Bu teknolojik at\u0131l\u0131m, i\u015f g\u00fcc\u00fc piyasas\u0131n\u0131n dinamiklerini de k\u00f6kten \u015fekillendirerek derin bir d\u00f6n\u00fc\u015f\u00fcm\u00fc beraberinde getirmektedir.<\/p>\n\n\n\n<p>Yapay zek\u00e2, son y\u0131llarda bilgi i\u015flem ve algoritmik s\u00fcre\u00e7lerde sa\u011flad\u0131\u011f\u0131 ileri d\u00fczey yeniliklerle bilim ve teknoloji alan\u0131nda devrim niteli\u011finde de\u011fi\u015fimlere yol a\u00e7m\u0131\u015ft\u0131r. Makine \u00f6\u011frenimi, do\u011fal dil i\u015fleme, veri analizi ve otomasyon gibi temel disiplinlerdeki uygulamalar\u0131yla yapay zek\u00e2 teknolojileri, hem g\u00fcnl\u00fck ya\u015famda hem de end\u00fcstriyel s\u00fcre\u00e7lerde giderek daha fazla kullan\u0131lmaktad\u0131r. Bu yayg\u0131nla\u015fma, yapay zek\u00e2n\u0131n yaln\u0131zca teknoloji sekt\u00f6r\u00fcn\u00fc de\u011fil, ayn\u0131 zamanda k\u00fcresel i\u015f g\u00fcc\u00fc piyasas\u0131n\u0131 da d\u00f6n\u00fc\u015ft\u00fcrme potansiyelini art\u0131rmaktad\u0131r. Yapay zek\u00e2, i\u015f s\u00fcre\u00e7lerini optimize etme, karar destek sistemlerini g\u00fc\u00e7lendirme ve rutin g\u00f6revleri otomatikle\u015ftirme kapasitesiyle, bir\u00e7ok sekt\u00f6rde i\u015f tan\u0131mlar\u0131n\u0131, gerekli beceri setlerini ve istihdam bi\u00e7imlerini yeniden \u015fekillendirmektedir. \u00d6te yandan, yapay zek\u00e2n\u0131n bu etkileri, i\u015f kayb\u0131, beceri kutupla\u015fmas\u0131 ve etik sorunlar gibi \u00f6nemli sosyoekonomik riskleri de beraberinde getirmektedir. Bu nedenle, yapay zek\u00e2n\u0131n i\u015f g\u00fcc\u00fc piyasas\u0131 \u00fczerindeki potansiyel fayda ve risklerinin kapsaml\u0131 \u015fekilde incelenmesi, hem politika yap\u0131c\u0131lar hem de i\u015f d\u00fcnyas\u0131 i\u00e7in kritik \u00f6neme sahiptir.<\/p>\n\n\n\n<p>Yapay zek\u00e2n\u0131n i\u015fg\u00fcc\u00fc piyasas\u0131nda ortaya \u00e7\u0131karaca\u011f\u0131 olumlu etkiler d\u00f6rt temel ba\u015fl\u0131k alt\u0131nda toplanabilir. Bunlar; yeni istihdam alanlar\u0131 olu\u015fturmas\u0131, \u00fcretkenli\u011fi ve verimlili\u011fi art\u0131rmas\u0131, ekonomik b\u00fcy\u00fcme ve inovasyonu tetiklemesi ve karar alma mekanizmalar\u0131n\u0131 g\u00fc\u00e7lendirmesidir. D\u00fcnya Ekonomik Forumu\u2019na g\u00f6re, yapay zek\u00e2 ve otomasyonun 2028 y\u0131l\u0131na kadar d\u00fcnya genelinde 69 milyon yeni i\u015f yaratmas\u0131 beklenmektedir [1]. Bu i\u015flerin b\u00fcy\u00fck oranda yarat\u0131c\u0131 d\u00fc\u015f\u00fcnme, analitik beceri, veri analizi, makine \u00f6\u011frenmesi ve yapay zek\u00e2 geli\u015ftirme gibi yetenekler ile ili\u015fkili olaca\u011f\u0131 \u00f6ng\u00f6r\u00fclmektedir. YZ tabanl\u0131 otomasyon sistemleri, \u00f6zellikle tekrarlayan ve d\u00fc\u015f\u00fck karma\u015f\u0131kl\u0131ktaki g\u00f6revleri h\u0131zl\u0131, tutarl\u0131 ve hatas\u0131z bi\u00e7imde yerine getirebildi\u011fi i\u00e7in i\u015f\u00e7ilerin daha karma\u015f\u0131k, yarat\u0131c\u0131l\u0131k i\u00e7eren ve katma de\u011ferli i\u015flere y\u00f6nelmesine imk\u00e2n tan\u0131maktad\u0131r [2]. Bu durum, &nbsp;yaln\u0131zca i\u015f g\u00fcc\u00fcn\u00fcn beceri kullan\u0131m\u0131n\u0131 optimize etmekle kalmay\u0131p, ayn\u0131 zamanda \u00fcretkenlik ve verimlili\u011fe \u00f6nemli katk\u0131lar sa\u011flamaktad\u0131r. 2023 y\u0131l\u0131nda yap\u0131lan \u00fc\u00e7 farkl\u0131 ara\u015ft\u0131rmada, \u00fcretken yapay zek\u00e2 ara\u00e7lar\u0131n\u0131n i\u015f yerlerinde benimsenmesiyle \u00e7al\u0131\u015fan verimlili\u011finde ortalama %66 oran\u0131nda kayda de\u011fer bir art\u0131\u015f oldu\u011fu tespit edilmi\u015ftir [3].