D\u00fcnyada marina kavram\u0131 1920\u2019li y\u0131llar\u0131n sonlar\u0131na do\u011fru ABD\u2019de\nUlusal Makine ve Tekne \u00dcreticileri Derne\u011fi (National Association of Boatand\nEngine Manufactureres) taraf\u0131ndan kullan\u0131lmaya ba\u015flanm\u0131\u015f olup, e\u011flence ve gezi\nama\u00e7l\u0131 yatlar i\u00e7in yap\u0131lm\u0131\u015f, yat\u00e7\u0131 ve yatlar\u0131n t\u00fcm ihtiya\u00e7lar\u0131n\u0131\nkar\u015f\u0131layabilece\u011fi modern su kenar\u0131 tesisleri olarak tan\u0131mlanm\u0131\u015ft\u0131r (Dike\u00e7 ve\nT\u00f6z, 2016). Avrupa\u2019da ilk marinalar 1950\u2019lerde in\u015fa edilmi\u015ftir (Akaltan ve\nI\u015f\u0131k, 2016). T\u00fcrkiye\u2019de 1967 y\u0131l\u0131nda \u201cBakanl\u0131klar Aras\u0131 Yat Limanlar\u0131n\u0131\nPlanlama Tetkik Komisyonu\u201d kurularak yat limanlar\u0131 konusunda \u00e7al\u0131\u015fmalar\nyap\u0131lm\u0131\u015ft\u0131r (Dike\u00e7 ve T\u00f6z, 2016). Bunun devam\u0131nda 1970\u2019li y\u0131llar\u0131n sonunda Devlet\nPlanlama Te\u015fkilat\u0131 (DPT) taraf\u0131ndan yat limanlar\u0131 konusunda planlar\nhaz\u0131rlanm\u0131\u015ft\u0131r. 1976 y\u0131l\u0131nda Bodrum\u2019da ilk yat liman\u0131 hizmete a\u00e7\u0131lm\u0131\u015ft\u0131r (Dike\u00e7\nve T\u00f6z, 2016). &nbsp;1977\u00b4de Ku\u015fadas\u0131 Yat\nLiman\u0131 i\u015fletmeye al\u0131nm\u0131\u015f, \u00c7e\u015fme Yat Liman\u0131 da ayn\u0131 y\u0131llarda hizmete a\u00e7\u0131lm\u0131\u015ft\u0131r\n(Muslu, 2017). <\/p>\n\n\n\n<p>1983\ny\u0131l\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe konulan Turizmi Te\u015fvik Yasas\u0131\u2019n\u0131n 815 say\u0131l\u0131 Kabotaj\nYasas\u0131\u2019nda de\u011fi\u015fikli\u011fe yol a\u00e7mas\u0131yla yat limanlar\u0131 geli\u015fme g\u00f6stermi\u015f ve bu\nd\u00f6nemde T\u00fcrkiye\u2019de faaliyet g\u00f6steren yerli yat i\u015fletmecili\u011fi nitelik ve nicelik\ny\u00f6n\u00fcnden uluslararas\u0131 standartlar\u0131 yakalayacak bir d\u00fczeye gelmi\u015ftir (Y\u0131lmaz ve\nT\u00fckelt\u00fcrk, 2014). 13 Ocak 2007 tarihli Turizm Te\u015fvik Kanunu ile \u201cYat Turizmi\u201d\nolan sekt\u00f6r\u00fcn ad\u0131 \u201cDeniz Turizmi\u201d olarak geni\u015fletilmi\u015f ve bu do\u011frultuda 1983\ntarihli Yat Turizmi Y\u00f6netmeli\u011fi de g\u00fcncellenerek 24 Temmuz 2009 tarihinde Deniz\nTurizmi Y\u00f6netmeli\u011fi olarak y\u00fcr\u00fcrl\u00fc\u011fe girmi\u015ftir (DTO, 2018).<\/p>\n\n\n\n<p>D\u00fcnyada\nyat turizminin geli\u015fimi incelendi\u011finde, iki \u00f6nemli alan\u0131n Bat\u0131 Akdeniz ve G\u00fcney\nFransa oldu\u011fu g\u00f6r\u00fclmektedir (Muslu, 2017). G\u00fcn\u00fcm\u00fczde Akdeniz B\u00f6lgesi ve Karayip\nAdalar\u0131 d\u00fcnya yat turizminin \u00f6nemli merkezleri haline gelmi\u015ftir. Bat\u0131 Akdeniz\nb\u00f6lgesinde marinalar\u0131n yakla\u015f\u0131k %80\u2019i \u0130spanya, \u0130talya ve Fransa k\u0131y\u0131lar\u0131nda yer\nalmaktad\u0131r (Muslu, 2017).