Artan kaynak kullan\u0131m\u0131na dayanan ve \u00e7evresel\netkileri y\u00fcksek mevcut ekonomik b\u00fcy\u00fcme modelinin uzun d\u00f6nemde s\u00fcrd\u00fcr\u00fclebilir\nolmad\u0131\u011f\u0131, ekonomik ve sosyal geli\u015fmenin devaml\u0131l\u0131\u011f\u0131 a\u00e7\u0131s\u0131ndan yeni bir ekonomik\nsisteme ge\u00e7i\u015fin gerekli oldu\u011fu bug\u00fcn art\u0131k k\u00fcresel d\u00fczeyde kabul edilmekte. Bu\nnoktada ye\u015fil b\u00fcy\u00fcme, do\u011fal kaynaklar\u0131n korundu\u011fu ayn\u0131 zamanda ekonominin de\n\u00e7evre teknolojileri \u00fczerine geli\u015fti\u011fi bir yakla\u015f\u0131m olarak, mevcut ekonomik\nsistemler i\u00e7in yeni ve rekabet\u00e7i bir b\u00fcy\u00fcme modeli \u015feklinde kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor. <\/p>\n\n\n\n<p>\u00dclkelerin\nde\u011fi\u015fen co\u011frafi ve \u00e7evresel \u015fartlar\u0131na g\u00f6re uygulanabilen ye\u015fil b\u00fcy\u00fcme\nyakla\u015f\u0131m\u0131n\u0131n g\u00fcn\u00fcm\u00fczde pek \u00e7ok \u00fclkenin s\u00fcrd\u00fcr\u00fclebilir kalk\u0131nma giri\u015fimleri i\u00e7erisinde\n\u00f6nemli bir yer tuttu\u011funu, ulusal ve b\u00f6lgesel kalk\u0131nma planlar\u0131n\u0131n temelini\nolu\u015fturdu\u011funu g\u00f6rmekteyiz. Ye\u015fil b\u00fcy\u00fcme modelinin ekonomik, sosyal ve \u00e7evresel faydalar\u0131\nbir arada sunmas\u0131 d\u00fcnya genelinde bu denli pop\u00fcler olmas\u0131nda \u00f6nemli rol\noynuyor. Ye\u015fil b\u00fcy\u00fcmeye ge\u00e7i\u015f ile birlikte artan verimlilikle rekabet g\u00fcc\u00fc\nart\u0131yor, yeni sekt\u00f6rler ve teknolojilerin ortaya \u00e7\u0131kmas\u0131yla i\u015f imkanlar\u0131\ngeli\u015fiyor, yeni pazarlar olu\u015fuyor, \u00e7evre kirlili\u011fi azal\u0131yor ve do\u011fal kaynaklar\nkorunarak sosyal e\u015fitlik sa\u011flan\u0131yor (OECD, 2010). <\/p>\n\n\n\n<p>Ye\u015fil b\u00fcy\u00fcme ilk olarak 2005 y\u0131l\u0131nda Birle\u015fmi\u015f\nMilletler Asya ve Pasifik Ekonomik ve Sosyal Komisyonu (UNESCAP) taraf\u0131ndan\nh\u0131zl\u0131 geli\u015fen Asya \u00fclkeleri i\u00e7in yeni bir d\u00fc\u015f\u00fck karbonlu s\u00fcrd\u00fcr\u00fclebilir\nkalk\u0131nma modeli olarak sunuldu (Kim&amp;Chae, 2014). Bu yakla\u015f\u0131m kapsam\u0131nda k\u00fcresel\nd\u00fc\u015f\u00fck karbonlu bir ekonomiye ge\u00e7i\u015f ile birlikte enerji g\u00fcvenli\u011finin\nart\u0131r\u0131lmas\u0131, yeni ekonomik b\u00fcy\u00fcme ve istihdam kaynaklar\u0131 yarat\u0131lmas\u0131 ile\nb\u00f6lgelerin hem ekonomik hem de \u00e7evresel zorluklarla ba\u015fa \u00e7\u0131kabilece\u011fi\n\u00f6ng\u00f6r\u00fcl\u00fcyor. 