<\/p>\n\n\n\n<p>Yapay zek\u00e2, b\u00fcy\u00fck miktarda veriyi insanlardan \u00e7ok daha h\u0131zl\u0131 i\u015fleyip analiz ederek bilin\u00e7li ve veri odakl\u0131 karar alma s\u00fcre\u00e7lerine olanak tan\u0131makta ve bir\u00e7ok sekt\u00f6rde olumlu sonu\u00e7lar do\u011furmaktad\u0131r. PwC\u2019nin ara\u015ft\u0131rmas\u0131na g\u00f6re, \u00fcretim hatlar\u0131nda YZ destekli robotlar\u0131n kullan\u0131m\u0131 i\u015f g\u00fcc\u00fc verimlili\u011fini %20\u2019ye kadar art\u0131rabilmektedir [4]. Benzer \u015fekilde finans sekt\u00f6r\u00fcnde algoritmik i\u015flem sistemleri, sa\u011fl\u0131k alan\u0131nda tan\u0131 destek yaz\u0131l\u0131mlar\u0131 ve lojistikte rota optimizasyon algoritmalar\u0131 hem maliyetleri d\u00fc\u015f\u00fcrmekte hem de hizmet kalitesini y\u00fckseltmektedir. McKinsey\u2019e g\u00f6re, bu \u00fcretkenlik ve yenilik dalgas\u0131 sonucunda yapay zek\u00e2, 2030\u2019a kadar k\u00fcresel ekonomiye 13 trilyon dolarl\u0131k katk\u0131 sa\u011flayacakt\u0131r [5]. Bu ekonomik art\u0131\u015f\u0131n, i\u015fg\u00fcc\u00fc ikamesi, \u00fcr\u00fcn ve hizmetlerde artan inovasyon ve yapay zek\u00e2yla ili\u015fkili yeni i\u015f taleplerinin yarat\u0131lmas\u0131 gibi bir dizi etkenin birle\u015fiminden kaynaklanaca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fclmektedir. Ayr\u0131ca, insan yeteneklerini ikame etmek yerine tamamlay\u0131c\u0131 nitelik ta\u015f\u0131yan yapay zek\u00e2 uygulamalar\u0131, \u00f6zellikle \u00fcretim s\u00fcre\u00e7lerinde insanlarla birlikte \u00e7al\u0131\u015fan i\u015fbirlik\u00e7i robotlar (cobot\u2019lar) arac\u0131l\u0131\u011f\u0131yla verimlilik ve performans art\u0131\u015f\u0131 sa\u011flanacak ve ayn\u0131 zamanda i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi anlam\u0131nda iyile\u015fmeler g\u00f6r\u00fclecektir [6].<\/p>\n\n\n\n<p>Yapay zek\u00e2 d\u00f6n\u00fc\u015f\u00fcm\u00fc t\u00fcm faydal\u0131 sonu\u00e7lar\u0131n yan\u0131 s\u0131ra, toplumda derin sosyoekonomik sorunlar olu\u015fturabilecek kritik riskler de bar\u0131nd\u0131rmaktad\u0131r. Genel hatlar\u0131yla \u00f6ne \u00e7\u0131kran risk unsurlar\u0131: i\u015ften \u00e7\u0131karmalar, beceri veya i\u015fg\u00fcc\u00fc kutupla\u015fmas\u0131, gelir adaletsizli\u011fi, sosyoekonomik e\u015fitsizlikler, etik ve g\u00fcvenlik sorunlar\u0131, toplumsal psikolojik etkiler ve g\u00fc\u00e7 yo\u011funla\u015fmas\u0131 gibi politik &amp; k\u00fcresel etkilerdir. \u015e\u00fcphesiz ki yapay zek\u00e2n\u0131n en \u00e7ok endi\u015fe konusu oldu\u011fu husus, i\u015fg\u00fcc\u00fc piyasas\u0131nda neden olmas\u0131 beklenen istihdam kayb\u0131d\u0131r. Goldman Sachs\u2019\u0131n raporuna g\u00f6re, d\u00fcnya \u00e7ap\u0131nda yakla\u015f\u0131k 300 milyon tam zamanl\u0131 i\u015f, \u00fcretken yapay zek\u00e2 nedeniyle otomasyona maruz kalabilir [7]. Bu durum i\u015fsizlik, gelir kayb\u0131 ve ekonomik belirsizlik gibi \u00f6nemli toplumsal ve ekonomik zorluklar\u0131 beraberinde getirecektir.