{"id":36,"date":"2020-04-28T07:35:27","date_gmt":"2020-04-28T07:35:27","guid":{"rendered":"http:\/\/kalkinmaguncesi.izka.org.tr\/?p=36"},"modified":"2020-05-20T12:56:09","modified_gmt":"2020-05-20T12:56:09","slug":"sosyal-girisimcilik-ve-turkiye","status":"publish","type":"post","link":"https:\/\/kalkinmaguncesi.izka.org.tr\/index.php\/2020\/04\/28\/sosyal-girisimcilik-ve-turkiye\/","title":{"rendered":"Sosyal Giri\u015fimcilik ve T\u00fcrkiye"},"content":{"rendered":"\n<p style=\"text-align:left\" class=\"has-text-color has-background has-very-dark-gray-color has-cyan-bluish-gray-background-color\"><strong>Ar\u0131n H\u00dcNLER<\/strong><br><em>Uzman<br>Yenilik ve Giri\u015fimcilik Politikalar\u0131 Birimi<\/em><br><a href=\"arin.hunler@izka.org.tr\">arin.hunler@izka.org.tr<\/a><\/p>\n\n\n\n<p>Ekonomik ya da&nbsp;toplumsal&nbsp;kriz&nbsp;ve buhran d\u00f6nemlerinde&nbsp;sosyal politikalar\u0131n \u00f6nemi&nbsp;ve gereklili\u011fi her zaman daha net g\u00f6r\u00fclmektedir.&nbsp;Bu noktada devletlerin alaca\u011f\u0131 sosyal politika \u00f6nlemlerinin yan\u0131 s\u0131ra&nbsp;toplumun t\u00fcm fertlerini i\u00e7ine alan&nbsp;\u00e7abalar\u0131n&nbsp;da&nbsp;\u00f6nem kazand\u0131\u011f\u0131 ve kazanaca\u011f\u0131&nbsp;a\u00e7\u0131kt\u0131r.&nbsp;&nbsp;Bu&nbsp;durum da&nbsp;yoksulluk ve toplumsal sorunlarla m\u00fccadelede&nbsp;aktif yurtta\u015fl\u0131\u011f\u0131 ve&nbsp;\u00f6zellikle&nbsp;son 30 y\u0131ld\u0131r t\u00fcm d\u00fcnyan\u0131n&nbsp;g\u00fcndeminde olan ve \u00fclkemizde de gittik\u00e7e de\u011feri anla\u015f\u0131lan sosyal giri\u015fimcilik kavram\u0131n\u0131 \u00f6n plana \u00e7\u0131karmaktad\u0131r.&nbsp;<\/p>\n\n\n\n<p>T\u00fcrkiye her ne kadar toplumsal dayan\u0131\u015fma&nbsp;k\u00fclt\u00fcr\u00fcne sahip bir toplumsal yap\u0131ya sahip olsa da, bu dayan\u0131\u015fma faaliyeti&nbsp;uzun bir s\u00fcre&nbsp;ya&nbsp;kamusal \u00f6rg\u00fctler \u00e7evresinde toplanm\u0131\u015f ya da&nbsp;bireysel \u00e7abalarla s\u0131n\u0131rl\u0131 kalm\u0131\u015ft\u0131r.&nbsp;Ancak&nbsp;son d\u00f6nemde&nbsp;hem giri\u015fimcili\u011fin hem de&nbsp;sivil toplumun&nbsp;geli\u015fme g\u00f6stermesi ve pop\u00fclerle\u015fmesi neticesinde sosyal giri\u015fimcilik&nbsp;\u00fclkemizde de g\u00fcndeme gelmeye ba\u015flam\u0131\u015ft\u0131r.