<\/p>\n\n\n\n<p>Akdeniz\n\u00e7ana\u011f\u0131nda dola\u015fan yat adedi bir milyon civar\u0131ndad\u0131r. 2018 y\u0131l\u0131 verilerine\nbak\u0131ld\u0131\u011f\u0131nda (Grafik 1) T\u00fcrkiye\u2019nin bu dola\u015f\u0131mdan hak etti\u011fi pay\u0131n alt\u0131nda\nziyaret ald\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. D\u00fcnya genelinde 19.000 adet yat liman\u0131 mevcut\nolup, sadece Avrupa genelinde 5000 adet yat liman\u0131 bulunmaktad\u0131r (DTO, 2018). Yat\nba\u011flama kapasitesi bak\u0131m\u0131ndan T\u00fcrkiye\u00b4nin Akdeniz \u00e7ana\u011f\u0131ndaki pay\u0131 %4,1 iken d\u00fcnya\n\u00e7ap\u0131nda pay\u0131 % 0.5\u2019tir (ILGAR, 2019). \u0130talya\u2019n\u0131n 6500 km. uzunlu\u011fundaki\nk\u0131y\u0131lar\u0131nda 379, \u0130spanya\u2019n\u0131n 4964 km uzunlu\u011fundaki k\u0131y\u0131lar\u0131nda 356,\nH\u0131rvatistan\u2019\u0131n 5835 km uzunlu\u011fundaki k\u0131y\u0131lar\u0131nda 159 adet yat liman\u0131 varken,\n8333 kilometrelik k\u0131y\u0131lar\u0131m\u0131zda \u00f6zel sekt\u00f6r, kamu ve belediyelerce i\u015fletilen ve\ntoplam 18,261 yat ba\u011flama kapasitesine sahip 61 adet yat liman\u0131 mevcuttur (DTO,\n2018 ve 2020). Turizm Stratejisi 2023 belgesi\nkapsam\u0131nda deniz turizmi sekt\u00f6r\u00fcnde h\u0131zla geli\u015fen bir e\u011filim olarak Mega Yat\nLimanlar\u0131na dikkat \u00e7ekilmi\u015ftir. \u0130stanbul, Antalya, \u0130zmir\u2019deki yat limanlar\u0131n\u0131n\nrehabilite edilerek Mega Yatlar\u0131 alacak \u015fekilde geli\u015ftirilmeleri ile T\u00fcrkiye\nturizminin yat turizminde ald\u0131\u011f\u0131 pay\u0131n artt\u0131r\u0131lmas\u0131 hedeflenmektedir. Bunun\nyan\u0131nda mevcut ve projelendirilen yat limanlar\u0131na ilave olarak \u00fclkemizde\nbulunan 200\u2019\u00fc a\u015fk\u0131n bal\u0131k\u00e7\u0131 bar\u0131na\u011f\u0131 potansiyelinden faydalan\u0131larak her 35\ndeniz milinde bir olmak \u00fczere yat turizmine gerekli hizmeti sa\u011flayabilecek \u015fekilde\nyenilenmelerine y\u00f6nelik \u00e7al\u0131\u015fmalar ile sekt\u00f6rde \u00f6nemli bir geli\u015fim kazand\u0131r\u0131lmas\u0131\nplanlanmaktad\u0131r (Turizm Stratejisi 2023). <\/p>\n\n\n\n<p>T\u00fcrkiye\u2019nin\nve \u0130zmir\u2019in deniz turizminde sahip oldu\u011fu pay\u0131n art\u0131r\u0131labilmesi i\u00e7in \u00f6ncelikle\n\u00e7a\u011fda\u015f limanc\u0131l\u0131k hizmeti sunulabilecek liman komplekslerinin geli\u015ftirilmesi ve\nlimanlarda verilen hizmetlerin kalite d\u00fczeylerinin art\u0131r\u0131lmas\u0131 gerekmektedir.