B\u00f6lgelerin di\u011fer b\u00f6lgelerden mukayeseli olarak \u00fcst\u00fcn olabilece\u011fi faaliyetlere yo\u011funla\u015farak bundan avantaj sa\u011flayabileceklerine vurgu yapan ak\u0131ll\u0131 uzmanla\u015fma kavram\u0131na y\u00f6nelik yap\u0131lan \u00e7al\u0131\u015fmalarda, Avrupa\u2019daki \u015fehirlerin ve b\u00f6lgelerin en \u00e7ok ilgi g\u00f6sterdi\u011fi alanlardan birisi, temiz enerji sekt\u00f6r\u00fc. \u0130zmir\u2019de de temiz enerji sekt\u00f6r\u00fcn\u00fcn mukayeseli \u00fcst\u00fcnl\u00fc\u011f\u00fc dikkate al\u0131nd\u0131\u011f\u0131nda, Avrupa\u2019daki \u015fehir ve b\u00f6lgelerin temiz enerji konusunda uzmanla\u015fmaya olan ilgilerinin nedenlerinin iyi irdelenmesinin ve \u0130zmir\u2019in de bu alandaki kalk\u0131nma f\u0131rsatlar\u0131n\u0131 de\u011ferlendirmesi i\u00e7in \u00e7al\u0131\u015fmalar y\u00fcr\u00fct\u00fclmesinin faydal\u0131 olaca\u011f\u0131 g\u00f6r\u00fcl\u00fcyor.<\/p>\n\n\n\n<p>Ak\u0131ll\u0131 Uzmanla\u015fma kavram\u0131, Avrupa\u2019da b\u00f6lgesel kalk\u0131nma politikas\u0131 haline d\u00f6n\u00fc\u015fm\u00fc\u015f durumda ve Avrupa Komisyonu 2011&#8217;den beri b\u00f6lgesel ve ulusal otoritelere ak\u0131ll\u0131 uzmanla\u015fma stratejileri geli\u015ftirmek ve uygulamak konusunda tavsiyelerde bulunuyor. Bunun sonucunda, Avrupa\u2019da 120&#8217;den fazla ak\u0131ll\u0131 uzmanla\u015fma stratejisi geli\u015ftirilirken, bu stratejileri desteklemek i\u00e7in 67 milyar Avro&#8217;nun \u00fczerinde AB yap\u0131sal fonu veya ulusal, b\u00f6lgesel fonlar olu\u015fturuldu. T\u00fcm bu \u00e7al\u0131\u015fmalar\u0131n sonucunda beklenen \u00e7\u0131kt\u0131lar ise; 2020 y\u0131l\u0131n\u0131n sonuna kadar 15.000 adet yeni \u00fcr\u00fcn geli\u015ftirilmesi ve pazara s\u00fcr\u00fclmesi, 140.000 yeni start-up ve 350.000 yeni i\u015f imkan\u0131 olu\u015fturulmas\u0131 \u015feklinde s\u0131ralan\u0131yor. Bu g\u00fcnce yaz\u0131m\u0131zda ise, ak\u0131ll\u0131 uzmanla\u015fma konusunda Avrupa\u2019da en \u00e7ok \u00f6nceliklendirilen konulardan birisi olan enerji sekt\u00f6r\u00fcne odaklanaca\u011f\u0131z.<\/p>\n\n\n\n<p>Avrupa Komisyonu, \u00fclkelerin ve b\u00f6lgelerin ak\u0131ll\u0131 uzmanla\u015fma y\u00f6nelik \u00e7al\u0131\u015fmalar\u0131nda i\u015fbirli\u011fi yapmalar\u0131n\u0131, veri toplama ve analiz \u00e7al\u0131\u015fmalar\u0131nda tecr\u00fcbelerini payla\u015farak kar\u015f\u0131l\u0131kl\u0131 \u00f6\u011frenmelerini sa\u011flamak \u00fczere \u201c<a href=\"https:\/\/s3platform.jrc.ec.europa.eu\/thematic-platforms\">Smart Specialisation Platform<\/a>\u201d veya k\u0131sa ad\u0131yla \u201cS3 Platformu\u201d ad\u0131nda bir mekanizma kurmu\u015f bulunuyor. S3 Platformu\u2019nun alt\u0131nda ise Tar\u0131ma Dayal\u0131 G\u0131da (Agri