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Bu \u00e7er\u00e7evede sosyal sorunlar\u0131n \u00e7\u00f6z\u00fcm\u00fc i\u00e7in&nbsp;giri\u015fimcilik&nbsp;temelli&nbsp;faaliyetleri esas alan, sorunu&nbsp;ortadan kald\u0131rmay\u0131 hedefleyen&nbsp;ve s\u00fcrd\u00fcr\u00fclebilirli\u011fi baz alan bir yap\u0131 olarak sosyal giri\u015fimcili\u011fin T\u00fcrkiye\u2019deki durumu k\u0131saca ele al\u0131nm\u0131\u015ft\u0131r. Bu kapsamda \u00f6ncelikle T\u00fcrkiye\u2019nin&nbsp;d\u00fcnya genelinde&nbsp;sosyal giri\u015fimcilik konusundaki durumuna,&nbsp;ard\u0131ndan da&nbsp;T\u00fcrkiye\u2019deki sosyal giri\u015fimlerin durumuna ili\u015fkin ger\u00e7ekle\u015ftirilen iki \u00e7al\u0131\u015fmadan yararlan\u0131larak mevcut durum hakk\u0131nda bilgi verilmi\u015ftir.&nbsp;<\/p>\n\n\n\n<p><strong>T\u00fcrkiye\u2019nin D\u00fcnya S\u0131ralamas\u0131ndaki Yeri<\/strong>&nbsp;<\/p>\n\n\n\n<p>Ba\u015fta Avrupa Birli\u011fi \u00fclkeleri olmak \u00fczere&nbsp;d\u00fcnya genelinde sosyal giri\u015fimcilik ve sosyal giri\u015fimler yasal d\u00fczenlemelerle \u00e7er\u00e7evesi \u00e7izilmi\u015f bir yap\u0131ya kavu\u015fmaya ba\u015flam\u0131\u015ft\u0131r.<sup>1<\/sup>&nbsp;Ancak&nbsp;sosyal etki \u00f6l\u00e7\u00fcmlemesindeki zorluklar gibi sosyal giri\u015fimcili\u011fin de boyutlar\u0131n\u0131n ve etkilerinin \u00f6l\u00e7\u00fclmesi olduk\u00e7a zor olabilmektedir. Bunun&nbsp;nedenlerinin ba\u015f\u0131nda&nbsp;sosyal giri\u015fimlerin belli bir kurumsal yap\u0131ya tabi olma zorunluluklar\u0131n\u0131n olmamas\u0131, hangi faaliyetlerin sosyal giri\u015fim olarak kabul edilece\u011finin genel kabul g\u00f6rm\u00fc\u015f d\u00fczenlemelere ba\u011fl\u0131 olmamas\u0131 ve sosyal giri\u015fimlerin&nbsp;ekonomik&nbsp;etkilerinin yan\u0131 s\u0131ra sosyal etkilerinin de \u00f6l\u00e7\u00fclmesindeki zorluklar gelmektedir.&nbsp;<\/p>\n\n\n\n<p>Ancak bu gibi zorluklara ra\u011fmen sosyal giri\u015fimcilik ve sosyal giri\u015fimciler \u00e7e\u015fitli boyutlar\u0131 ile ulusal ve uluslararas\u0131 \u00f6l\u00e7ekte ele al\u0131nmakta, sosyal giri\u015fimcili\u011fin mevcut durumu, \u00f6l\u00e7e\u011fi, etkileri ve sorunlar\u0131 gibi hususlar\u0131n&nbsp;yan\u0131 s\u0131ra sosyal giri\u015fimcilik i\u00e7in ideal ko\u015fullara y\u00f6nelik ara\u015ft\u0131rmalar da ger\u00e7ekle\u015ftirilmektedir.&nbsp;<\/p>\n\n\n\n<p>Uluslararas\u0131 \u00f6l\u00e7ekte bu konuda yap\u0131lan \u00f6nemli \u00e7al\u0131\u015fmalardan biri \u201cThomson&nbsp;Reuters&nbsp;Vakf\u0131\u201d taraf\u0131ndan 2016 ve 2019 y\u0131llar\u0131nda k\u00fcresel \u00f6l\u00e7ekte ger\u00e7ekle\u015ftirilen \u201cSosyal Giri\u015fimci Olmak \u0130\u00e7in En \u0130yi \u00dclkeler\u201d&nbsp;ba\u015fl\u0131kl\u0131&nbsp;ara\u015ft\u0131rmad\u0131r.