2008 k\u00fcresel ekonomik krizi sonras\u0131nda\nbir\u00e7ok \u00fclkenin ya\u015fanan ekonomik durgunluk ortam\u0131ndan \u00e7\u0131k\u0131\u015f yolu olarak ye\u015fil\nb\u00fcy\u00fcme yakla\u015f\u0131m\u0131n\u0131 benimsedi\u011fini g\u00f6rmekteyiz. Nitekim 2009 y\u0131l\u0131nda 34 \u00fclke\nimzalad\u0131klar\u0131 Ye\u015fil B\u00fcy\u00fcme Deklarasyonu ile krizle m\u00fccadelede ve sonras\u0131nda\nye\u015fil b\u00fcy\u00fcme stratejilerini s\u00fcrd\u00fcreceklerini a\u00e7\u0131klam\u0131\u015flard\u0131r. Bunun \u00fczerine Ekonomik\nKalk\u0131nma ve \u0130\u015fbirli\u011fi \u00d6rg\u00fct\u00fc (OECD), ekonomik, \u00e7evresel, teknolojik, finansal\nve kalk\u0131nma boyutlar\u0131n\u0131 birlikte ele alarak haz\u0131rlad\u0131\u011f\u0131 Ye\u015fil B\u00fcy\u00fcme Stratejisi\nile \u00fclkeler i\u00e7in kavramsal bir \u00e7er\u00e7eve olu\u015fturarak \u00fclkelerin ye\u015fil b\u00fcy\u00fcmeyi\nhayata ge\u00e7irme \u00e7abalar\u0131na katk\u0131 vermektedir (OECD,\n2011).<\/p>\n\n\n\n<p>G\u00fcn\u00fcm\u00fczde hem\ngeli\u015fmi\u015f hem de geli\u015fmekte olan pek \u00e7ok \u00fclke ekonomik kalk\u0131nma hedeflerine\nula\u015fmak i\u00e7in ye\u015fil b\u00fcy\u00fcme stratejisi geli\u015ftirmekte ya da ye\u015fil b\u00fcy\u00fcme\nyakla\u015f\u0131mlar\u0131n\u0131 mevcut kalk\u0131nma planlar\u0131na entegre etmektedir.&nbsp; Meksika, Vietnam, Ruanda, Hindistan, G\u00fcney\nKore, \u00c7in, Fransa ve Avustralya ulusal d\u00fczeyde ye\u015fil b\u00fcy\u00fcme stratejisi\nuygulayan \u00fclkelerin ba\u015f\u0131nda yer al\u0131yor. G\u00fcney Kore, ulusal d\u00fczeyde ye\u015fil b\u00fcy\u00fcme\nstratejisi geli\u015ftiren ve ba\u015far\u0131l\u0131 olan ilk \u00fclkelerden biri (Negra, 2013). 2009\ny\u0131l\u0131nda k\u00fcresel ekonomik krizle m\u00fccadele edebilmek ad\u0131na \u201cd\u00fc\u015f\u00fck karbonlu ye\u015fil\nb\u00fcy\u00fcmeyi\u201d ulusal kalk\u0131nma vizyonu olarak benimseyen G\u00fcney Kore, Ulusal Ye\u015fil\nB\u00fcy\u00fcme Stratejisi ile 2050 y\u0131l\u0131na kadar iklim de\u011fi\u015fikli\u011finin olumsuz etkilerini\nazaltmay\u0131, ekonomik b\u00fcy\u00fcme i\u00e7in yeni alanlar yaratmay\u0131 ve ya\u015fam kalitesini\niyile\u015ftirmeyi hedeflemekte. \u00c7in ise, ulusal be\u015f y\u0131ll\u0131k kalk\u0131nma