Food), End\u00fcstriyel Modernizasyon ve Enerji ba\u015fl\u0131klar\u0131nda <a href=\"https:\/\/s3platform.jrc.ec.europa.eu\/thematic-platforms\">Tematik Platformlar<\/a> olu\u015fturulmu\u015f durumda. Bu e\u011filimde AB\u2019nin son y\u0131llarda Avrupa Ye\u015fil Mutabakat\u0131 ile somutla\u015fan ye\u015fil ve d\u00f6ng\u00fcsel bir ekonomiye ge\u00e7i\u015f \u00e7abalar\u0131n\u0131n izlerini g\u00f6rmek m\u00fcmk\u00fcn. AB, iklim de\u011fi\u015fikli\u011fiyle m\u00fccadelede uluslararas\u0131 \u00e7abalar\u0131n \u00f6n saflar\u0131nda yer al\u0131yor ve ekonomisini modern, kaynak verimli ve rekabet\u00e7i bir ekonomiye d\u00f6n\u00fc\u015ft\u00fcrmeyi hedefliyor. Bu d\u00f6n\u00fc\u015f\u00fcmdeki ana hedefler; 2050\u2019ye kadar sera gaz\u0131 sal\u0131mlar\u0131n\u0131n s\u0131f\u0131rlanmas\u0131, ekonomik b\u00fcy\u00fcmenin kaynak kullan\u0131m\u0131ndan ba\u011f\u0131ms\u0131zla\u015ft\u0131r\u0131lmas\u0131 ve t\u00fcm bunlar\u0131n hi\u00e7 kimsenin veya hi\u00e7bir yerin geride kalmad\u0131\u011f\u0131 kat\u0131l\u0131mc\u0131 bir anlay\u0131\u015fla yap\u0131lmas\u0131 olarak belirlenmi\u015f. <a href=\"https:\/\/ec.europa.eu\/info\/strategy\/priorities-2019-2024\/european-green-deal_en\">Avrupa Ye\u015fil Mutabakat\u0131<\/a> ile a\u015fa\u011f\u0131da yer alan konularda daha fazla \u00e7al\u0131\u015fma yap\u0131lacak ve dolay\u0131s\u0131yla AB kaynaklar\u0131n\u0131n b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fc bu alanlarda kullan\u0131lacak.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>\u00c7evre dostu yeni teknolojilerin geli\u015ftirilmesi,<\/li><li>End\u00fcstrinin \u00e7evreye y\u00f6nelik yenilik\u00e7i \u00e7\u00f6z\u00fcmler geli\u015ftirerek d\u00f6n\u00fc\u015f\u00fcm\u00fc,<\/li><li>Daha temiz, daha ucuz ve daha sa\u011fl\u0131kl\u0131 \u00f6zel ve toplu ta\u015f\u0131ma ara\u00e7lar\u0131 geli\u015ftirilmesi,<\/li><li>Enerji sekt\u00f6r\u00fcn\u00fcn karbondan ar\u0131nd\u0131r\u0131lmas\u0131,<\/li><li>Binalar\u0131n daha enerji verimli olmas\u0131n\u0131n sa\u011flanmas\u0131,<\/li><li>K\u00fcresel \u00e7evre standartlar\u0131n\u0131 iyile\u015ftirmek i\u00e7in uluslararas\u0131 ortaklarla \u00e7al\u0131\u015f\u0131lmas\u0131<\/li><\/ul>\n\n\n\n<p>Avrupa\u2019daki b\u00f6lgelerin enerji alan\u0131nda uzmanla\u015fma \u00e7abalar\u0131n\u0131n mant\u0131ksal zincirini a\u015fa\u011f\u0131da yer alan bilgilerle de kurmak m\u00fcmk\u00fcn.<\/p>\n\n\n\n<p>\u0130klim de\u011fi\u015fikli\u011fi ve \u00e7evresel riskler d\u00fcnyam\u0131z\u0131 ve insanl\u0131\u011f\u0131n gelece\u011fini tehdit eden en \u00f6nemli riskler olarak g\u00f6r\u00fcl\u00fcyor. Bu durum, iklim de\u011fi\u015fikli\u011fiyle m\u00fccadelenin \u00f6nemini ve bu konuda at\u0131lacak ad\u0131mlar\u0131n h\u0131zland\u0131r\u0131lmas\u0131 gere\u011fini ortaya koyuyor.