\nYat sahipleri yat limanlar\u0131n\u0131 g\u00fcvenli bir s\u0131\u011f\u0131nak olarak g\u00f6rd\u00fckleri kadar\nsosyal bir tesis olarak da g\u00f6rmek istemektedir. \u00c7e\u015fme ve Alt\u0131nyunus yat\nlimanlar\u0131nda yap\u0131lan bir \u00e7al\u0131\u015fmada yat sahipleri taraf\u0131ndan liman se\u00e7iminde yat\nlimanlar\u0131n\u0131n sundu\u011fu sosyal imkanlar\u0131n kalitesi ve \u00e7e\u015fitlili\u011fi ile liman\nsahas\u0131n\u0131n temizli\u011fi, teknik imkanlar\u0131n ve deste\u011fin yeterlili\u011fi, liman\u0131n konumu\ngibi konular\u0131n alt\u0131 \u00e7izilmi\u015f, \u015fehir merkezine yak\u0131nl\u0131k, liman \u00e7evresindeki\ndeniz suyunun temizli\u011fi, liman i\u00e7erisinde sunulan internet ve benzeri\nteknolojik hizmetlerin \u00f6nemi vurgulanm\u0131\u015ft\u0131r. Bu ara\u015ft\u0131rma, yat liman\u0131 i\u015fletmecili\u011finin\ndenizcilik kadar turizm ve otelcilik perspektifinden de de\u011ferlendirilerek\nfarkl\u0131 m\u00fc\u015fteri gruplar\u0131n\u0131n de\u011fi\u015fken beklentilerine cevap verecek bir hizmet\nanlay\u0131\u015f\u0131 i\u00e7ermesi gereklili\u011fini ortaya \u00e7\u0131karm\u0131\u015ft\u0131r (Co\u015far ve Nas, 2014).<\/p>\n\n\n\n<p>Gerek\nyat edinme maliyeti gerek bak\u0131m onar\u0131m gibi giderleri nedeniyle yat\u00e7\u0131l\u0131k \u00fcst\ngelir seviyesine sahip toplumsal s\u0131n\u0131flara \u00f6zg\u00fc bir faaliyet haline\nd\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. S\u00fcreci geri \u00e7evirmenin yolu milli yat in\u015fa sanayinin\ng\u00fc\u00e7lendirilmesidir (DTO, 2020). Yat fiyatlar\u0131n\u0131n ucuzlamas\u0131n\u0131n s\u00f6z konusu\nfaaliyetlere ili\u015fkin talebi art\u0131rmas\u0131 m\u00fcmk\u00fcnd\u00fcr. <\/p>\n\n\n\n<p>\u0130klim,\ndo\u011fal kaynaklar ile tarihi de\u011ferlerin varl\u0131\u011f\u0131 ve hen\u00fcz b\u00fcy\u00fck oranda bozulmam\u0131\u015f\n\u00e7evre \u00fclkemiz turizm sekt\u00f6r\u00fcn\u00fcn g\u00fc\u00e7l\u00fc yanlar\u0131d\u0131r. Bu nedenle yat limanlar\u0131na\nili\u015fkin yat\u0131r\u0131mlarda da \u00e7evre bilinci olu\u015fturularak koruma kullanma dengesi\ng\u00f6zetilmesi gereklidir. Marinalar ya da yat limanlar\u0131 bir\u00e7ok yata ev sahipli\u011fi\nyapmakta ve yatlar\u0131n konaklama, bak\u0131m, onar\u0131m, boyama, at\u0131k su tahliyesi gibi\nihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131lamaktad\u0131r. Bu hizmetleri sa\u011flarken \u00e7evreye verdi\u011fi\nzararlar\u0131 en aza indirmek i\u00e7in yat liman\u0131 otoritelerinin s\u00fcrd\u00fcr\u00fclebilir\nstratejiler izlemesi \u00f6nemlidir. Bug\u00fcn hassasiyetle y\u00f6netilmesi gereken\nalanlar\u0131n ba\u015f\u0131nda enerji verimlili\u011fi ve karbon y\u00f6netimi gelmektedir (Tu\u011fdemir,\nSo\u011fukp\u0131nar, \u00d6zbolat ve Cerit, 2016). Marinan\u0131n s\u0131v\u0131, kat\u0131, gaz at\u0131k y\u00f6netimi de\ngeli\u015ftirilmeye en a\u00e7\u0131k alanlardand\u0131r.