planlar\u0131nda\nye\u015fil b\u00fcy\u00fcme hedeflerine yer vererek 1 milyon istihdam yaratmay\u0131 ve k\u0131rsal\nyoksullu\u011fu azaltmay\u0131 ama\u00e7l\u0131yor. Almanya\u2019n\u0131n yenilenebilir enerjiye odaklanan ye\u015fil\nb\u00fcy\u00fcme politikalar\u0131n\u0131n merkezinde ise \u00e7evresel inovasyon, \u00fcr\u00fcn ve hizmet\nsekt\u00f6rlerinin geli\u015ftirilmesi yer al\u0131yor. Yoksullu\u011fun azalt\u0131lmas\u0131 hedefi\ndo\u011frultusunda enerji ve ula\u015ft\u0131rma sekt\u00f6rlerine odaklanan Meksika\u2019da ise, te\u015fvikler\nve d\u00fczenlemeler yoluyla ye\u015fil d\u00f6n\u00fc\u015f\u00fcm s\u00fcreci devam etmekte (GGBP, 2014). &nbsp;<\/p>\n\n\n\n<p>\u00dclkelerin\nye\u015fil b\u00fcy\u00fcmeye ge\u00e7i\u015f s\u00fcrecinin kalbini, iyi tasarlanm\u0131\u015f ve etkin uygulanan\nstratejiler olu\u015fturuyor. Ye\u015fil b\u00fcy\u00fcme stratejilerinin haz\u0131rlanmas\u0131 ve\nuygulanmas\u0131nda bilinen tek bir re\u00e7ete bulunmuyor. Ye\u015fil b\u00fcy\u00fcme, ye\u015fil ekonomi,\nd\u00fc\u015f\u00fck emisyon, d\u00fc\u015f\u00fck karbon ve iklime diren\u00e7li kalk\u0131nma plan\u0131 gibi farkl\u0131\nisimlerle olu\u015fturulan ye\u015fil b\u00fcy\u00fcme stratejileri \u00fclkelerin politik ve kurumsal yap\u0131s\u0131na,\nkalk\u0131nma d\u00fczeyine, sahip olunan kaynaklara ve \u00e7evresel etkilere ba\u011fl\u0131 olarak\nde\u011fi\u015fiklik g\u00f6sterebiliyor. Bu noktada uzun vadeli ulusal b\u00fcy\u00fcme hedefleri ile \u00e7evresel\nriskler ve f\u0131rsatlar aras\u0131nda ba\u011flant\u0131 kuracak, farkl\u0131 kesimlerden \u00e7\u0131kar\n\u00e7at\u0131\u015fmas\u0131 ya\u015fayan payda\u015flar\u0131 bir noktada birle\u015ftirecek g\u00fc\u00e7l\u00fc ve \u00fcst d\u00fczey liderli\u011fin\nsa\u011flanmas\u0131 kritik \u00f6neme sahip. \u00dcst d\u00fczey liderli\u011fin yan\u0131nda ye\u015fil b\u00fcy\u00fcme\nstratejilerinin planlamas\u0131nda ve y\u00fcr\u00fct\u00fclmesinde s\u00fcreci y\u00fcr\u00fcten, uygulayan ve takip\neden g\u00fc\u00e7l\u00fc bir kurumsal sahiplilik de gerekiyor. \u00dclke \u00f6rnekleri incelendi\u011finde,\nye\u015fil b\u00fcy\u00fcme stratejilerinin genelde kamu sahiplili\u011finde y\u00fcr\u00fct\u00fcld\u00fc\u011f\u00fcn\u00fc g\u00f6rmekteyiz.