015f\u0131labilmesi m\u00fcmk\u00fcn de\u011fildir. \u00dcye devletler ve uluslararas\u0131 kurulu\u015flar SKA\u2019lar\u0131n d\u00fcnya n\u00fcfusunun yar\u0131s\u0131ndan fazlas\u0131n\u0131n ya\u015fad\u0131\u011f\u0131 kent merkezlerinde ger\u00e7ekle\u015fece\u011fini kabul etmektedir. Bu yeni anlay\u0131\u015f, k\u00fcresel ama\u00e7lara ula\u015fmaya katk\u0131 sa\u011flamada ve kentlerde SKA uygulamas\u0131n\u0131n s\u00fcrd\u00fcr\u00fclebilir ve diren\u00e7li toplumlar\u0131n olu\u015fturulmas\u0131nda yerel y\u00f6netimlerin ne kadar b\u00fcy\u00fck rol oynayaca\u011f\u0131n\u0131 g\u00f6stermektedir.<\/p>\n\n\n\n<p>Bir\u00e7ok yerel ve b\u00f6lgesel y\u00f6netim, \u00f6zel sekt\u00f6r ve sivil toplum kurulu\u015fu ama\u00e7lar\u0131n ortaya \u00e7\u0131kma s\u00fcrecine aktif kat\u0131l\u0131m sa\u011flam\u0131\u015ft\u0131r. T\u00fcm ama\u00e7lar do\u011frudan veya dolayl\u0131 olarak yerel y\u00f6netimlerin g\u00f6rev alanlar\u0131 ile ili\u015fkilidir ve yerel y\u00f6netimlere b\u00fcy\u00fck sorumluluk y\u00fcklemektedir. Bu nedenle yerel y\u00f6netimler SKA\u2019n\u0131n en \u00f6nemli payda\u015f\u0131 kabul edilmi\u015flerdir.<\/p>\n\n\n\n<p>SKA\u2019n\u0131n yerelle\u015ftirilmesi hususunda \u0130zmir\u2019de yap\u0131lan \u00e7al\u0131\u015fmalar incelendi\u011finde \u00f6ncelikle 2019 y\u0131l\u0131 Temmuz ay\u0131nda \u00fclke \u00e7ap\u0131nda 31 belediyenin kat\u0131l\u0131m\u0131yla olu\u015fturulan S\u00fcrd\u00fcr\u00fclebilir Kentsel Geli\u015fim A\u011f\u0131 (SKGA) \u00e7al\u0131\u015fmalar\u0131na \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi\u2019yle (\u0130BB) birlikte Bayrakl\u0131, Buca, \u00c7i\u011fli, Kar\u015f\u0131yaka, Konak belediyeleri de olmak \u00fczere toplam 5 il\u00e7e belediyesinin de kat\u0131l\u0131m sa\u011flad\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Ayr\u0131ca olu\u015fturulan A\u011f\u2019da sekreterya g\u00f6revi de \u0130BB\u2019ye verilmi\u015ftir. Bunu takiben \u0130zmir\u2019de s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma ama\u00e7lar\u0131na dayanan bir kent y\u00f6netiminin kal\u0131c\u0131 hale getirilmesi amac\u0131yla \u00e7al\u0131\u015fmalar ba\u015flat\u0131lm\u0131\u015f, bu kapsamda 25 il\u00e7e belediyesinin kat\u0131l\u0131m\u0131yla \u0130zmir S\u00fcrd\u00fcr\u00fclebilir Kentsel Geli\u015fim A\u011f\u0131 kurulmu\u015ftur. \u0130zmir\u2019de s\u00fcrd\u00fcr\u00fclebilir kent y\u00f6netimi kapsam\u0131nda y\u00fcr\u00fct\u00fclen t\u00fcm \u00e7al\u0131\u015fmalar\u0131 y\u00f6nlendirmek ve g\u00fc\u00e7lendirmek i\u00e7in alan\u0131nda uzman ve farkl\u0131 disiplin ve kurumlar\u0131n temsiliyeti i\u00e7in ayr\u0131ca bir \u00fcst kurul olu\u015fturulmu\u015ftur.