<\/p>\n\n\n\n<p>2015 y\u0131l\u0131nda <a href=\"https:\/\/sdgs.un.org\/goals\">Birle\u015fmi\u015f Milletler (BM) S\u00fcrd\u00fcr\u00fclebilir Kalk\u0131nma Ama\u00e7lar\u0131<\/a> kapsam\u0131nda da d\u00fcnyan\u0131n s\u00fcrd\u00fcr\u00fclebilir gelece\u011fi i\u00e7in 2030 y\u0131l\u0131n\u0131 hedefleyen 17 adet ama\u00e7 belirlenmi\u015fti. Bunun temel nedeni, BM\u2019ye g\u00f6re, iklim de\u011fi\u015fikli\u011fine sebep olan k\u00fcresel sera gaz\u0131 sal\u0131mlar\u0131n\u0131n %60\u2019\u0131n\u0131n enerji \u00fcretimi ve kullan\u0131m\u0131na y\u00f6nelik faaliyetlerden kaynaklanmas\u0131. Bu oran, farkl\u0131 \u00e7al\u0131\u015fmalarda %60\u2019dan %75\u2019e kadar de\u011fi\u015fik miktarlarda ifade edilmekle birlikte, enerji iklim de\u011fi\u015fikli\u011fiyle m\u00fccadelemizde \u00f6zellikle odaklan\u0131lmas\u0131 gereken bir alan olarak kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor.<\/p>\n\n\n\n<p>K\u00fcresel Sera Gaz\u0131 Sal\u0131mlar\u0131n\u0131n Sekt\u00f6rel Da\u011f\u0131l\u0131m\u0131\u2019na y\u00f6nelik yap\u0131lan en detayl\u0131 \u00e7al\u0131\u015fmalardan bir tanesi ise <a href=\"https:\/\/www.climatewatchdata.org\/\">World Resources Institute Climate Watch Platformu<\/a> taraf\u0131ndan 2016 y\u0131l\u0131nda yap\u0131ld\u0131. \u015eekil-4\u2019te yer alan bu \u00e7al\u0131\u015fmaya g\u00f6re elektrik \u00fcretimi, \u0131s\u0131nma ve ula\u015f\u0131m ama\u00e7l\u0131 enerji kullan\u0131m\u0131ndan kaynaklanan sera gaz\u0131 sal\u0131mlar\u0131n\u0131n oran\u0131 %73,2. Bu konuda ikinci b\u00fcy\u00fck sera gaz\u0131 kayna\u011f\u0131 ise %18,4 ile Tar\u0131m ve Hayvanc\u0131l\u0131k Faaliyetleri, Ormans\u0131zla\u015ft\u0131rma ve Arazi Kullan\u0131m\u0131. Bu durum, daha rekabet\u00e7i sekt\u00f6rlerde geli\u015ferek kalk\u0131nmas\u0131n\u0131 h\u0131zland\u0131rmak isteyen t\u00fcm b\u00f6lgeler i\u00e7in \u00f6nemli bir ekonomik f\u0131rsat olarak g\u00f6r\u00fcl\u00fcyor. Avrupa\u2019daki b\u00f6lgelerin enerji alan\u0131nda uzmanla\u015fmaya \u00e7al\u0131\u015fmas\u0131n\u0131n arka plan\u0131n\u0131 bu \u015fekilde de a\u00e7\u0131klamak m\u00fcmk\u00fcn.<\/p>\n\n\n\n<p>Temiz enerji ve temiz teknolojilere d\u00f6n\u00fc\u015f\u00fcm\u00fcn olu\u015fturdu\u011fu ekonomik f\u0131rsatlar\u0131n potansiyelini ise, bu alanda \u00e7al\u0131\u015fan uluslararas\u0131 kurumlar\u0131n raporlar\u0131ndan takip edebiliriz. <a href=\"https:\/\/www.oecd.org\/\">Ekonomik \u0130\u015fbirli\u011fi ve Kalk\u0131nma \u00d6rg\u00fct\u00fc<\/a> (OECD) \u00fcyeleri taraf\u0131ndan 1973-74 y\u0131llar\u0131nda ya\u015fanan petrol krizi sonras\u0131 d\u00fcnyada petrol arz g\u00fcvenli\u011fini sa\u011flamak \u00fczere kurulan <a href=\"https:\/\/www.iea.org\">Uluslararas\u0131 Enerji Ajans\u0131<\/a>\u2019n\u0131n (IEA) raporlar\u0131na ge\u00e7meden \u00f6nce, bu kurumun petrol ile ba\u015flayan misyonunun g\u00fcn\u00fcm\u00fczde temiz enerji ba\u015fta olmak \u00fczere enerjiye ula\u015f\u0131m ve enerji verimlili\u011fi gibi alanlara kayd\u0131\u011f\u0131n\u0131 belirtmekte fayda var.