<sup>2<\/sup>&nbsp;Sosyal giri\u015fimcili\u011fin hangi \u00fclkelerde te\u015fvik edildi\u011fini, hangi \u00fclkelerde nas\u0131l sorunlar&nbsp;ya\u015fand\u0131\u011f\u0131n\u0131&nbsp;ortaya koymay\u0131 ama\u00e7layan bu \u00e7al\u0131\u015fma \u00fclkeler aras\u0131nda bir s\u0131ralama&nbsp;yapmakta&nbsp;ve her bir \u00fclke i\u00e7in ba\u015far\u0131l\u0131 ve geli\u015ftirmeye a\u00e7\u0131k alanlar\u0131 ortaya koymaktad\u0131r.&nbsp;&nbsp;<\/p>\n\n\n\n<p>D\u00fcnyan\u0131n en b\u00fcy\u00fck ilk 45 ekonomisinin baz al\u0131nd\u0131\u011f\u0131 \u00e7al\u0131\u015fma her \u00fclkede sosyal giri\u015fimciler ve bu ekosistemdeki ki\u015filer yan\u0131 s\u0131ra akademisyenler, politika yap\u0131c\u0131lar ve yat\u0131r\u0131mc\u0131lar taraf\u0131ndan yan\u0131tlanan anket sonu\u00e7lar\u0131na dayanmaktad\u0131r.&nbsp;Anket \u00e7al\u0131\u015fmas\u0131nda&nbsp;devlet deste\u011fi, nitelikli personel \u00e7ekebilme, kamuoyu fark\u0131ndal\u0131\u011f\u0131, gelir elde edebilme, ivme kazanma ve yat\u0131r\u0131ma eri\u015fim kriterleri \u00e7er\u00e7evesinde yap\u0131lan de\u011ferlendirme neticesinde \u00fclkeler aras\u0131nda bir s\u0131ralama yap\u0131lmaktad\u0131r. 2016 y\u0131l\u0131nda yap\u0131lan \u00e7al\u0131\u015fmada&nbsp;en ba\u015far\u0131l\u0131 \u00fclke&nbsp;ABD iken, 2019 \u00e7al\u0131\u015fmas\u0131nda Kanada birinci s\u0131raya y\u00fckselmi\u015ftir.&nbsp;\u0130ki \u00e7al\u0131\u015fma aras\u0131nda ge\u00e7en s\u00fcrede&nbsp;s\u0131ralamalarda ciddi de\u011fi\u015fimler meydana gelmi\u015f, \u00f6rne\u011fin&nbsp;Avusturalya 26.&nbsp;s\u0131radan&nbsp;2.&nbsp;S\u0131raya, Fransa ise 10. S\u0131radan 3. s\u0131raya&nbsp;y\u00fckselmi\u015ftir.&nbsp;<\/p>\n\n\n\n<p>\u00c7al\u0131\u015fma incelendi\u011finde&nbsp;2016 y\u0131l\u0131nda T\u00fcrkiye\u2019nin 45 \u00fclkelik listede son s\u0131rada oldu\u011fu, 2019 y\u0131l\u0131nda ise bir basamak y\u00fckselebildi\u011fi, bu do\u011frultuda ciddi bir ilerleme kaydedemedi\u011fi&nbsp;g\u00f6r\u00fclmektedir.&nbsp;T\u00fcrkiye i\u00e7in her iki y\u0131lda yap\u0131lan \u00e7al\u0131\u015fmada da&nbsp;devlet&nbsp;desteklerinin&nbsp;yetersizli\u011fi ve&nbsp;yat\u0131r\u0131ma eri\u015fim konular\u0131ndaki sorunlar \u00f6n plana \u00e7\u0131kmakta,&nbsp;bunun yan\u0131nda nitelikli personel \u00e7ekebilme&nbsp;alt kriterinde&nbsp;T\u00fcrkiye\u2019nin&nbsp;\u00f6nemli bir&nbsp;s\u0131\u00e7rama yapt\u0131\u011f\u0131&nbsp;g\u00f6r\u00fclmektedir.