\nUlusal bir vizyonla haz\u0131rlanan ve ye\u015fil b\u00fcy\u00fcme s\u00fcre\u00e7lerinin bizzat ba\u015fkanl\u0131k\nofisi taraf\u0131ndan y\u00fcr\u00fct\u00fcld\u00fc\u011f\u00fc G\u00fcney Kore ve Meksika \u00f6rnekleri, \u00fcst d\u00fczeyde ve\ng\u00fc\u00e7l\u00fc liderli\u011fin d\u00f6n\u00fc\u015f\u00fcm\u00fcn ba\u015far\u0131s\u0131 \u00fczerinde nas\u0131l \u00f6nemli bir rol oynad\u0131\u011f\u0131n\u0131\ng\u00f6steriyor. <\/p>\n\n\n\n<p>Ba\u015far\u0131l\u0131 ye\u015fil b\u00fcy\u00fcme stratejilerinde g\u00fc\u00e7l\u00fc payda\u015f\ndeste\u011fiyle benimsenen g\u00fc\u00e7l\u00fc, iddial\u0131 ve odaklanm\u0131\u015f bir vizyonun varl\u0131\u011f\u0131 dikkat\n\u00e7ekiyor. Ye\u015fil b\u00fcy\u00fcme politikalar\u0131nda bir \u00f6nc\u00fc olarak kabul edilen Almanya\u2019n\u0131n enerji\nsistemini d\u00f6n\u00fc\u015ft\u00fcrmeye odaklanan vizyonu bu anlamda \u00f6rnek olarak g\u00f6sterilmekte.\nBaz\u0131 stratejiler iklim de\u011fi\u015fikli\u011finin etkilerinin azalt\u0131lmas\u0131na odaklan\u0131rken\nbaz\u0131lar\u0131 da ekonomik geli\u015fme odakl\u0131 olabiliyor ancak iklim \u00f6ncelikli\nyakla\u015f\u0131mlar\u0131n ye\u015fil d\u00f6n\u00fc\u015f\u00fcm i\u00e7in fazla etkili olmad\u0131\u011f\u0131 belirtiliyor. Strateji\ngeli\u015ftirme s\u00fcrecinde a\u00e7\u0131k, net, yerelin ihtiya\u00e7lar\u0131 do\u011frultusunda, ekonomik,\nsosyal ve \u00e7evresel \u00f6ncelikleri bir arada ele alan vizyonlar olu\u015fturulmas\u0131\nuygulama a\u00e7\u0131s\u0131ndan hayati \u00f6nem ta\u015f\u0131yor.<\/p>\n\n\n\n<p>A\u00e7\u0131k ve iyi ifade edilmi\u015f ekonomik, sosyal ve \u00e7evresel\nhedeflerin olu\u015fturulmas\u0131 ve bu hedeflere y\u00f6nelik zorlay\u0131c\u0131 ve k\u0131s\u0131tlay\u0131c\u0131\npolitik ve yasal mekanizmalar\u0131n geli\u015ftirilmesi ye\u015fil b\u00fcy\u00fcme vizyonunun\nuygulanabilir bir stratejiye d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi i\u00e7in \u00f6nemli bir ad\u0131m olarak\ng\u00f6r\u00fcl\u00fcyor. Spesifik ve \u00f6l\u00e7\u00fclebilir hedefler geli\u015ftirmek, kaynaklar\u0131n bir\nnoktaya odaklanmas\u0131n\u0131 ve ilerlemenin \u00f6l\u00e7\u00fclmesini sa\u011fl\u0131yor. Ye\u015fil b\u00fcy\u00fcme\nstratejilerinde sera gaz\u0131 emisyonunu azaltma, kaynak verimlili\u011fi ve temiz\nteknoloji geli\u015fimine y\u00f6nelik hedeflerin programlar\u0131n merkezinde yer ald\u0131\u011f\u0131\ng\u00f6r\u00fclmekte. \u00dclkelerin kulland\u0131\u011f\u0131 en yayg\u0131n hedefler aras\u0131nda ekonomik \u00e7\u0131kt\u0131,\nyoksullu\u011fun azalt\u0131lmas\u0131, istihdam, sera gaz\u0131 ve