D\u00fcnya genelinde g\u00f6r\u00fclen s\u0131cakl\u0131k art\u0131\u015flar\u0131,\u00a0kurakl\u0131k,\u00a0mevsim s\u00fcrelerinin uzamas\u0131, s\u0131k s\u0131k ya\u015fanan do\u011fal afetler\u00a0iklim de\u011fi\u015fikli\u011finin \u00e7arp\u0131c\u0131 sonu\u00e7lar\u0131 olarak kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor.\u00a0\u0130klim senaryolar\u0131 gelecekte\u00a0bu\u00a0etkilerin daha \u015fiddetli g\u00f6r\u00fclece\u011fini;\u00a0bozulan ekosistemlerin,\u00a0kaybolan canl\u0131 t\u00fcrlerinin\u00a0ve\u00a0salg\u0131n hastal\u0131klar\u0131n yayg\u0131nla\u015faca\u011f\u0131n\u0131 ortaya koyuyor.\u00a0\u0130klim de\u011fi\u015fikli\u011finin ekonomik sonu\u00e7lar\u0131na y\u00f6nelik bilinen\u00a0en \u00f6nemli \u00e7al\u0131\u015fmalardan biri olan\u00a0Stern\u00a0Raporu\u2019na g\u00f6re\u00a0iklim de\u011fi\u015fikli\u011finin\u00a0ekonomik\u00a0maliyeti,\u00a0her y\u0131l k\u00fcresel\u00a0\u00fcretimin en az\u00a0%5\u2019ine\u00a0e\u015fde\u011fer.\u00a0\u00a0<\/p>\n\n\n\n<p>H\u00fck\u00fcmetleraras\u0131 \u0130klim De\u011fi\u015fikli\u011fi Paneli (IPCC), iklim de\u011fi\u015fikli\u011finin temel nedeninin&nbsp;sanayi, enerji \u00fcretimi, tar\u0131m, in\u015faat, ta\u015f\u0131mac\u0131l\u0131k&nbsp;gibi ekonomiyi birinci derecede ilgilendiren insan faaliyetleri&nbsp;sonucunda atmosfere sal\u0131nan sera gaz\u0131 miktarlar\u0131ndaki art\u0131\u015f oldu\u011funu belirtiyor. Atmosferde do\u011fal olarak bulunan ve \u0131s\u0131 tutma \u00f6zelli\u011fine sahip bu gazlar\u0131n ola\u011fan de\u011ferlerin \u00fczerine \u00e7\u0131kmas\u0131nda \u00f6zellikle fosil yak\u0131t t\u00fcketimi, yanl\u0131\u015f arazi kullan\u0131m\u0131, tar\u0131msal faaliyetler sonucunda yap\u0131lan sal\u0131mlar etkili oluyor.&nbsp;Bug\u00fcn pek \u00e7ok \u00fclkede&nbsp;sera gazlar\u0131n\u0131 azaltmaya y\u00f6nelik&nbsp;ulusal ve uluslararas\u0131&nbsp;\u00f6l\u00e7ekte&nbsp;politikalar ve programlar uygulanmakta. Karbon ticareti&nbsp;sera gazlar\u0131n\u0131n azalt\u0131lmas\u0131 amac\u0131yla uygulanan ara\u00e7lar\u0131n&nbsp;en etkililerinden biri olarak kabul ediliyor.&nbsp;&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Karbon ticareti kavram\u0131n\u0131n&nbsp;ilk kez&nbsp;1994 y\u0131l\u0131nda imzalanan&nbsp;Birle\u015fmi\u015f Milletler \u0130klim De\u011fi\u015fikli\u011fi \u00c7er\u00e7eve S\u00f6zle\u015fmesi ile g\u00fcndeme geldi\u011fini g\u00f6r\u00fcyoruz.&nbsp;\u0130klim de\u011fi\u015fikli\u011fi etkilerinin \u00f6nlenmesine y\u00f6nelik k\u00fcresel \u00f6l\u00e7ekte&nbsp;at\u0131lan ilk ad\u0131m&nbsp;olan&nbsp;s\u00f6zle\u015fme,&nbsp;iklim de\u011fi\u015fikli\u011fine neden olan sera gaz\u0131 sal\u0131mlar\u0131ndan geli\u015fmi\u015f \u00fclkeleri sorumlu&nbsp;tutuyor&nbsp;ve&nbsp;bu y\u00f6nde geli\u015fmi\u015f \u00fclkelere baz\u0131 y\u00fck\u00fcml\u00fcl\u00fckler getiriyordu&nbsp;(Narin, 2013).