Yan\u0131 s\u0131ra, co\u011frafya ve iklim avantajlar\u0131\n\u00e7er\u00e7evesinde geni\u015f bir tar\u0131msal \u00fcretim yelpazesine sahip olan \u00fclkemizde tar\u0131m\nve g\u0131da sekt\u00f6rlerinde ya\u015fanan yap\u0131sal sorunlar\u0131n ortaya \u00e7\u0131kard\u0131\u011f\u0131\nk\u0131s\u0131tl\u0131l\u0131klar\u0131n giderilmesi de \u00f6ne \u00e7\u0131kan konular aras\u0131nda. Bu kapsamda\nkullan\u0131lacak olan ara\u00e7lar ekonomik, hukuki, sosyal, \u00e7evresel, politik ve\nk\u00fclt\u00fcrel boyutlarda bir d\u00f6n\u00fc\u015f\u00fcm yaratma kayg\u0131s\u0131yla tasarlanm\u0131\u015f. \u00c7e\u015fitli\n\u00f6l\u00e7eklerde ve \u00e7e\u015fitli vadelerde co\u011frafya ve iklim avantajlar\u0131ndan yararlanarak\ny\u00fcksek teknoloji kullan\u0131m\u0131n\u0131n, yenilik\u00e7ili\u011fin ve katma de\u011ferin geli\u015ftirilmesi\ntemel ara\u00e7lar olarak \u00f6ne \u00e7\u0131kmakta.<\/p>\n\n\n\n<p>Rapor temel\nolarak be\u015f b\u00f6l\u00fcmden olu\u015fmakta;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Piyasa\nYap\u0131s\u0131, Arac\u0131l\u0131k Faaliyetleri ve \u00d6rg\u00fctlenme,<\/li><li>Katma\nDe\u011ferin Art\u0131r\u0131lmas\u0131, \u0130novasyon ve Dijital Tar\u0131m,<\/li><li>Tar\u0131m\nve G\u0131da Lojisti\u011finde \u0130yile\u015ftirmeler,<\/li><li>\u0130klim\nDe\u011fi\u015fikli\u011fi Etkisinde Tar\u0131msal Arz\u0131n S\u00fcrd\u00fcr\u00fclebilirli\u011fi,<\/li><li>Tar\u0131msal\nDestek ve Te\u015fvikler. <\/li><\/ul>\n\n\n\n<p>Bu b\u00f6l\u00fcmlerdeki\nbulgulara de\u011finmeden \u00f6nce raporun tan\u0131mlad\u0131\u011f\u0131 yap\u0131sal sorunlara g\u00f6z atacak\nolursak 25 madde alt\u0131nda yap\u0131sal sorunlar\u0131n aktar\u0131ld\u0131\u011f\u0131 g\u00f6r\u00fcl\u00fcr. Bu maddelerde tar\u0131msal\n\u00fcretim bi\u00e7imleri ve m\u00fclkiyet deseni, k\u0131rsal n\u00fcfus kompozisyonu ve hane i\u00e7i emek\nyap\u0131s\u0131, sosyal ve ekonomik sermayenin k\u0131s\u0131tlar\u0131, \u00f6rg\u00fctlenme kapasitesinin\nzay\u0131fl\u0131\u011f\u0131, tedarik zincirindeki sorunlar, tar\u0131msal \u00fcretim bi\u00e7imlerinde\ns\u00fcrd\u00fcr\u00fclebilir y\u00f6ntemlerin kullan\u0131m\u0131n\u0131n etkin olmamas\u0131, sekt\u00f6r\u00fcn AR-GE\nyat\u0131r\u0131mlar\u0131n\u0131n s\u0131n\u0131rl\u0131 ve yenilik\u00e7ilik kapasitesinin zay\u0131f olmas\u0131 gibi\n\u00e7e\u015fitlenen alanlardaki yap\u0131sal sorunlara yer verildi\u011fi ancak T\u00fcrkiye\u2019de\ntar\u0131m-g\u0131da sekt\u00f6r\u00fcne y\u00f6nelik yasal-y\u00f6netsel \u00e7er\u00e7eve ve k\u0131rsal alan politikalar\u0131na\nili\u015fkin yap\u0131sal sorun alanlar\u0131na do\u011frudan de\u011finilmedi\u011fi g\u00f6r\u00fclmektedir. Tar\u0131msal\npolitikalara GZFT analizindeki tehditler ba\u015fl\u0131\u011f\u0131 alt\u0131nda, s\u00fcrd\u00fcr\u00fclebilir\nolmayan tar\u0131m politikalar\u0131 ve AB Ortak Tar\u0131m Politikas\u0131n\u0131n gereklilikleri\nkar\u015f\u0131s\u0131ndaki haz\u0131rl\u0131ks\u0131zl\u0131k; f\u0131rsatlar b\u00f6l\u00fcm\u00fcnde ise yeni ulusal tar\u0131m\npolitikalar\u0131 ifadeleri ile yer verilmi\u015ftir. <\/p>\n\n\n\n<p>Raporda bahsi\nge\u00e7en b\u00f6l\u00fcmlere g\u00f6z atacak olursak, <strong>Piyasa\nYap\u0131s\u0131, Arac\u0131l\u0131k Faaliyetleri ve \u00d6rg\u00fctlenme <\/strong>ba\u015fl\u0131\u011f\u0131 kapsam\u0131nda g\u0131da\nenflasyonu, g\u0131da fiyatlar\u0131 de\u011fi\u015fimi, \u00fcreticilerin gelir pay\u0131, tar\u0131m arazileri\nve i\u015fg\u00fcc\u00fcne y\u00f6nelik \u00f6l\u00e7ek sorunu, de\u011fer zincirinin uzun olmas\u0131, sekt\u00f6rel\n\u00f6rg\u00fctlenme, yeni hal yasas\u0131 ve finansmana eri\u015fim ba\u015fl\u0131klar\u0131 alt\u0131nda ara\u015ft\u0131rma\nbulgular\u0131 sunularak politika \u00f6nerileri geli\u015ftirilmi\u015ftir. Bu ba\u015fl\u0131k alt\u0131nda \u00f6ne\n\u00e7\u0131kan politika \u00f6nerileri aras\u0131nda yasal y\u00f6netsel \u00e7er\u00e7evenin yeniden d\u00fczenlenmesine\nve yeni kurumsal yap\u0131lar\u0131n olu\u015fturulmas\u0131na d\u00f6n\u00fck \u00f6neriler \u00f6ne \u00e7\u0131kmaktad\u0131r. Adil\nticarete y\u00f6nelik mevzuat haz\u0131rlanmas\u0131, sekt\u00f6rde \u00f6rg\u00fctl\u00fcl\u00fc\u011fe y\u00f6nelik yasal\naltyap\u0131n\u0131n d\u00fczenlenmesi ve \u00f6rg\u00fctlerin yeni bir kurum alt\u0131nda bir araya\ngetirilmesi, yeni hal yasas\u0131nda yap\u0131labilecek d\u00fczenlemeler ile s\u00f6zle\u015fmeli \u00fcretim\ni\u00e7in yasal mevzuat haz\u0131rlanmas\u0131 ortaya konan \u00f6nerilerden baz\u0131lar\u0131d\u0131r. <\/p>\n\n\n\n<p><strong>Katma\nde\u011ferin artt\u0131r\u0131lmas\u0131, inovasyon ve dijital tar\u0131m<\/strong> ba\u015fl\u0131\u011f\u0131nda, tar\u0131mda katma de\u011fer ve bu\nba\u011flamda T\u00fcrkiye\u2019nin gerilemekte olan konumu, k\u00fcresel de\u011fer zincirinin artan\n\u00f6nemi, tar\u0131mda dijitalle\u015fme ve katma de\u011fer yarat\u0131m\u0131na katk\u0131s\u0131 hususlar\u0131na\ndikkat \u00e7ekilerek, bu konularda politika \u00f6nerileri sunulmu\u015ftur. Organik, yerel,\nco\u011frafi