di\u011fer kirletici emisyon\nazalt\u0131mlar\u0131, end\u00fcstriyel b\u00fcy\u00fcme ve bunlar\u0131n bir araya getirilme bi\u00e7iminde ve\nzaman \u00e7er\u00e7evelerinde b\u00fcy\u00fck de\u011fi\u015fkenlik g\u00f6steren do\u011fal kaynak korumas\u0131\nbulunmakta. <\/p>\n\n\n\n<p>Ye\u015fil b\u00fcy\u00fcme s\u00fcre\u00e7lerinin modellenmesinde mevcut zaman,\nb\u00fct\u00e7e ve kapasite dikkate al\u0131narak \u00f6ncelikli ve s\u0131n\u0131rl\u0131 faydalara odaklanmak\nuygulaman\u0131n etkinli\u011fi a\u00e7\u0131s\u0131ndan \u00f6nem ta\u015f\u0131yor. Ba\u015far\u0131l\u0131 stratejilerde sosyal,\n\u00e7evresel ve b\u00fcy\u00fcme g\u00f6stergelerini birlikte ele alan ekonomik, mali, sekt\u00f6rel\nvb. analizlere yer verildi\u011fini ve bu analizler sonucunda temel senaryolar\u0131n\nolu\u015fturularak \u00e7evresel, sosyal ve ekonomik fayda olu\u015fturan ye\u015fil b\u00fcy\u00fcme\n\u00e7\u00f6z\u00fcmlerinin belirlendi\u011fini g\u00f6r\u00fcyoruz. Ancak pek \u00e7ok \u00fclkede ba\u015flang\u0131\u00e7ta bu ara\u00e7lar\u0131n\nenerji verimlili\u011fi ve yenilenebilir enerjiye odaklanan s\u0131n\u0131rl\u0131 proje ve\nprogramlardan olu\u015ftu\u011fu g\u00f6r\u00fcl\u00fcyor. Oysa uygulamada k\u0131sa vadeli faydalar elde\netmek ve uzun vadeli d\u00f6n\u00fc\u015f\u00fcm\u00fc desteklemek i\u00e7in \u00e7oklu hedeflere y\u00f6nelik d\u00f6n\u00fc\u015f\u00fcm\u00fc\nte\u015fvik edecek mekanizmalar\u0131n\u0131n olu\u015fturulmas\u0131, d\u00f6n\u00fc\u015f\u00fcme zorlayacak\ny\u00f6netmelikler, standartlar veya genelgelerin haz\u0131rlanmas\u0131 ve yat\u0131r\u0131m destek\nara\u00e7lar\u0131 ile \u00f6zel sekt\u00f6r\u00fc harekete ge\u00e7irme gibi politika ara\u00e7lar\u0131n\u0131n hayata\nge\u00e7irilmesi \u00f6neriliyor. G\u00fc\u00e7l\u00fc bir kamu, \u00fcniversite ve \u00f6zel sekt\u00f6r i\u015f birli\u011fi,\nye\u015fil b\u00fcy\u00fcme hedeflerine ula\u015fmak i\u00e7in gereken kaynaklar\u0131, uzmanl\u0131\u011f\u0131 ve\nyenilik\u00e7i liderli\u011fi harekete ge\u00e7irmek i\u00e7in \u00f6nemli bir ara\u00e7 olarak g\u00f6r\u00fclmekte. Hollanda&#8217;da\ni\u015fletmeler, ara\u015ft\u0131rma enstit\u00fcleri, \u00fcniversiteler ve kamu kurumlar\u0131 aras\u0131nda tar\u0131m,\ny\u00fcksek teknoloji, enerji, lojistik gibi farkl\u0131 sekt\u00f6rlerde inovasyonu te\u015fvik\netmek amac\u0131yla olu\u015fturulan i\u015f birli\u011fi yap\u0131s\u0131 ba\u015far\u0131l\u0131 bir uygulama olarak g\u00f6sterilebilir.