<\/p>\n\n\n\n<p>Bu \u00fcst kurul vas\u0131tas\u0131yla il\u00e7elerdeki \u00e7al\u0131\u015fmalar koordine edilirken ayn\u0131 zamanda e\u011fitimler d\u00fczenlenmektedir. 5-6 \u015eubat 2020&#8217;de \u201c\u0130zmir S\u00fcrd\u00fcr\u00fclebilir Kent ve Yap\u0131lar \u00c7al\u0131\u015ftay\u0131\u201d Mimarlar Odas\u0131 \u0130zmir \u015eubesi\u2019yle birlikte d\u00fczenlenmi\u015ftir.<\/p>\n\n\n\n<p>\u0130BB\u2019nin haz\u0131rlam\u0131\u015f oldu\u011fu 2020-2024 Stratejik Plan\u0131\u2019n\u0131n SKA ile uyumlu olarak haz\u0131rland\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Planda belirlenen yedi stratejik ama\u00e7 alt\u0131ndaki 26 hedefin 16 tanesinin BM\u2019in belirlemi\u015f oldu\u011fu hedeflerden al\u0131nd\u0131\u011f\u0131, kalan 10 hedefin ise \u0130zmir\u2019in yerel \u00f6zellikleri, kimli\u011fi ve tarihi dikkate al\u0131narak mevcut durum analizi ile ortaya \u00e7\u0131kan evrensel bir \u015fehir olma amac\u0131n do\u011frultusunda belirlendi\u011fi anla\u015f\u0131lmaktad\u0131r.<\/p>\n\n\n\n<p>Bu plan\u0131n bu ama\u00e7lar do\u011frultusunda haz\u0131rlanmas\u0131 \u00f6nemli bir ad\u0131md\u0131r. Ancak bu plan temelinde belediyenin s\u00fcrd\u00fcr\u00fclebilirlik politikalar\u0131n\u0131 takip etmek ve SKA\u2019lar\u0131n yerelle\u015ftirilmesine y\u00f6nelik \u00e7al\u0131\u015fmalar\u0131 y\u00fcr\u00fctmek \u00fczere yeni bir \u00fcst kurul yerine yapt\u0131r\u0131m ve uygulama g\u00fcc\u00fc daha fazla olacak, yine kat\u0131l\u0131mc\u0131l\u0131k ilkesini g\u00f6zeterek belediye \u00e7al\u0131\u015fanlar\u0131, sivil toplum kurulu\u015flar\u0131, \u00fcniversite ve di\u011fer kent akt\u00f6rlerini de i\u00e7erecek \u015fekilde belediye b\u00fcnyesinde bir <em>\u201cS\u00fcrd\u00fcr\u00fclebilirlik Merkezi\u201d <\/em>kurulmal\u0131d\u0131r. Bu merkez SKA\u2019ya y\u00f6nelik e\u011fitim ve proje \u00e7al\u0131\u015fmalar\u0131n\u0131 y\u00fcr\u00fctmeli, program, panel ve etkinlikler d\u00fczenlemeli; \u0130zmir\u2019de s\u00fcrd\u00fcr\u00fclebilirlik bilincinin olu\u015fmas\u0131na katk\u0131 sunmay\u0131 hedeflemeli; belediyenin 2020-2024 Stratejik Plan \u00e7er\u00e7evesinde \u00e7al\u0131\u015fmalar y\u00fcr\u00fcterek karbon emisyon azalt\u0131m planlar\u0131n\u0131 olu\u015fturmal\u0131; belediyenin \u00e7evre, sosyal ve ekonomik anlamda yapt\u0131\u011f\u0131 \u00e7al\u0131\u015fmalar\u0131n\u0131 de\u011ferlendiren y\u0131ll\u0131k s\u00fcrd\u00fcr\u00fclebilirlik raporu haz\u0131rlamal\u0131d\u0131r.