i\u015faretli vb. tar\u0131msal \u00fcretimin te\u015fvik edilerek katma de\u011ferli \u00fcretimi\nartt\u0131rmak, tar\u0131m-g\u0131da \u00fcr\u00fcnlerine dair d\u0131\u015f ticaret politikalar\u0131n\u0131 revize etmek,\ntar\u0131msal i\u015fg\u00fcc\u00fcnde sosyal sermayeyi geli\u015ftirmek suretiyle giri\u015fimcili\u011fi ve\nnitelikli i\u015fg\u00fcc\u00fcn\u00fc desteklemek, tar\u0131m teknolojilerine y\u00f6nelik kullan\u0131m\nsenaryolar\u0131 ile strateji belgeleri haz\u0131rlamak ve kurumsal yap\u0131y\u0131 g\u00fc\u00e7lendirmek\nile s\u00fcrd\u00fcr\u00fclebilir tar\u0131m k\u00fcmelenmeleri olu\u015fturmak bu ba\u015fl\u0131k alt\u0131nda \u00f6nerilen\npolitikalard\u0131r. <\/p>\n\n\n\n<p>\u00dc\u00e7\u00fcnc\u00fc ba\u015fl\u0131k\nalt\u0131nda, <strong>tar\u0131m ve g\u0131da lojisti\u011finde\niyile\u015ftirmeler<\/strong>, tar\u0131m-g\u0131da tedarik zincirindeki kay\u0131plar, \u00fcr\u00fcn, ambalaj ve\nlojistik standartlar\u0131n\u0131n geli\u015ftirilmesine y\u00f6nelik ihtiya\u00e7lar ve lojistik\nsekt\u00f6r\u00fcn\u00fcn iyile\u015ftirilerek dijitalle\u015fmesi \u00fczerinde durulmu\u015ftur. Bu kapsamda\ntarladan sofraya verimli, maliyet etkin ve g\u0131da g\u00fcvenli\u011fi odakl\u0131 bir yakla\u015f\u0131m\nile \u00e7ok say\u0131da politika \u00f6nerisi geli\u015ftirilmi\u015ftir. Bu ba\u015fl\u0131kta \u00f6ne \u00e7\u0131kan\npolitika \u00f6nerileri; yeni i\u015f modelleri, g\u0131da park\u0131 ve pazarlar\u0131 kurulmas\u0131,\nambalaj ve lojistik standartlar\u0131 olu\u015fturularak faaliyetlerde \u00e7evre\nduyarl\u0131l\u0131\u011f\u0131n\u0131n artt\u0131r\u0131lmas\u0131, k\u0131salt\u0131lm\u0131\u015f tedarik zincirlerinin kurulmas\u0131, tar\u0131m\nve lojistik master planlar\u0131n\u0131n uyumla\u015ft\u0131r\u0131lmas\u0131, lojistik sekt\u00f6r\u00fcn\u00fcn\ndijitalle\u015ftirilmesi ve uluslararas\u0131 ticaretin geli\u015ftirilmesi olarak ifade\nedilmi\u015ftir.<\/p>\n\n\n\n<p><strong>\u0130klim\nde\u011fi\u015fikli\u011fi etkisinde tar\u0131msal arz\u0131n s\u00fcrd\u00fcr\u00fclebilirli\u011fi<\/strong>ne dair \u00f6ne \u00e7\u0131kan ba\u015fl\u0131klar, iklim\nkrizinin yaratt\u0131\u011f\u0131 de\u011fi\u015fiklikler ve bu de\u011fi\u015fikliklerin tar\u0131m sekt\u00f6r\u00fcnde\nyaratt\u0131\u011f\u0131 risk yans\u0131malar\u0131 ile iklim odakl\u0131 politikalar \u00e7er\u00e7evesindedir. \u0130klim\nkrizinin etkileri ile ba\u015fa \u00e7\u0131kabilmek i\u00e7in tar\u0131mda bir uyum seferberli\u011fi\nba\u015flat\u0131lmas\u0131, bir uyum fonu olu\u015fturulmas\u0131 ve uyum destekleri sa\u011flanmas\u0131, bir\nara\u015ft\u0131rma ve uygulama enstit\u00fcs\u00fc kurulmas\u0131, iklim bazl\u0131 tar\u0131msal sigorta sistemi\nkurulmas\u0131 gibi risk-y\u00f6netimi oda\u011f\u0131nda politika \u00f6nerileri \u00f6ne \u00e7\u0131kmaktad\u0131r.