&nbsp;Nitekim s\u00f6zle\u015fmenin devam\u0131 niteli\u011finde 2005&nbsp;y\u0131l\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe giren Kyoto Protokol\u00fc\u2019nde&nbsp;geli\u015fmi\u015f \u00fclkelerin&nbsp;sera gaz\u0131 miktarlar\u0131n\u0131 2008-2012 y\u0131llar\u0131 aras\u0131nda, 1990 y\u0131l\u0131na k\u0131yasla %5,2 oran\u0131nda&nbsp;azaltmalar\u0131&nbsp;talep&nbsp;edilmi\u015fti. Bu&nbsp;durum sera gaz\u0131 hedeflerine ula\u015fmak isteyen \u00fclkeler i\u00e7in&nbsp;teknoloji geli\u015ftirme, yeni yat\u0131r\u0131mlar&nbsp;gibi ilave maliyetleri g\u00fcndeme getirmekteydi. Bu s\u00fcre\u00e7te al\u0131nan tedbirlerin&nbsp;uygulanmas\u0131n\u0131 kolayla\u015ft\u0131rmak&nbsp;amac\u0131yla&nbsp;protokol kapsam\u0131nda&nbsp;baz\u0131&nbsp;esneklik&nbsp;mekanizmalar\u0131&nbsp;tasarlanarak&nbsp;uygulamaya sunuldu&nbsp;(\u00c7etinta\u015f&nbsp;&amp;&nbsp;T\u00fcrk\u00f6z, 2017).&nbsp;&nbsp;<\/p>\n\n\n\n<p>Sera gaz\u0131 s\u0131n\u0131rlamas\u0131 getirilen \u00fclkelerin yetkisi ve sorumlulu\u011funda kamu, \u00f6zel sekt\u00f6r, sivil toplum kurulu\u015flar\u0131 ve di\u011fer t\u00fczel ki\u015filiklerin&nbsp;kat\u0131l\u0131m sa\u011flad\u0131\u011f\u0131 bu mekanizmalar proje ve piyasa temelli olmak \u00fczere&nbsp;iki farkl\u0131 i\u015fleyi\u015fe sahip.&nbsp;Karbon ticareti;&nbsp;piyasa temelli bir ara\u00e7 ve \u00fclkelerin azaltt\u0131\u011f\u0131 sera gaz\u0131 sal\u0131mlar\u0131n\u0131n sertifikaland\u0131r\u0131lmas\u0131 ile bu sertifikalar\u0131n piyasalarda al\u0131m sat\u0131m\u0131n\u0131n yap\u0131lmas\u0131 esas\u0131na dayan\u0131yor. Sera gazlar\u0131 i\u00e7erisinde karbondioksitin oran\u0131n\u0131n fazla olmas\u0131 nedeniyle karbon ticareti olarak adland\u0131r\u0131l\u0131yor.&nbsp;Ortak Uygulama ve Temiz Kalk\u0131nma Mekanizmas\u0131 olarak adland\u0131r\u0131lan proje temelli mekanizmalarda&nbsp;ise;&nbsp;taahh\u00fct edilmi\u015f sera gaz\u0131 hedefi olan \u00fclkeler d\u00fcnyan\u0131n farkl\u0131 b\u00f6lgelerinde ve \u00fclkelerinde yapm\u0131\u015f olduklar\u0131&nbsp;sera gaz\u0131 azalt\u0131c\u0131 yat\u0131r\u0131mlar ve projeler ile krediler elde edebiliyor, kredi kotalar\u0131n\u0131 geni\u015fletiyor ya da bu kredileri piyasada satabiliyor (\u00c7\u015eB, 2012).&nbsp;&nbsp;<\/p>\n\n\n\n<p>Karbon ticaretinde s\u00fcre\u00e7, kamu otoritesi taraf\u0131ndan sekt\u00f6rel ve i\u015fletme d\u00fczeyinde sera gaz\u0131 emisyon&nbsp;limitlerinin&nbsp;belirlenmesi ile ba\u015fl\u0131yor. Kendisi i\u00e7in belirlenen seviyeyi a\u015fmas\u0131 durumunda cezaland\u0131r\u0131lan i\u015fletme emisyon seviyesini azaltmak amac\u0131yla temiz teknolojilere yat\u0131r\u0131m yapabiliyor ya da&nbsp;kendi s\u0131n\u0131r\u0131n\u0131n \u00fczerinde kalan emisyon miktar\u0131 kadar&nbsp;piyasadan sertifika sat\u0131n alabiliyor.&nbsp;Emisyon azalt\u0131m maliyetinin emisyon sertifikalar\u0131n\u0131n piyasa de\u011ferinden y\u00fcksek oldu\u011fu durumda i\u015fletme piyasadan sertifika yani kirletme hakk\u0131 sat\u0131n almay\u0131 tercih ediyor.