<\/p>\n\n\n\n<p>IEA\u2019n\u0131n son d\u00f6nemde yay\u0131nlad\u0131\u011f\u0131 <a href=\"https:\/\/www.iea.org\/reports\/world-energy-outlook-2020\">2020 D\u00fcnya Enerji G\u00f6r\u00fcn\u00fcm\u00fc<\/a>, <a href=\"https:\/\/www.iea.org\/reports\/renewables-2020\">2020 Yenilenebilir Enerji Raporu<\/a>, <a href=\"https:\/\/www.iea.org\/reports\/energy-technology-perspectives-2020\">2020 Enerji Teknolojileri Perspektifleri Raporu<\/a> vb. pek \u00e7ok raporunda Temiz Enerji D\u00f6n\u00fc\u015f\u00fcm\u00fcn\u00fc \u00f6n plana \u00e7\u0131kar\u0131yor. IEA, Covid-19\u2019la birlikte t\u00fcm d\u00fcnyada devasa ekonomik canland\u0131rma paketleri a\u00e7\u0131klan\u0131rken, temiz enerjiye d\u00f6n\u00fc\u015f\u00fcm\u00fcn bu planlar\u0131n ayr\u0131lmaz bir par\u00e7as\u0131 haline getirilmesini \u00f6neriyor. \u00dclkelerin bu sayede enerji sistemlerini modernize edebilecekleri, daha dayan\u0131kl\u0131 ve daha az kirletici hale getirebilecekleri ve ayn\u0131 zamanda yeni i\u015fler ve ekonomik b\u00fcy\u00fcme sa\u011flayabilecekleri belirtiliyor. IEA, 2020 y\u0131l\u0131 i\u00e7inde bu kapsamda <a href=\"https:\/\/www.iea.org\/areas-of-work\/programmes-and-partnerships\/clean-energy-transitions-programme\">Temiz Enerji D\u00f6n\u00fc\u015f\u00fcm Program\u0131<\/a> ba\u015fl\u0131kl\u0131 bir \u00e7al\u0131\u015fma da ba\u015flatt\u0131.<\/p>\n\n\n\n<p>Temiz Enerji alan\u0131na odaklanm\u0131\u015f uluslararas\u0131 di\u011fer bir kurulu\u015f olan <a href=\"http:\/\/www.irena.org\">IRENA<\/a> (Uluslararas\u0131 Yenilenebilir Enerji Ajans\u0131)\u2019n\u0131n \u201c<a href=\"https:\/\/www.irena.org\/publications\/2020\/Apr\/Global-Renewables-Outlook-2020\">K\u00fcresel Yenilenebilir Enerji G\u00f6r\u00fcn\u00fcm\u00fc -2020<\/a>\u201d Raporu ise, Tablo 1 ve 2\u2019de g\u00f6r\u00fclebilece\u011fi \u00fczere iki temel g\u00f6stergeyle (GSY\u0130H ve istihdam) temiz enerjiye ge\u00e7i\u015fin \u00f6nemini vurguluyor. Bu f\u0131rsatlar \u00fclkemiz ve \u00fclkemizin yenilenebilir enerji ba\u015fkenti olarak nitelenen \u0130zmir i\u00e7in de ge\u00e7erli. T\u00fcrkiye\u2019nin enerji \u00fcretiminde, temiz ve yenilenebilir kaynaklar %50 oran\u0131n\u0131 ge\u00e7iyor. Di\u011fer yandan temiz enerji kaynaklar\u0131n\u0131n verimli ve etkin kullan\u0131lmas\u0131 i\u00e7in; T\u00fcrkiye\u2019de temiz enerji \u00fcretiminde yerli ekipman kullan\u0131m\u0131, Ar-Ge, teknoloji transferi <a href=\"https:\/\/www.sbb.gov.tr\/wp-content\/uploads\/2019\/07\/OnbirinciKalkinmaPlani.pdf\">11. Kalk\u0131nma Plan\u0131<\/a>\u2019ndaki hedefler aras\u0131nda yer al\u0131yor.