\nAyr\u0131ca, organik tar\u0131mda %10 \u00fczerindeki pazar pay\u0131 hedefi de tar\u0131msal \u00fcretimin\nd\u00f6n\u00fc\u015ft\u00fcr\u00fclmesine y\u00f6nelik politika \u00f6nerisi olarak bu ba\u015fl\u0131k alt\u0131nda ele\nal\u0131nm\u0131\u015ft\u0131r. <\/p>\n\n\n\n<p>Son b\u00f6l\u00fcmde <strong>tar\u0131msal destek ve te\u015fvikler<\/strong>e yer\nverilmi\u015ftir. Burada, bahsi ge\u00e7en tar\u0131m politikalar\u0131 kapsam\u0131nda \u00fcretken\npolitikalar -ara\u015ft\u0131rma, bilgi \u00fcretme ve yay\u0131m, \u00fcr\u00fcn sigortas\u0131 gibi iktisadi\nb\u00fcy\u00fcmeyi art\u0131rmak i\u00e7in yap\u0131lan t\u00fcm d\u00fczenleme ve kamu harcamalar\u0131- ile da\u011f\u0131t\u0131m\npolitikalar\u0131 -fiyat destekleri, fark \u00f6demeleri, s\u00fcbvansiyon ve krediler gibi\nsekt\u00f6re varl\u0131k ve gelir transferi i\u00e7eren destekler- ele al\u0131nm\u0131\u015ft\u0131r. Bu b\u00f6l\u00fcmde\n\u00f6nerilen politikalar\u0131n \u00fcretken politikalar\u0131 destekler nitelikte oldu\u011fu\ns\u00f6ylenebilir. \u00d6nerilerden baz\u0131lar\u0131 \u015f\u00f6yledir; devlet destekli tar\u0131m sigorta\nsisteminin s\u00fcbvansiyon oranlar\u0131n\u0131n g\u00fcncellenmesi, \u00fcreticilere yap\u0131lacak\ns\u00fcbvansiyonlar\u0131n kapsam\u0131n\u0131n en az bir y\u0131l \u00f6nceden a\u00e7\u0131klanmas\u0131, tar\u0131m say\u0131m\u0131n\u0131n\nacilen ba\u015flat\u0131lmas\u0131, bilgi ve uygulama platformlar\u0131 kurulmas\u0131 ve ihtiyaca d\u00f6n\u00fck\ny\u00f6resel e\u011fitimler verilmesi ve sekt\u00f6rler aras\u0131 i\u015fbirli\u011finin geli\u015ftirilmesi.<\/p>\n\n\n\n<p>\u00c7al\u0131\u015fma\nkapsam\u0131nda \u00fcretim etkinli\u011fi olarak ifade edilen ve g\u00f6reli \u00fcst\u00fcnl\u00fck alanlar\u0131\nolarak belirlenen; \u00f6rg\u00fctlenmenin g\u00fc\u00e7lendirilmesi, \u00f6l\u00e7\u00fclebilir ve etkin veri\nkullan\u0131m\u0131 ve son olarak de\u011fer zincirinde katma de\u011ferin artt\u0131r\u0131lmas\u0131na y\u00f6nelik\npolitika alanlar\u0131 \u00f6ne \u00e7\u0131kar\u0131lmaktad\u0131r. <\/p>\n\n\n\n<p>\u00c7al\u0131\u015fman\u0131n\nba\u015f\u0131nda tan\u0131mlanm\u0131\u015f olan yap\u0131sal