&nbsp;B\u00f6ylelikle sera gaz\u0131 emisyonlar\u0131n\u0131n azalt\u0131lmas\u0131 i\u00e7in i\u015fletmenin en ucuz maliyetli se\u00e7imi yapmas\u0131 sa\u011flan\u0131yor. \u00d6te yandan&nbsp;emisyon azalt\u0131m taahh\u00fcd\u00fcn\u00fcn \u00f6tesinde&nbsp;azalt\u0131m sa\u011flayan&nbsp;i\u015fletme ise sahip oldu\u011fu fazla emisyon hakk\u0131n\u0131 satarak&nbsp;gelir elde ediyor&nbsp;ve sera gaz\u0131 azalt\u0131m maliyetlerini d\u00fc\u015f\u00fcr\u00fcyor.&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"767\" height=\"258\" src=\"http:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2020\/06\/image.png\" alt=\"\" class=\"wp-image-244\" srcset=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2020\/06\/image.png 767w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2020\/06\/image-300x101.png 300w\" sizes=\"auto, (max-width: 767px) 100vw, 767px\" \/><\/figure>\n\n\n\n<p>\u015eekil 1. Karbon ticaretinin i\u015fleyi\u015fi&nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p>Karbon&nbsp;ticaretinin yap\u0131ld\u0131\u011f\u0131 piyasalar ulusal ve uluslararas\u0131&nbsp;\u00f6l\u00e7ekte faaliyet g\u00f6stermekte.&nbsp;Kyoto Protokol\u00fc\u2019ne taraf \u00fclkelerin esneklik mekanizmalar\u0131 sonucu elde ettikleri kredilerinin al\u0131m sat\u0131m\u0131n\u0131n yap\u0131ld\u0131\u011f\u0131&nbsp;piyasalar zorunlu karbon piyasalar\u0131 olarak tan\u0131mlan\u0131yor.&nbsp;Bununla birlikte ulusal y\u00fck\u00fcml\u00fcl\u00fcklerden ba\u011f\u0131ms\u0131z olarak&nbsp;ki\u015filerin, kurum ve kurulu\u015flar\u0131n, i\u015fletmelerin, sivil&nbsp;toplum&nbsp;\u00f6rg\u00fctlerinin belirli standartlar \u00e7er\u00e7evesinde geli\u015ftirdikleri sera gaz\u0131 azalt\u0131m projelerinden elde&nbsp;ettikleri sertifikalar\u0131n&nbsp;sat\u0131\u015flar\u0131n\u0131n&nbsp;tezgah \u00fcst\u00fc piyasalarda ger\u00e7ekle\u015ftirildi\u011fi g\u00f6n\u00fcll\u00fc piyasalar da bulunuyor.&nbsp;Karbon borsalar\u0131nda AB emisyon izni (EUA),&nbsp;sertifikaland\u0131r\u0131lm\u0131\u015f emisyon azalt\u0131m kredisi (CER), karbon&nbsp;finansal&nbsp;enstr\u00fcman\u0131&nbsp;(CFI), emisyon izni ve kredi t\u00fcrevleri olmak \u00fczere farkl\u0131 finansal \u00fcr\u00fcnler i\u015flem g\u00f6rebiliyor&nbsp;(\u00c7elikkol&nbsp;&amp;&nbsp;\u00d6zkan, 2011).&nbsp;&nbsp;<\/p>\n\n\n\n<p>K\u00fcresel karbon&nbsp;piyasas\u0131n\u0131n de\u011ferinin&nbsp;2005 y\u0131l\u0131nda 10 milyar dolar iken&nbsp;2018&nbsp;y\u0131l\u0131nda 144&nbsp;milyar&nbsp;dolara ula\u015ft\u0131\u011f\u0131n\u0131&nbsp;g\u00f6r\u00fcyoruz.&nbsp;Bu de\u011ferin \u00f6nemli bir k\u0131sm\u0131n\u0131 Avrupa Birli\u011fi Emisyon Ticaret Sistemine ait izin ve krediler olu\u015fturuyor. Bug\u00fcn d\u00fcnyan\u0131n en b\u00fcy\u00fck zorunlu karbon piyasas\u0131 olan ve&nbsp;31 \u00fclkeden 11 binin \u00fczerinde i\u015fletmenin&nbsp;dahil oldu\u011fu&nbsp;sistemin&nbsp;2014 y\u0131l\u0131ndaki toplam i\u015flem hacminin&nbsp;8,33 milyar ton CO2 kar\u015f\u0131l\u0131\u011f\u0131nda&nbsp;47 milyar Euro&nbsp;oldu\u011fu belirtiliyor&nbsp;(EU, 2020).