&nbsp;Bu&nbsp;de\u011fi\u015fimde&nbsp;sosyal giri\u015fimcili\u011fe olan ilginin artmas\u0131n\u0131n&nbsp;ve&nbsp;sosyal giri\u015fimcili\u011fin&nbsp;sosyal sorumluluk faaliyeti yan\u0131 s\u0131ra bir i\u015f olarak da g\u00f6r\u00fclmesinin etkili oldu\u011fu de\u011ferlendirilmektedir.&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"514\" height=\"186\" Ara\u015ft\u0131rmada Temel Kriterler Baz\u0131nda T\u00fcrkiye\u2019nin S\u0131ralamas\u0131&nbsp;<\/p>\n\n\n\n<p><strong>T\u00fcrkiye\u2019de Sosyal Giri\u015fimlerin Durumu<\/strong><strong><sup>3<\/sup><\/strong>&nbsp;<\/p>\n\n\n\n<p>T\u00fcrkiye\u2019nin uluslararas\u0131 \u00f6l\u00e7ekte sosyal giri\u015fimcilik konusundaki konumunu&nbsp;da&nbsp;g\u00f6steren&nbsp;\u00e7al\u0131\u015fmalar\u0131n yan\u0131 s\u0131ra&nbsp;2019 y\u0131l\u0131nda&nbsp;do\u011frudan T\u00fcrkiye\u2019nin bu alandaki mevcut durumunu ele alan&nbsp;\u201cT\u00fcrkiye\u2019de Sosyal Giri\u015fimlerin Durumu\u201d&nbsp;raporu haz\u0131rlanm\u0131\u015ft\u0131r.&nbsp;S\u00f6z konusu rapor&nbsp;i\u00e7eri\u011fi&nbsp;itibariyle&nbsp;hem bir ihtiya\u00e7 analizi sunmakta hem de sosyal giri\u015fimlerin temel \u00f6zelliklerini, bu alanda \u00e7al\u0131\u015fan ki\u015filerin profillerini, gelecek hedeflerini ve beklentilerini g\u00f6stermektedir.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u00c7al\u0131\u015fma&nbsp;sosyal giri\u015fimcileri \u201csosyal\/\u00e7evresel etki yaratmay\u0131 \u00f6ncelikli amac\u0131 olarak belirleyen, gelirlerinin yar\u0131s\u0131ndan fazlas\u0131n\u0131 ticari faaliyet yoluyla elde eden ve karlar\u0131n\u0131 \u00f6ncelikle sosyal ama\u00e7lar\u0131 i\u00e7in harcayan kurulu\u015flar\u201d olarak tan\u0131mlamakta ve&nbsp;T\u00fcrkiye\u2019de&nbsp;bu tan\u0131ma giren&nbsp;yakla\u015f\u0131k 9.000 sosyal giri\u015fim oldu\u011funu&nbsp;belirtmektedir.<sup>4<\/sup>&nbsp;Bunun yan\u0131nda yap\u0131lan ara\u015ft\u0131rma&nbsp;sonucunda kurumsal yap\u0131ya ili\u015fkin yasal bir altyap\u0131 olmad\u0131\u011f\u0131ndan farkl\u0131 t\u00fczel ki\u015filikler alt\u0131nda&nbsp;(ba\u015fta&nbsp;kooperatif olmak \u00fczere \u015firket, dernek, vak\u0131f vb.)&nbsp;faaliyetlerin s\u00fcrd\u00fcr\u00fclebildi\u011fi,&nbsp;gen\u00e7 bir kadroya sahip oldu\u011fu ve&nbsp;giri\u015fimlerin \u00e7ok b\u00fcy\u00fck \u00e7o\u011funlu\u011funun d\u0131\u015f finansman ihtiyac\u0131 oldu\u011fu&nbsp;g\u00f6r\u00fclm\u00fc\u015ft\u00fcr.