Biyolojik \u00fcr\u00fcnlerin yani biyok\u00fctlenin enerji ama\u00e7l\u0131 olarak kullan\u0131m\u0131n\u0131 ifade eden biyoenerji ile elektrik ve \u0131s\u0131 \u00fcretme ve ayn\u0131 zamanda biyok\u00fctlenin \u00f6zellikle ula\u015ft\u0131rma sekt\u00f6r\u00fcnde kullan\u0131lan biyoyak\u0131t gibi ikincil \u00fcr\u00fcnlere d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi s\u00f6z konusu olmaktad\u0131r. K\u00fcresel nihai enerji t\u00fcketiminde yenilenebilir enerji kaynaklar\u0131n\u0131n oran\u0131 % 17,7 iken, bunun %73\u2019\u00fcn\u00fc biyok\u00fctleden elde edilen enerji olu\u015fturmaktad\u0131r (WBA, 2019).<\/p>\n\n\n\n<p>\u00dclkemizde hayvansal, bitkisel ve orman at\u0131klar\u0131n\u0131n toplam teorik enerji e\u015fde\u011ferinin 11.254.319 (TEP\/y\u0131l) oldu\u011fu ve 2017 y\u0131l\u0131 itibariyle T\u00fcrkiye\u2019nin birincil enerji t\u00fcketimin 145,3 Milyon TEP oldu\u011fu (MMO, 2019) dikkate al\u0131nd\u0131\u011f\u0131nda, \u00fclkemizin y\u0131ll\u0131k enerji t\u00fcketiminin %8\u2019ine yak\u0131n bir k\u0131sm\u0131n\u0131n biyok\u00fctle enerjisinden kar\u015f\u0131lanabilece\u011fi ortaya \u00e7\u0131kmaktad\u0131r. Belediye at\u0131klar\u0131 da hesaba kat\u0131l\u0131rsa, bu oran %10 d\u00fczeyine ula\u015fmaktad\u0131r.<\/p>\n\n\n\n<p>Biyok\u00fctle enerjisi tesisleri ile ilgili olarak de\u011ferlendirme yap\u0131ld\u0131\u011f\u0131nda, \u00fclkemizde 8 biyodizel i\u015fleme, 5 adet de biyoetanol i\u015fleme lisansl\u0131 firma bulundu\u011fu g\u00f6r\u00fclmektedir (BEPA, 2020). Biyogaz, biyok\u00fctle, at\u0131k \u0131s\u0131 ve pirolitik ya\u011f enerji santrallerinin t\u00fcm\u00fc itibariyle ise, 199 adet kay\u0131tl\u0131 santral bulunmaktad\u0131r (MMO, 2020). Bu say\u0131n\u0131n art\u0131r\u0131lmas\u0131 ve kaynaklar\u0131n etkin kullan\u0131m\u0131, enerjide d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131n azalt\u0131lmas\u0131nda \u00f6nemli katk\u0131 sa\u011flayacakt\u0131r. Ancak bunu yaparken tesislerin \u00e7evre hassasiyetine ve halkla ileti\u015fime azami \u00f6nem vermek gerekmektedir.&nbsp;<\/p>\n\n\n\n<p>Biyok\u00fctle enerjisinden faydalanma ve tesislerin yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131n\u0131n sa\u011flanmas\u0131nda \u00f6nemli ara\u00e7lardan biri de kamusal te\u015fviklerdir. T\u00fcrkiye\u2019de biyok\u00fctle enerjisinin desteklenmesine y\u00f6nelik temel te\u015fvik uygulamalar\u0131, 15\/06\/2012 tarihli ve 2012\/3305 say\u0131l\u0131 Bakanlar Kurulu Karar\u0131 ile y\u00fcr\u00fcrl\u00fc\u011fe giren Yat\u0131r\u0131mlarda Devlet Yard\u0131mlar\u0131 Hakk\u0131nda Karar h\u00fck\u00fcmleri \u00e7er\u00e7evesinde ger\u00e7ekle\u015ftirilmektedir. Bu kapsamda ilk olarak biyogaz tesisleri ile elektrik \u00fcretimi yat\u0131r\u0131mlar\u0131 i\u00e7in verilen te\u015fviklerden bahsedilebilir.