S\u00fcrd\u00fcr\u00fclebilirlik hemen her tart\u0131\u015fmada en\ns\u0131cak konu ba\u015fl\u0131\u011f\u0131 olurken, geri d\u00f6n\u00fc\u015f\u00fcm, d\u00f6ng\u00fcsel ekonomi, s\u0131f\u0131r at\u0131k, su ve\nenerji verimlili\u011fi uygulamalar\u0131 sekt\u00f6rler ve akt\u00f6rler aras\u0131nda i\u015fbirli\u011fine ve\nortak hareket etmeye eskisinden daha fazla ihtiya\u00e7 duydu\u011fumuzu g\u00f6steriyor.\n\u0130\u015fbirli\u011fi s\u00f6z konusu oldu\u011funda \u00e7a\u011fr\u0131\u015f\u0131m yapan ilk kavramlardan biri de\nk\u00fcmelenme. K\u00fcmelenme, 90\u2019l\u0131 y\u0131llardan bu yana \u00fczerine en fazla konu\u015fulan ve\nhemen her ulusal ve b\u00f6lgesel strateji belgesinde kendisine yer bulan pop\u00fcler\nbir kalk\u0131nma kavram\u0131. 1990 y\u0131l\u0131nda yay\u0131mlad\u0131\u011f\u0131 Uluslar\u0131n Rekabet Avantaj\u0131 (Competitive\nAdvantage of Nations) kitab\u0131 ve bu kitapta kurgulad\u0131\u011f\u0131 Elmas Modeli ile k\u00fcmelenme\nkavram\u0131n\u0131n ana teorisyenleri aras\u0131nda yer alan Michael Porter\u2019\u0131n tan\u0131mlad\u0131\u011f\u0131\nbi\u00e7imde k\u00fcmelenme; ayn\u0131 b\u00f6lgede ve ayn\u0131 i\u015f kolunda, ayn\u0131 de\u011fer zincirinde faaliyet\ng\u00f6steren, birbiriyle i\u015f birli\u011finde bulunan ve ayn\u0131 zamanda birbirine rakip olan,\nbirbiriyle ili\u015fkili i\u015fletmelerin ve onlar\u0131 destekleyici kurumlar\u0131n\n(\u00fcniversiteler, kamu kurulu\u015flar\u0131, ara\u015ft\u0131rma kurulu\u015flar\u0131, mesleki dernekler,\nteknoloji ve yenilik\u00e7ilik merkezleri, bankalar, sigorta \u015firketleri, lojistik\nfirmalar\u0131 vb.) bir araya gelmesi ile olu\u015fuyor. (Porter, 1998: 77) Bu sayede k\u00fcme\nbulundu\u011fu b\u00f6lgenin yenilik\u00e7ilik kapasitesini geli\u015ftiriyor ve bu durum\nberaberinde rekabet \u00fcst\u00fcnl\u00fc\u011f\u00fcn\u00fc getiriyor-mutlu son!&nbsp; G\u00fcn\u00fcm\u00fczde k\u00fcresel rekabette avantaj sa\u011flama gayesi ile yerelle\u015fmi\u015f\ni\u015fletmeler \u00fczerine ekonomik altyap\u0131lar\u0131n\u0131 kuran \u00fclkelerin, k\u00fcmelere odaklanan\npolitikalar geli\u015ftirdikleri g\u00f6zleniyor (Keskin ve Dulup\u00e7u, 2009:61). <\/p>\n\n\n\n<p>Deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 ve limanlar s\u00f6z\nkonusu oldu\u011funda ise, k\u00fcmelenme yakla\u015f\u0131m\u0131, limanlar\u0131 birer ta\u015f\u0131ma nodu kabul\nederek, (De Langen ve Haezendock, 2017:638) gemileri ve ta\u015f\u0131mac\u0131l\u0131k\n\u015firketlerini, limanlar ile ba\u011flant\u0131l\u0131 olan \u00fcretici sekt\u00f6rleri, bu sekt\u00f6rler\ni\u00e7erisinde yer alan firmalar\u0131, firmalar\u0131n