&nbsp;<\/p>\n\n\n\n<p>\u00c7al\u0131\u015fmada&nbsp;elde edilen sonu\u00e7lara sosyal giri\u015fimci bireyler a\u00e7\u0131s\u0131ndan bak\u0131ld\u0131\u011f\u0131nda&nbsp;ya\u015f&nbsp;ve&nbsp;cinsiyet a\u00e7\u0131s\u0131ndan sosyal giri\u015fimcilerin di\u011fer ticari&nbsp;giri\u015fimler ile ciddi bir ayr\u0131\u015fma ya\u015fad\u0131\u011f\u0131 g\u00f6r\u00fclmektedir.&nbsp;Rapor kapsam\u0131ndaki ara\u015ft\u0131rmaya dahil olan sosyal giri\u015fimlerin, di\u011fer \u00fclkelerdeki oranlara<sup>5<\/sup>&nbsp;paralel olarak&nbsp;%50\u2019den fazlas\u0131nda&nbsp;lider ya da y\u00f6neticisinin&nbsp;kad\u0131n oldu\u011fu,&nbsp;bu durumun&nbsp;%19,3&nbsp;oran\u0131ndaki<sup>6<\/sup>&nbsp;ticari giri\u015fimler ile&nbsp;ciddi bir&nbsp;ayr\u0131\u015fma g\u00f6sterdi\u011fi belirtilmektedir.&nbsp;Bu&nbsp;ciddi oransal farkl\u0131l\u0131\u011f\u0131n&nbsp;kad\u0131nlar\u0131n sosyal konulardaki duyarl\u0131l\u0131\u011f\u0131 ve ba\u015far\u0131s\u0131 yan\u0131 s\u0131ra&nbsp;di\u011fer sekt\u00f6rlerde kar\u015f\u0131la\u015ft\u0131klar\u0131 engelleri a\u015fman\u0131n bir yolu oldu\u011fu de\u011ferlendirmesini yapmak da m\u00fcmk\u00fcn&nbsp;olmakla birlikte sosyal giri\u015fimcili\u011fin kad\u0131nlara \u00f6zg\u00fc bir alan haline d\u00f6n\u00fc\u015fmesine y\u00f6nelik toplumsal cinsiyet e\u015fitli\u011fi perspektifinden \u00e7e\u015fitli ele\u015ftiriler de mevcuttur.<sup>7<\/sup>&nbsp;<\/p>\n\n\n\n<p>Giri\u015fimcilerin ya\u015flar\u0131 a\u00e7\u0131s\u0131ndan&nbsp;de\u011ferlendirildi\u011finde&nbsp;rapor kapsam\u0131nda incelenen sosyal giri\u015fim&nbsp;liderlerinin&nbsp;yakla\u015f\u0131k %48\u2019nin 34 ya\u015f alt\u0131nda oldu\u011fu g\u00f6r\u00fclmektedir.&nbsp;Bu oran&nbsp;ticari giri\u015fimlere&nbsp;ili\u015fkin&nbsp;2017&nbsp;T\u00dc\u0130K&nbsp;verilerine g\u00f6re T\u00fcrkiye\u2019de&nbsp;21,4\u2019t\u00fcr.&nbsp;Bu kapsamda yap\u0131lan bir \u00e7al\u0131\u015fma&nbsp;da&nbsp;d\u00fcnya genelinde&nbsp;sosyal giri\u015fimcilerin a\u011f\u0131rl\u0131kl\u0131&nbsp;olarak 18-34 ya\u015f aral\u0131\u011f\u0131nda oldu\u011fu&nbsp;tespitine yer vermekte&nbsp;ve bunu&nbsp;\u201cmilenyum ku\u015fa\u011f\u0131n\u0131n\u201d (1970 ve 2000 y\u0131llar\u0131 aras\u0131nda do\u011fanlar)&nbsp;sosyo ekonomik d\u00f6n\u00fc\u015f\u00fcme&nbsp;olan etkisi ile ili\u015fkilendirmektedir.<sup>8<\/sup>&nbsp;Benzer \u015fekilde gen\u00e7lerin de\u011fi\u015fim yaratma iste\u011fi&nbsp;ve sosyal giri\u015fimcili\u011fin buna imkan tan\u0131yan bir platform sunmas\u0131,&nbsp;alan\u0131n gen\u00e7ler taraf\u0131ndan y\u00f6nlendirilmesini sa\u011flamaktad\u0131r.&nbsp;<\/p>\n\n\n\n<figure