sorunlar\u0131n bir k\u0131sm\u0131na y\u00f6nelik politika\n\u00f6nerilerine k\u0131smi olarak yer verildi\u011fi s\u00f6ylenebilir. \u00d6rne\u011fin \u00fccretsiz aile\ni\u015f\u00e7ili\u011fi ve emek sorunu, temel girdi hammaddelerinin ve girdilerin \u00f6nemli\nk\u0131sm\u0131n\u0131n ithal edilmesi; know-how\u2019\u0131n yurt d\u0131\u015f\u0131ndan sa\u011flanmas\u0131 bi\u00e7iminde raporda\ntan\u0131mlanm\u0131\u015f olan baz\u0131 yap\u0131sal sorunlara y\u00f6nelik olarak yerelde\ngeli\u015ftirilebilecek politika \u00f6nerileri olabilecektir. Di\u011fer taraftan, yap\u0131sal\nsorun olarak tarif edilmi\u015f olan; i\u015flenen arazilerin k\u00fc\u00e7\u00fck ve \u00e7ok parselli\nolmas\u0131, da\u011f\u0131n\u0131k yerle\u015fim d\u00fczeni ile sulanabilir arazilerin k\u0131s\u0131tl\u0131 olmas\u0131 ve\nkuru tar\u0131m sebebiyle toplam tar\u0131msal topra\u011f\u0131n yakla\u015f\u0131k yar\u0131s\u0131nda ekilen\ntah\u0131llarda verim ve kalite d\u00fc\u015f\u00fckl\u00fc\u011f\u00fc gibi hususlar iklim krizi ve iklim\nde\u011fi\u015fikli\u011fi senaryolar\u0131 kapsam\u0131nda yap\u0131labilecekler bak\u0131m\u0131ndan potansiyel\nolarak da g\u00f6r\u00fclebilir. \u0130klim krizinden kaynaklanan sorunlar\u0131n a\u015f\u0131lmas\u0131nda k\u00fc\u00e7\u00fck\n\u00f6l\u00e7ekli \u00fcretimin s\u00fcrd\u00fcr\u00fclebilir pratiklere d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi ve kuru tar\u0131m\ny\u00f6ntemine dayal\u0131 yerel \u00fcretim pratikleri farkl\u0131 imk\u00e2nlar\u0131 da bar\u0131nd\u0131rmaktad\u0131r. <\/p>\n\n\n\n<p>Yerel-ulusal d\u00fczeyler\naras\u0131ndaki ge\u00e7i\u015flili\u011fi ve \u00f6zg\u00fcll\u00fckleri g\u00f6zeten, \u00f6l\u00e7ekler aras\u0131 tamamlay\u0131c\u0131\npolitikalar hesaba kat\u0131ld\u0131\u011f\u0131nda, etkili ve d\u00f6n\u00fc\u015ft\u00fcr\u00fcc\u00fc stratejiler\ngeli\u015ftirilebilecektir. Elbette bu \u00e7al\u0131\u015fma kapsam\u0131nda geli\u015ftirilen politika\n\u00f6nerileri do\u011frultusunda hayata ge\u00e7ecek olan pratikler i\u00e7erisinde, bu pratiklerde\nrol oynayan akt\u00f6rler eliyle, buradaki \u00e7al\u0131\u015fma kapsam\u0131nda do\u011frudan \u00f6ne \u00e7\u0131kar\u0131lmayan\nfarkl\u0131 sorunlar\u0131n \u00fcstesinden gelinmesi de m\u00fcmk\u00fcn olabilecektir. Politika ile\neylem ili\u015fkisi ba\u011flam\u0131nda bu tip \u00e7al\u0131\u015fmalara, t\u00fcm bo\u015fluklar\u0131 dolduran, a\u00e7\u0131kta\nhi\u00e7bir husus b\u0131rakmayan kapal\u0131 sistemler olarak bakmamak gerekir.