<\/p>\n\n\n\n<p>\u0130zmir te\u015fvik sisteminde 1. b\u00f6lgede yer almaktad\u0131r. Bundan \u00f6t\u00fcr\u00fc, \u0130zmir ilinde yap\u0131lacak biyogaz tesisleri ile elektrik \u00fcretimi yat\u0131r\u0131mlar\u0131, Genel Te\u015fvik unsurlar\u0131ndan olan KDV muafiyeti ve G\u00fcmr\u00fck Vergisi \u0130stisnas\u0131 desteklerinden faydalanabilmektedir. Bununla birlikte, s\u00f6z konusu tesisten yan \u00fcr\u00fcn olarak organik g\u00fcbre elde edilmesi halinde, s\u00f6z konusu yat\u0131r\u0131m i\u00e7in 4. b\u00f6lge te\u015fvikleri uygulanabilmekte ve bu kapsamda KDV muafiyeti, G\u00fcmr\u00fck Vergisi \u0130stisnas\u0131na ilaveten Yat\u0131r\u0131m Yeri Tahsisi, Sosyal Sigorta Primi \u0130\u015fveren Hissesi Deste\u011fi, (6 y\u0131l), Kurumlar Vergisi \u0130ndirimi (%70) ve Faiz Deste\u011fi&#8217;nden faydalan\u0131lmas\u0131 m\u00fcmk\u00fcn olmaktad\u0131r.<\/p>\n\n\n\n<p>Modern bir biyok\u00fctle tesisine ait bir g\u00f6rsel a\u015fa\u011f\u0131da payla\u015f\u0131lm\u0131\u015ft\u0131r. Bu biyogaz tesislerinde, reakt\u00f6r, kar\u0131\u015ft\u0131r\u0131c\u0131, fan, pompa, vana, tank, hava bloweri, yakma bacalar\u0131, \u00f6l\u00e7\u00fcm cihazlar\u0131, monit\u00f6r, bas\u0131n\u00e7 ve s\u0131cakl\u0131k transmitterleri, analiz\u00f6r gibi daha bir\u00e7ok ekipman bulunmaktad\u0131r. Bununla birlikte, yukar\u0131da belirtilen nitelikte orta ve y\u00fcksek teknoloji yat\u0131r\u0131mlar\u0131n\u0131n s\u00f6z konusu il\u00e7elerde yap\u0131lmas\u0131 halinde bu yat\u0131r\u0131mlara daha geni\u015f te\u015fvikler i\u00e7eren bir alt b\u00f6lge te\u015fvikleri verilecektir. Bu ise, Sosyal Sigorta Primi \u0130\u015fveren Hissesi ve Kurumlar Vergisi \u0130ndirimi unsurlar\u0131nda daha avantajl\u0131 bir destek al\u0131nmas\u0131n\u0131 m\u00fcmk\u00fcn k\u0131lmaktad\u0131r.<\/p>\n\n\n\n<p>Bir di\u011fer \u00f6nemli destek, Tar\u0131m ve Orman Bakanl\u0131\u011f\u0131 taraf\u0131ndan sa\u011flanmaktad\u0131r. K\u0131rsal Kalk\u0131nma Destekleri Kapsam\u0131nda Tar\u0131ma Dayal\u0131 Ekonomik Yat\u0131r\u0131mlar\u0131n Desteklenmesi Program\u0131nda; \u00fc\u00e7 dekardan k\u00fc\u00e7\u00fck olmamas\u0131 \u015fart\u0131yla \u00f6rt\u00fc alt\u0131 kay\u0131t sistemine kay\u0131tl\u0131 mevcut modern seralarda, yenilenebilir enerji kaynaklar\u0131ndan jeotermal ve biyogazdan \u0131s\u0131 ve\/veya elektrik \u00fcreten tesisler ile g\u00fcne\u015f ve r\u00fczg\u00e2r enerjisinden elektrik \u00fcreten tesislerin yap\u0131m\u0131 halinde hibe deste\u011finden faydalanmak m\u00fcmk\u00fcn olmaktad\u0131r. Ayr\u0131ca, yenilenebilir enerji kaynakl\u0131 sera ba\u015fvurular\u0131nda yenilenebilir enerji kayna\u011f\u0131 jeotermal veya biyogaz ise, bu kaynaklar\u0131n seran\u0131n sadece \u0131s\u0131 ihtiyac\u0131n\u0131 kar\u015f\u0131lamas\u0131 yeterli g\u00f6r\u00fclmektedir.