imalat zinciri i\u00e7erisinde\ntedarik\u00e7i-kullan\u0131c\u0131 olma durumlar\u0131na g\u00f6re ileri ve geri sekt\u00f6r ba\u011flant\u0131lar\u0131n\u0131,\nkullan\u0131lan ve payla\u015f\u0131lan kaynaklar\u0131 ve koordinasyon faaliyetlerini ele alan ampirik\nbir \u00e7al\u0131\u015fma alan\u0131 olarak tan\u0131mlan\u0131yor. Liman k\u00fcmesi akt\u00f6rleri d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde\ndeniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 \u015firketleri, terminal operat\u00f6rleri, forvarderlar, gemi\nacentalar\u0131, antrepo hizmeti sa\u011flayan \u015firketler, demiryolu ve karayolu\nta\u015f\u0131mac\u0131l\u0131\u011f\u0131 \u015firketleri, g\u00fcmr\u00fck ve sigorta hizmet sa\u011flay\u0131c\u0131lar\u0131 bahse konu\nakt\u00f6rleri olu\u015fturuyor. Limanlarda\nise rekabet edebilirli\u011fin ba\u015fl\u0131ca g\u00f6stergesi, liman operasyonlar\u0131n\u0131n\nverimlili\u011fidir.<\/p>\n\n\n\n<p>Limanlar\u0131n verimlili\u011fi, operasyon\nyo\u011funlu\u011fu ve elle\u00e7lenen y\u00fck \u00fczerinden yap\u0131lmakla birlikte, liman k\u00fcmelenmesi\ns\u00f6z konusu oldu\u011funda yarat\u0131lan katma de\u011fer g\u00f6sterge kabul edilmektedir. Nitekim\n\u0130zmir a\u00e7\u0131s\u0131ndan d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, co\u011frafi yak\u0131nl\u0131k bak\u0131m\u0131ndan Nemrut K\u00f6rfezi ve\n\u0130zmir K\u00f6rfezi aras\u0131nda ortalama 60 km mesafe olmas\u0131na kar\u015f\u0131n, her liman\u0131n\nelle\u00e7ledi\u011fi y\u00fck \u00fczerinden de\u011fil, \u0130zmir ekonomisinin toplam rekabet\u00e7ili\u011fine\nliman hizmetleri sekt\u00f6r\u00fcn\u00fcn yapm\u0131\u015f oldu\u011fu katk\u0131n\u0131n dikkate al\u0131nmas\u0131 gerekir.\nZira \u0130zmir Liman\u0131 \u00e7ok ama\u00e7l\u0131 bir liman olarak her y\u00fck tipine hizmet vermesiyle,\nNemrut K\u00f6rfezi limanlar\u0131 ise d\u00f6kme y\u00fckler ba\u015fta olmak \u00fczere konteyner ve genel\nkargo y\u00fcklerine hizmet vermeleriyle asl\u0131nda birbirlerinin rakibi de\u011fil\ntamamlay\u0131c\u0131s\u0131 olan bir a\u011f olarak d\u00fc\u015f\u00fcn\u00fclmeli, yaratt\u0131klar\u0131 ekonomik \u00e7\u0131kt\u0131\nb\u00f6lgenin de\u011fer zincirine sa\u011flanan bir katk\u0131 olarak ele al\u0131nmal\u0131d\u0131r.<\/p>\n\n\n\n<p><strong>Liman K\u00fcmelenmesinde Bir\n\u0130yi Uygulama \u00d6rne\u011fi: Flanders Liman K\u00fcmesi <\/strong><\/p>\n\n\n\n<p>Flanders Liman B\u00f6lgesi, Bel\u00e7ika\u2019n\u0131n\nFlaman b\u00f6lgesinde yer alan \u015fehirlerin limanlar\u0131 \u00fczerinden kurduklar\u0131 stratejik\ni\u015fbirli\u011fi ve k\u00fcme yap\u0131s\u0131d\u0131r.