<\/p>\n\n\n\n<p>\u00dclkemizde\nulusal d\u00fczeyde ye\u015fil b\u00fcy\u00fcmeye ge\u00e7i\u015fi hedefleyen bir strateji \u00e7al\u0131\u015fmas\u0131 hen\u00fcz\nbulunmuyor, ulusal planlar ve stratejilerde belirgin bir ye\u015fil b\u00fcy\u00fcme hedefi\nyer alm\u0131yor. Ancak On Birinci Kalk\u0131nma Plan\u0131\u2019nda \u00fclkemizin iklim de\u011fi\u015fikli\u011fiyle\nm\u00fccadele do\u011frultusunda ye\u015fil b\u00fcy\u00fcme y\u00f6n\u00fcnde politika geli\u015ftirilece\u011fi, emisyon\nart\u0131\u015f trendinin s\u0131n\u0131rland\u0131r\u0131lmas\u0131 ve iklim de\u011fi\u015fikli\u011fine uyum \u00e7abalar\u0131n\u0131n\n\u00f6nemsendi\u011fi belirtilmekte. Ulusal politikalarda ye\u015fil b\u00fcy\u00fcmeye kar\u015f\u0131 mesafeli\nduru\u015fumuz uygulamada da kendini g\u00f6stermekte. Ye\u015fil b\u00fcy\u00fcme performanslar\u0131\na\u00e7\u0131s\u0131ndan OECD g\u00f6stergelerine g\u00f6re, \u00fclkelerin performanslar\u0131n\u0131n \u00f6l\u00e7\u00fcld\u00fc\u011f\u00fc \u00e7al\u0131\u015fmalarda;\n\u00fcretimin \u00e7evre verimlili\u011fi, \u00fcretim al\u0131\u015fkanl\u0131klar\u0131ndaki de\u011fi\u015fiklik, t\u00fcketimin\n\u00e7evre verimlili\u011fi, t\u00fcketim desenlerindeki de\u011fi\u015fiklik, do\u011fal kaynak varl\u0131\u011f\u0131,\nya\u015fam \u00e7evre kalitesi ve ekonomik akt\u00f6rlerin geri d\u00f6n\u00fc\u015fleri olmak \u00fczere be\u015f\nfarkl\u0131 kategorideki g\u00f6stergeler \u00fczerinden yap\u0131lan hesaplamalarda \u00fclkemiz en\nd\u00fc\u015f\u00fck puana sahip \u00fclkeler aras\u0131nda yer almakta (Karada\u015f &amp;I\u015f\u0131k, 2019).<\/p>\n\n\n\n<p>Ye\u015fil b\u00fcy\u00fcme stratejileri ye\u015fil\nd\u00f6n\u00fc\u015f\u00fcme y\u00f6nelik hedeflerin hayata ge\u00e7irilmesinde etkin ara\u00e7lar olup \u00fclkemizde\nstrateji temelli ye\u015fil b\u00fcy\u00fcme politikalar\u0131n\u0131n geli\u015ftirilmesi i\u00e7in bu alanda\nad\u0131mlar at\u0131lmas\u0131 gerekli. Son y\u0131llarda d\u00fcnya genelinde b\u00f6lgesel ye\u015fil d\u00f6n\u00fc\u015f\u00fcm\n\u00e7abalar\u0131n\u0131n ulusal politikalara \u00f6nc\u00fcl\u00fck etti\u011fi \u00e7arp\u0131c\u0131 \u00f6rnekler g\u00f6z \u00f6n\u00fcne\nal\u0131nd\u0131\u011f\u0131nda, \u00fclkemizde b\u00f6lgesel d\u00fczeyde uygulanacak bir ye\u015fil b\u00fcy\u00fcmeye ge\u00e7i\u015f\nstratejisi ulusal politikalar a\u00e7\u0131s\u0131ndan y\u00f6nlendirici olabilir.