<\/p>\n\n\n\n<p>Yapay zek\u00e2n\u0131n istihdam \u00fczerindeki etkilerinin sekt\u00f6rlere ve beceri gruplar\u0131na g\u00f6re farkl\u0131l\u0131k g\u00f6sterece\u011fi \u00f6ng\u00f6r\u00fclmektedir. \u00d6rne\u011fin OECD (2024) verilerine g\u00f6re, d\u00fc\u015f\u00fck vas\u0131f gerektiren i\u015flerde \u00e7al\u0131\u015fanlar\u0131n yakla\u015f\u0131k %14\u2019\u00fc otomasyon nedeniyle do\u011frudan i\u015f kayb\u0131 riski alt\u0131ndad\u0131r [8]. Goldman Sachs\u2019\u0131n ara\u015ft\u0131rmalar\u0131na g\u00f6re, \u00f6n\u00fcm\u00fczdeki y\u0131llarda yapay zek\u00e2n\u0131n en \u00e7ok i\u015f kayb\u0131na neden olaca\u011f\u0131 meslek gruplar\u0131 aras\u0131nda bilgisayar programc\u0131lar\u0131, muhasebeciler ve denet\u00e7iler, hukuk ve idari asistanlar, m\u00fc\u015fteri hizmetleri temsilcileri, tele pazarlamac\u0131lar, d\u00fczeltmenler ve metin edit\u00f6rleri ile kredi analistleri yer almaktad\u0131r. Buna kar\u015f\u0131n, i\u015f kayb\u0131 ya\u015fama olas\u0131l\u0131\u011f\u0131 en d\u00fc\u015f\u00fck meslekler hava trafik kontrol\u00f6rleri, genel m\u00fcd\u00fcrler, radyologlar, eczac\u0131lar, konut dan\u0131\u015fmanlar\u0131, foto\u011fraf\u00e7\u0131lar ve din adamlar\u0131d\u0131r [9]. G\u00f6rsel 1\u2019de g\u00f6r\u00fclece\u011fi \u00fczere, ABD\u2019de baz\u0131 sekt\u00f6rlerde erken d\u00f6nem daralma i\u015faretleri h\u00e2lihaz\u0131rda g\u00f6zlenmektedir. Pazarlama dan\u0131\u015fmanl\u0131\u011f\u0131, grafik tasar\u0131m, ofis y\u00f6netimi ve \u00e7a\u011fr\u0131 merkezi hizmetleri gibi alanlarda 2015-2019 y\u0131llar\u0131 aras\u0131ndaki e\u011filime k\u0131yasla istihdamda d\u00fc\u015f\u00fc\u015f s\u00f6z konusudur. Buna ek olarak, bilgisayar sistemleri tasar\u0131m\u0131, yaz\u0131l\u0131m yay\u0131nc\u0131l\u0131\u011f\u0131 ve web arama portallar\u0131 gibi teknoloji odakl\u0131 meslek gruplar\u0131nda istihdam art\u0131\u015f\u0131 belirgin bi\u00e7imde yava\u015flam\u0131\u015f olup Kas\u0131m 2022\u2019den bu yana teknoloji istihdam\u0131n\u0131n toplam istihdam i\u00e7indeki pay\u0131 s\u00fcrekli olarak gerilemi\u015ftir.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"603\" height=\"247\" src=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2026\/06\/Resim1.jpg\" alt=\"\" class=\"wp-image-1181\" srcset=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2026\/06\/Resim1.jpg 603w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2026\/06\/Resim1-300x123.jpg 300w\" sizes=\"auto, (max-width: 603px) 100vw, 603px\" \/><\/figure>\n\n\n\n<p><em>G\u00f6rsel 1<\/em> &#8211;<em> Yapay zekan\u0131n istihdam\u0131n yerini ald\u0131\u011f\u0131na dair anekdotlar\u0131n oldu\u011fu baz\u0131 sekt\u00f6rlere ait istihdam verileri (ABD) [9]<\/em><\/p>\n\n\n\n<p>\u0130stihdam kayb\u0131na ili\u015fkin endi\u015felerin yan\u0131 s\u0131ra yapay zek\u00e2 kullan\u0131m\u0131n\u0131n do\u011furdu\u011fu bir