<\/p>\n\n\n\n<p>\u0130zmir, halihaz\u0131rda \u00f6zellikle r\u00fczgar enerjisi ekipman \u00fcretiminde Do\u011fu Avrupa ve Orta Asya\u2019n\u0131n \u00fcretim \u00fcss\u00fc haline gelmi\u015f durumunda. D\u00fcnya \u00e7ap\u0131nda faaliyet g\u00f6steren uluslararas\u0131 firmalar taraf\u0131ndan \u0130zmir\u2019e yat\u0131r\u0131mlar yap\u0131l\u0131rken, \u00e7ok say\u0131da yerel firmam\u0131z bu katma de\u011ferli sekt\u00f6r\u00fcn de\u011fer zincirine entegre oluyor. <a href=\"https:\/\/www.tureb.com.tr\">T\u00fcrkiye R\u00fczgar Enerjisi Birli\u011fi<\/a> (T\u00dcREB)\u2019in istatistiklerinde T\u00fcrkiye\u2019deki en y\u00fcksek r\u00fczgar enerjisi kurulu g\u00fcc\u00fcne sahip illeri inceledi\u011fimizde; \u0130zmir %19,54, Bal\u0131kesir %14,07, Manisa %8,65, \u00c7anakkale %7,45 paya sahipler ve bu rakamlardan \u00fclkemiz r\u00fczgar enerjisi santrallerinin %50\u2019sinin \u0130zmir \u00e7evresinde konumland\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcl\u00fcyor. Bu sebeple bu alandaki hizmetler sekt\u00f6r\u00fc de \u0130zmir\u2019de yo\u011funla\u015f\u0131yor. \u0130zmir ve \u00e7evresi r\u00fczgar enerjisi yan\u0131nda temiz enerjinin di\u011fer alanlar\u0131 olan g\u00fcne\u015f, biyok\u00fctle ve jeotermal sekt\u00f6rlerinde de \u00f6nemli potansiyele sahip. Bu sekt\u00f6rlerde enerji \u00fcretimi, ekipman \u00fcretimi ve hizmet alanlar\u0131nda ekonomik katk\u0131 sa\u011flayacak \u00e7al\u0131\u015fmalar yap\u0131labilir.<\/p>\n\n\n\n<p>\u0130zmir Kalk\u0131nma Ajans\u0131, \u0130zmir\u2019in temiz enerji sekt\u00f6r\u00fcndeki bu mukayeseli \u00fcst\u00fcnl\u00fc\u011f\u00fcn\u00fc yapt\u0131\u011f\u0131 analiz \u00e7al\u0131\u015fmalar\u0131yla ortaya koymu\u015f durumda ve geli\u015ftirdi\u011fi stratejilerle sekt\u00f6r\u00fcn rekabet\u00e7ili\u011fini geli\u015ftirmek \u00fczere faaliyetler y\u00fcr\u00fct\u00fcyor. Ajans taraf\u0131ndan Sanayi ve Teknoloji Bakanl\u0131\u011f\u0131&#8217;n\u0131n Rekabet\u00e7i Sekt\u00f6rler Program\u0131 kapsam\u0131nda Avrupa Birli\u011fi taraf\u0131ndan desteklenen <a href=\"https:\/\/www.bestforenergy.org\/\">BEST for Energy Projesi<\/a> bu faaliyetlerden birisi.<\/p>\n\n\n\n<p>Sonu\u00e7 olarak, d\u00fcnyan\u0131n iklim de\u011fi\u015fikli\u011fi ve buna ba\u011fl\u0131 temiz enerji d\u00f6n\u00fc\u015f\u00fcm g\u00fcndemi dikkate al\u0131nd\u0131\u011f\u0131nda, \u0130zmir\u2019in temiz enerji sekt\u00f6r\u00fcndeki mukayeseli \u00fcst\u00fcnl\u00fc\u011f\u00fc \u015fehrimiz i\u00e7in \u00f6nemli kalk\u0131nma f\u0131rsatlar\u0131 olu\u015fturabilir.