<\/p>\n\n\n\n<p>Ayr\u0131ca ilerlemenin etkili \u015fekilde izlenebilmesi i\u00e7in veriye eri\u015fim ve g\u00f6sterge \u00fcretilmesi de \u00f6nem ta\u015f\u0131d\u0131\u011f\u0131ndan ulusal \u00f6nceliklerimiz do\u011frultusunda \u0130zmir \u00f6zelinde yerel alt ba\u015fl\u0131klar \u015feklinde g\u00f6sterge \u00fcretilmesi gerekmektedir. Bu merkez hem yukar\u0131da an\u0131lan g\u00f6revlerin il\u00e7elerdeki uygulamalar\u0131n\u0131n koordinasyonunu hem de \u00fcretilen verilerin tek merkezde toplanarak rapor haline getirilmesini sa\u011flayacakt\u0131r.<\/p>\n\n\n\n<p>Yap\u0131lan \u00e7al\u0131\u015fmalar de\u011ferlendirildi\u011finde SKA\u2019n\u0131n uygulanmas\u0131 ve 2030 hedefinin tutturulmas\u0131 i\u00e7in \u00f6n\u00fcm\u00fczde sadece 10 y\u0131l kald\u0131\u011f\u0131 ve yap\u0131lmas\u0131 gereken \u00e7ok i\u015f oldu\u011fu ve hen\u00fcz kent olarak ba\u015flang\u0131\u00e7 seviyesinde bulundu\u011fumuz bir ger\u00e7ek olarak kar\u015f\u0131m\u0131za \u00e7\u0131kmaktad\u0131r. H\u0131zl\u0131 bir \u015fekilde ad\u0131mlar at\u0131lmas\u0131 gerekirken ama\u00e7lar\u0131n sadece yerel y\u00f6netimin \u00e7abalar\u0131yla ger\u00e7ekle\u015ftirilmesinin imkans\u0131z oldu\u011funun bilincine varmam\u0131z da gerekmektedir.<\/p>\n\n\n\n<p>Bu ama\u00e7lara ula\u015fmada bireylerin al\u0131\u015fkanl\u0131klar\u0131n\u0131n de\u011fi\u015ftirilmesi ve ama\u00e7lar\u0131n bireyler taraf\u0131ndan da benimsenmesi \u00f6nemlidir. SKA\u2019y\u0131 yerelle\u015ftirmek, al\u0131nm\u0131\u015f kararlar\u0131n yerel d\u00fczeyde uygulamaya ba\u015flanmas\u0131 de\u011fil bu hedefleri bireylerin ya\u015fam \u015fekli haline getirmektir. Bireylerin sorunlar\u0131n\u0131, ihtiya\u00e7lar\u0131n\u0131 ve kapasitelerini anlamakta en fazla eri\u015fime sahip olan idari \u00f6l\u00e7ek yerel y\u00f6netimlerdir. Bu noktada kentlilerin de birey olarak neler yapabilece\u011fi konusunda bilgilendirilmesi ve bu ama\u00e7lar do\u011frultusunda kent hayat\u0131nda yer almas\u0131 \u00f6nemli oldu\u011fundan topluma d\u00f6n\u00fck fark\u0131ndal\u0131k yaratacak \u00e7al\u0131\u015fmalar\u0131n art\u0131r\u0131lmas\u0131 gerekmektedir. SKA ne kadar \u00e7ok ki\u015fi taraf\u0131ndan bilinip, i\u00e7selle\u015ftirilirse o kadar ba\u015far\u0131l\u0131 olacakt\u0131r. SKA\u2019n\u0131n daha \u00e7ok insan taraf\u0131ndan bilinmesi amac\u0131yla insanlar\u0131n ve kentlinin bulundu\u011fu her noktada (televizyon ve radyolarda, sinemalarda, toplu ula\u015f\u0131mda, s\u0131n\u0131flarda, sosyal medyada vb.) bilgilendirmelerin yap\u0131lmas\u0131, insanlar\u0131n haf\u0131zas\u0131na kaz\u0131nmas\u0131 gerekmektedir.<\/p>\n\n\n\n<p>Bu tarz refleks geli\u015ftirme uygulamalar\u0131nda etkile\u015fimin \u00f6nemi b\u00fcy\u00fckt\u00fcr. Bu nedenle de SKA\u2019y\u0131 sohbetlerde, yaz\u0131\u015fmalarda, tart\u0131\u015fmalarda, evde, i\u015fyerinde, okulda, toplu ula\u015f\u0131mda nerede olursa olsun duyurulmas\u0131na katk\u0131da bulunmak gerekmektedir.
