Biyok\u00fctle enerjisi, t\u00fckenmez\nbir kaynak olmas\u0131 ve \u00e7evremizde hemen her yerden elde edilebilir olmas\u0131, k\u0131rsal\nve hatta kentsel alanlar\u0131n s\u00fcrd\u00fcr\u00fclebilirli\u011finin sa\u011flanmas\u0131na katk\u0131s\u0131, \u00e7ok\ngeni\u015f alanlarda kullan\u0131m imk\u00e2n\u0131 bulmas\u0131 ve sosyo-ekonomik geli\u015fmeye destek\nolmas\u0131 nedenleriyle \u00f6zel \u00f6nem verilmesi gereken bir enerji kayna\u011f\u0131 olarak\ng\u00f6r\u00fclmektedir. Biyok\u00fctleden elde edilen enerjiye biyoenerji ad\u0131 verilmektedir. Biyoenerji, en b\u00fcy\u00fck yenilenebilir enerji kayna\u011f\u0131 olarak\nyenilenebilir enerji temininin 2\/3\u2019\u00fcnden fazlas\u0131n\u0131 kar\u015f\u0131lamaktad\u0131r<a href=\"#_ftn1\">[1]<\/a>. 2017 y\u0131l\u0131 verilerine\ng\u00f6re, d\u00fcnyada,\nyenilenebilir enerjiden temin edilen birincil enerji 1.955 MTEP olup bunun\nyakla\u015f\u0131k %70\u2019ine tekab\u00fcl eden 1.327 MTEP\u2019i biyok\u00fctle kaynakl\u0131d\u0131r<a href=\"#_ftn2\">[2]<\/a>. <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"540\" src=\"http:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2020\/07\/ddd-1024x540.png\" alt=\"\" class=\"wp-image-270\" srcset=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2020\/07\/ddd-1024x540.png 1024w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2020\/07\/ddd-300x158.png 300w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2020\/07\/ddd-768x405.png 768w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2020\/07\/ddd.png 1434w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p><em>D\u00fcnya Birincil Enerji Temini, Yak\u0131t T\u00fcrlerine G\u00f6re, 1971-2017<\/em><\/p>\n\n\n\n<p>Biyok\u00fctle,\nbasit\u00e7e, organik maddelerin enerjinin ba\u015fka bir formuna \u00e7evrilerek\nkullan\u0131lmas\u0131n\u0131 ifade etmektedir. Biyolojik k\u00f6kenli olup jeolojik olu\u015fum (fosil)\ni\u00e7ermeyen t\u00fcm maddeler biyok\u00fctle kapsam\u0131nda de\u011ferlendirilebilmektedir.<\/p>\n\n\n\n<p>Biyok\u00fctle\nenerji kaynaklar\u0131n\u0131n, fosil temelli petrol, do\u011fal gaz, k\u00f6m\u00fcr gibi geleneksel\nenerji kaynaklar\u0131ndan farkl\u0131l\u0131klar\u0131 bulunmaktad\u0131r. Biyok\u00fctle kaynaklar\u0131n\u0131n,\n\u00e7o\u011funlukla homojen olmayan bir yap\u0131da, y\u00fcksek oranda su ve oksijen i\u00e7eren,\nd\u00fc\u015f\u00fck yo\u011funluklu, d\u00fc\u015f\u00fck \u0131s\u0131l de\u011ferli \u00f6zelliklere sahip olmas\u0131 nedeniyle yak\u0131t\nkalitesinde verimlili\u011fe olumsuz etki etmektedir. Biyok\u00fctlenin bu olumsuz\nsay\u0131labilecek \u00f6zellikleri fiziksel s\u00fcre\u00e7ler ve d\u00f6n\u00fc\u015f\u00fcm s\u00fcre\u00e7leri ile telafi\nedilebilmektedir<a href=\"#_ftn3\">[3]<\/a> .<\/p>\n\n\n\n<p>Deniz\nve\/veya karada bulunabilen bitkisel veya hayvansal biyok\u00fctle enerji\nkaynaklar\u0131n\u0131 a\u015fa\u011f\u0131daki \u015fekilde gruplayabiliriz<a href=\"#_ftn4\">[4]<\/a>.&nbsp;\n<\/p>\n\n\n\n<p>&#8211; Odun (enerji ormanlar\u0131, a\u011fa\u00e7 art\u0131klar\u0131),<br>&#8211; Karbonhidrat bitkileri (patates, bu\u011fday, m\u0131s\u0131r, pancar, v.b),<br>&#8211; Ya\u011fl\u0131 tohum bitkileri (ay\u00e7i\u00e7ek, soya, kolza, pamuk, aspir v.b),<br>&#8211; Bitkisel art\u0131klar (dal, k\u00f6k, kabuk, sap, saman, v.b),<br>&#8211; Elyaf bitkileri (keten, kenaf, kenevir, sorgum, v.b.),<br>&#8211; Hayvansal at\u0131klar<br>&#8211; Kentsel ve end\u00fcstriyel at\u0131klar<\/p>\n\n\n\n<p>\u00dclkemizin\nbiyok\u00fctle potansiyeli \u00e7er\u00e7evesinde en \u00f6nemli verilere, Enerji ve Tabii\nKaynaklar Bakanl\u0131\u011f\u0131n\u0131n Biyok\u00fctle Enerji Potansiyeli Atlas\u0131\u2019ndan<a href=\"#_ftn5\">[5]<\/a>\nula\u015f\u0131labilmektedir. <\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><strong>Buna g\u00f6re \u00fclkemizde biyok\u00fctle potansiyelimiz a\u015fa\u011f\u0131daki \u015fekilde \u00f6zetlenebilir:<\/strong><\/p>\n\n\n\n<p>Hayvansal\nAt\u0131klar\u0131n Teorik Enerji E\u015fde\u011feri (TEP\/y\u0131l ) &nbsp;&nbsp;&nbsp;&nbsp;&nbsp; :&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 4.385.371<\/p>\n\n\n\n<p>Hayvansal At\u0131klar\u0131n Ekonomik Enerji E\u015fde\u011feri (TEP\/y\u0131l)  :&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 1.084.506<\/p>\n\n\n\n<p>Bitkisel At\u0131klar\u0131n Teorik Enerji E\u015fde\u011feri (TEP\/y\u0131l)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;  :&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 6.009.049<\/p>\n\n\n\n<p>Bitkisel At\u0131klar\u0131n Ekonomik Enerji E\u015fde\u011feri (TEP\/y\u0131l) &nbsp;   &nbsp;&nbsp; :&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 1.462.159<\/p>\n\n\n\n<p>Belediye At\u0131klar\u0131n Teorik Enerji E\u015fde\u011ferleri (TEP\/y\u0131l) &nbsp;&nbsp;&nbsp;  &nbsp; :&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 3.373.011<\/p>\n\n\n\n<p>Belediye At\u0131klar\u0131n Ekonomik Enerji E\u015fde\u011ferleri (TEP\/y\u0131l):&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 485.858<\/p>\n\n\n\n<p>Orman Art\u0131klar\u0131n Enerji E\u015fde\u011feri (TEP \/ y\u0131l) &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;  :&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; 859.899<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p>At\u0131klar\u0131n toplam enerji e\u015fde\u011ferinin ise\n14,6 (MTEP\/y\u0131l) oldu\u011fu g\u00f6r\u00fclmektedir. 2017 y\u0131l\u0131 itibariyle T\u00fcrkiye\u2019nin birincil\nenerji t\u00fcketimin 145,3 MTEP oldu\u011fu<a href=\"#_ftn6\">[6]<\/a>\ndikkate al\u0131nd\u0131\u011f\u0131nda, \u00fclkemizin y\u0131ll\u0131k enerji kullan\u0131m\u0131n %10\u2019una tekab\u00fcl eden yerli\nkayna\u011f\u0131n topraklar\u0131m\u0131zda bulundu\u011funu s\u00f6yleyebiliriz. Dikkat edilecek olursa bu\nverilerin i\u00e7inde sadece at\u0131klar bulunmakta olup enerji bitkileri olan karbonhidrat\nbitkileri, ya\u011fl\u0131 tohum bitkileri ve elyaf bitkileri yer almamaktad\u0131r. Bunlar da\nilave edildi\u011finde \u00e7ok daha b\u00fcy\u00fck bir enerji kayna\u011f\u0131 kar\u015f\u0131m\u0131za \u00e7\u0131kmaktad\u0131r.<\/p>\n\n\n\n<p>Burada, \u00f6zellikle kentsel ve k\u0131rsal\nekonominin birbirine yak\u0131n oldu\u011fu illerimizde, belediye at\u0131klar\u0131, bitkisel ve\nhayvansal at\u0131klar oda\u011f\u0131nda bir stratejinin geli\u015ftirilmesi ve kentsel alanda konutlardan\n\u00e7\u0131kan organik at\u0131klar\u0131n ve ya\u011flar\u0131n, k\u0131rsalda ise hayvansal ve bitkisel\nat\u0131klar\u0131n toplanarak kullan\u0131lmas\u0131 \u00f6nemli bir enerji kayna\u011f\u0131 elde edilmesine\nimk\u00e2n verecektir. Bu ayn\u0131 zamanda olumlu y\u00f6nde \u00e7ok b\u00fcy\u00fck bir \u00e7evresel etkinin\nsa\u011flanmas\u0131na hizmet edecektir.<\/p>\n\n\n\n<p>Bu s\u00fcre\u00e7te, mevzuat\u0131n varl\u0131\u011f\u0131 yeterli\nolmamakta, uygulaman\u0131n geni\u015f bir halk kat\u0131l\u0131m\u0131 ile ger\u00e7ekle\u015ftirilmesi\ngerekmektedir. \u00d6rne\u011fin, Bitkisel At\u0131k Ya\u011flar\u0131n Kontrol\u00fc Y\u00f6netmeli\u011fi\u2019nin 10.\nmaddesi \u00e7er\u00e7evesinde at\u0131k ya\u011f \u00fcreticisinin bunu ayr\u0131 olarak biriktirme\ny\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fc bulunmaktad\u0131r. Ayn\u0131 y\u00f6netmeli\u011fin 5. maddesine g\u00f6re, bitkisel at\u0131k ya\u011flar ile bu ya\u011flar\u0131n\ni\u015flenmesi sonucu olu\u015fan at\u0131klar\u0131n \u00e7evreye zarar verecek \u015fekilde depolanmas\u0131,\nta\u015f\u0131nmas\u0131, do\u011frudan veya dolayl\u0131 olarak y\u00fczey sular\u0131 ile yeralt\u0131 suyuna,\ndenize, kanalizasyona, drenaj sistemi ile topra\u011fa verilmesi ve mevcut\nd\u00fczenlemelerle belirlenen s\u0131n\u0131r de\u011ferleri a\u015farak hava kirlili\u011fine neden olacak\n\u015fekilde yak\u0131lmas\u0131 yasakt\u0131r. Bu \u00e7er\u00e7evede \u00f6nleme yetki ve g\u00f6revi 8. madde ile\nbelediyelere verilmi\u015ftir. Ancak yine de konutlarda \u00e7\u0131kan at\u0131k ya\u011f\u0131n\nsistematik \u015fekilde toplanmas\u0131 m\u00fcmk\u00fcn olmamaktad\u0131r.