&nbsp; 08\/02\/2021 tarihine kadar yap\u0131labilecek ba\u015fvurular kapsam\u0131nda yeni tesis yat\u0131r\u0131mlar\u0131 i\u00e7in 1.500.000 TL, tamamlama yat\u0131r\u0131mlar\u0131 i\u00e7in 1.000.000 TL, kapasite art\u0131r\u0131m\u0131, teknoloji yenileme ve\/veya modernizasyonu yat\u0131r\u0131mlar\u0131 i\u00e7in 750.000 TL\u2019ye kadar hibe verilebilmektedir.<\/p>\n\n\n\n<p>Bu te\u015fviklerin yan\u0131nda, \u0130zmir\u2019de \u0130zmir Kalk\u0131nma Ajans\u0131 taraf\u0131ndan 2012 ve 2015 y\u0131llar\u0131nda ilan edilen mali destek programlar\u0131 ile yenilenebilir enerji sekt\u00f6r\u00fcnde faaliyet g\u00f6steren i\u015fletmelere toplamda 40 milyon TL tutar\u0131nda hibe deste\u011fi sa\u011flanm\u0131\u015ft\u0131r. Bu programlar kapsam\u0131nda ger\u00e7ekle\u015ftirilen projeler, \u0130zmir\u2019de yenilenebilir enerji sekt\u00f6r\u00fcnde ekosistem olu\u015fmas\u0131na \u00f6nemli katk\u0131da bulunmu\u015ftur. Makine ekipman \u00fcretimi yapan baz\u0131 firmalar, \u0130zmir Kalk\u0131nma Ajans\u0131\u2019ndan ald\u0131\u011f\u0131 destek ile \u00fcretti\u011fi makinelerinde de\u011fi\u015fiklik yaparak biyok\u00fctle enerjisi sekt\u00f6r\u00fcnde ihtiya\u00e7 duyulan makinelere d\u00f6n\u00fc\u015ft\u00fcrm\u00fc\u015f ve \u00fcr\u00fcn \u00e7e\u015fitlili\u011fini art\u0131rm\u0131\u015f, enerji sekt\u00f6r\u00fcnde de faaliyet g\u00f6sterebilir hale gelmi\u015ftir. Bu firmalardan biyok\u00fctle sekt\u00f6r\u00fcne y\u00f6nelik \u00fcretim yapan G\u00f6kto\u011fan Teknik Makine, ba\u015far\u0131l\u0131 bir \u00f6rnek olarak kar\u015f\u0131m\u0131za \u00e7\u0131kmaktad\u0131r. TMM Blower markas\u0131 ile \u00fcr\u00fcnlerini pazara s\u00fcren firma, \u0130zmir Kalk\u0131nma Ajans\u0131 deste\u011fiyle Helis Loblu Blower modellerinin imalat\u0131na ba\u015flam\u0131\u015f ve \u00fcr\u00fcn gruplar\u0131n\u0131 her ge\u00e7en g\u00fcn geli\u015ftirerek g\u00fcn\u00fcm\u00fczde \u00fclkemizin en b\u00fcy\u00fck yerli blower \u00fcreticilerinden biri olmu\u015ftur.<\/p>\n\n\n\n<p>\u0130zmir Kalk\u0131nma Ajans\u0131 gerek ye\u015fil b\u00fcy\u00fcme odakl\u0131 \u00e7al\u0131\u015fmalar\u0131 ile gerekse de Yat\u0131r\u0131m Destek Ofisinin belirledi\u011fi yenilenebilir enerji sekt\u00f6r\u00fcne y\u00f6nelik yat\u0131r\u0131m tan\u0131t\u0131m stratejisi do\u011frultusunda \u00e7al\u0131\u015fmalar\u0131na devam etmekte, ekosistemin geli\u015fmesi i\u00e7in faaliyetlerde bulunmaktad\u0131r.<\/p>\n\n\n\n<p>Son olarak, \u0130zmir Kalk\u0131nma Ajans\u0131 taraf\u0131ndan haz\u0131rlanarak Avrupa Birli\u011fi\u2019nden 2,89 milyon Euro destek alan Best for Energy projesi ile k\u00fcmelenme yakla\u015f\u0131m\u0131 \u00e7er\u00e7evesinde \u0130zmir ve \u00e7evresinde sekt\u00f6rel d\u00f6n\u00fc\u015f\u00fcm\u00fcn sa\u011flanmas\u0131, temiz enerji ekipmanlar\u0131 ve \u00e7evre teknolojilerinin \u00fcretiminin ve katma de\u011ferinin art\u0131r\u0131lmas\u0131, \u0130zmir\u2019in temiz enerjinin merkezine d\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc yolunda bir ad\u0131m daha at\u0131lm\u0131\u015ft\u0131r.