&nbsp;Avrupa Enerji Borsas\u0131 (EEX),&nbsp;&nbsp;NordPool&nbsp;Borsas\u0131, Avrupa \u0130klim Borsas\u0131 (ECX),&nbsp; \u00c7in Emisyon Sistemi, Chicago \u0130klim Borsas\u0131,&nbsp;Bluenext,&nbsp;Climex&nbsp;ve Asya Karbon Global&nbsp;karbon ticareti yap\u0131lan di\u011fer aktif piyasalar. Karbon piyasalar\u0131nda fiyat,&nbsp;arz edilen karbon hisselerinin \u00e7oklu\u011fu ile belirleniyor ve her piyasa farkl\u0131 endekse sahip olabiliyor. Zorunlu piyasalarda&nbsp;bu de\u011fer&nbsp;ton ba\u015f\u0131na&nbsp;20&nbsp;Euro&nbsp;seviyesinde seyretmekte&nbsp;(Y\u0131lmaz, 2019).&nbsp;<\/p>\n\n\n\n<p>Kyoto Protokol\u00fc\u2019ne 2009 y\u0131l\u0131nda taraf olan&nbsp;T\u00fcrkiye,&nbsp;emisyon de\u011ferleri&nbsp;y\u00fcksek olmad\u0131\u011f\u0131 i\u00e7in hen\u00fcz yasal bir sera gaz\u0131 azalt\u0131m y\u00fck\u00fcml\u00fcl\u00fc\u011f\u00fcne sahip de\u011fil,&nbsp;bu nedenle esneklik mekanizmalar\u0131ndan ve&nbsp;karbon ticareti piyasalar\u0131ndan&nbsp;yararlanam\u0131yor.&nbsp;Bununla birlikte \u00fclkemizin&nbsp;g\u00f6n\u00fcll\u00fc piyasalarda olduk\u00e7a etkin oldu\u011fu g\u00f6r\u00fcyoruz.&nbsp;2015 y\u0131l\u0131nda g\u00f6n\u00fcll\u00fc karbon piyasas\u0131nda en \u00e7ok projeye ev sahipli\u011fi yapan \u00fc\u00e7\u00fcnc\u00fc \u00fclke konumuna y\u00fckselen&nbsp;\u00fclkemiz, bug\u00fcn&nbsp;k\u00fcresel piyasada \u00f6nemli bir yer edinmi\u015f durumda.&nbsp;\u00c7evresel ve sosyal sorumluluk prensibine g\u00f6re&nbsp;i\u015fletmeler veya kurumlarca&nbsp;y\u00fcr\u00fct\u00fclen projelerden&nbsp;elde&nbsp;edilen&nbsp;\u00e7ok say\u0131da&nbsp;g\u00f6n\u00fcll\u00fc azalt\u0131m sertifikas\u0131&nbsp;&nbsp;piyasalarda i\u015flem g\u00f6rmekte&nbsp;(G\u00fcrb\u00fcz, Karata\u015f&nbsp;&amp; Bek\u00e7i, 2019).&nbsp;2007-2015 d\u00f6neminde&nbsp;\u00fclkemize ait sertifikalarla&nbsp;35 milyon ton CO2&nbsp;i\u015flem g\u00f6rm\u00fc\u015f olup&nbsp;piyasa de\u011feri&nbsp;200 milyon dolar&nbsp;olan bu i\u015flemler&nbsp;Avrupa&#8217;daki toplam pazar hacminin yakla\u015f\u0131k&nbsp;%70&#8217;ini&nbsp;olu\u015fturuyor.&nbsp;Gold Standart ve&nbsp;Verified&nbsp;Carbon&nbsp;Standart olmak \u00fczere iki farkl\u0131&nbsp;standartta ger\u00e7ekle\u015ftirilen&nbsp;projelerin b\u00fcy\u00fck \u00e7o\u011funlu\u011fu r\u00fczgar ve hidroelektrik enerji santralleri ile kat\u0131 at\u0131k depolama sahas\u0131 biyogaz tesislerini kaps\u0131yor&nbsp;(EBRD, 2020).&nbsp;&nbsp;<\/p>\n\n\n\n<p>Tablo 1. Karbon ticareti, daha az maliyetle emisyon kontrol\u00fc sa\u011flamas\u0131, temiz teknolojilerin&nbsp;geli\u015ftirilmesini te\u015fvik etmesi ve&nbsp;esnek&nbsp;yap\u0131s\u0131 ile bu politikalar\u0131n ba\u015f\u0131nda geliyor.