di\u011fer \u00f6nemli sorun beceri kutupla\u015fmas\u0131d\u0131r. \u0130leri teknoloji ve analitik beceriler gerektiren mesleklere y\u00f6nelik talep artarken rutin ve orta vas\u0131fl\u0131 pozisyonlar giderek ortadan kalkma tehlikesiyle kar\u015f\u0131 kar\u015f\u0131ya kalmaktad\u0131r. Orta vas\u0131fl\u0131 i\u015flerin gerilemesiyle olu\u015fan bu kutupla\u015fman\u0131n, gelir e\u015fitsizli\u011fini derinle\u015ftirmesi ve \u00f6zellikle mesleki e\u011fitim olanaklar\u0131na eri\u015fimi s\u0131n\u0131rl\u0131 olan bireyler a\u00e7\u0131s\u0131ndan ciddi sosyal ve ekonomik zorluklar yaratmas\u0131 \u00f6ng\u00f6r\u00fclmektedir.&nbsp; IMF\u2019nin yay\u0131mlad\u0131\u011f\u0131 raporlarda, yapay zek\u00e2n\u0131n geli\u015fmi\u015f ekonomilerde i\u015fg\u00fcc\u00fcn\u00fcn yakla\u015f\u0131k %60\u2019\u0131n\u0131 do\u011frudan etkileyebilece\u011fi ve bu etkinin \u00f6zellikle y\u00fcksek gelirli \u00e7al\u0131\u015fanlar lehine sonu\u00e7lar do\u011furarak gelir e\u015fitsizli\u011fini art\u0131rabilece\u011fi vurgulanm\u0131\u015ft\u0131r [10, 11]. Benzer \u015fekilde, Acemo\u011flu ve Restrepo\u2019nun \u00e7al\u0131\u015fmalar\u0131, otomasyonun i\u015fg\u00fcc\u00fc piyasas\u0131nda g\u00f6revlerin yeniden da\u011f\u0131l\u0131m\u0131na yol a\u00e7arak d\u00fc\u015f\u00fck ve orta vas\u0131fl\u0131 i\u015f\u00e7ilerin \u00fccretlerini bask\u0131lad\u0131\u011f\u0131n\u0131, buna kar\u015f\u0131l\u0131k y\u00fcksek vas\u0131fl\u0131 i\u015f\u00e7ilerin kazan\u00e7lar\u0131n\u0131 art\u0131rd\u0131\u011f\u0131n\u0131 g\u00f6stermektedir [12]. Bank for International Settlements\u2019\u0131n analizi de yapay zek\u00e2 ve ilgili teknolojilere y\u00f6nelik yat\u0131r\u0131mlar\u0131n, en y\u00fcksek gelir grubunun toplam gelirden ald\u0131\u011f\u0131 pay\u0131 art\u0131rd\u0131\u011f\u0131n\u0131, orta ve alt gelir gruplar\u0131nda ise kay\u0131plara yol a\u00e7t\u0131\u011f\u0131n\u0131 ortaya koymaktad\u0131r [13]. Bu bulgular, beceri kutupla\u015fmas\u0131n\u0131n yaln\u0131zca i\u015fg\u00fcc\u00fc piyasas\u0131nda de\u011fil, gelir da\u011f\u0131l\u0131m\u0131nda da belirgin e\u015fitsizlikler yaratma potansiyeline sahip oldu\u011funu g\u00f6stermektedir.<\/p>\n\n\n\n<p>Yapay zek\u00e2 uygulamalar\u0131n\u0131n i\u015f yerlerine entegrasyonunun di\u011fer \u00f6nemli bir olumsuz etkisinin ise, \u00e7al\u0131\u015fanlar\u0131n psikolojisi \u00fczerinde olaca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fclmektedir. Ernst &amp; Young (EY) taraf\u0131ndan y\u00fcr\u00fct\u00fclen bir \u00e7al\u0131\u015fmada, \u00e7al\u0131\u015fanlar\u0131n %71\u2019inin yapay zek\u00e2 kaynakl\u0131 kayg\u0131 ya\u015fad\u0131\u011f\u0131, %48\u2019inin ise kayg\u0131 d\u00fczeyinin son bir y\u0131lda artt\u0131\u011f\u0131 rapor edilmi\u015ftir [14]. Benzer bi\u00e7imde, 2024 y\u0131l\u0131nda yay\u0131nlanan akademik bir ara\u015ft\u0131rma, yapay zek\u00e2n\u0131n i\u015f yerinde benimsenmesinin i\u015f stresini \u00f6nemli \u00f6l\u00e7\u00fcde art\u0131rd\u0131\u011f\u0131n\u0131 ve dolayl\u0131 olarak da t\u00fckenmi\u015fli\u011fi (burn-out) tetikledi\u011fini ortaya koymu\u015ftur [15]. Almanya\u2019da y\u00fcr\u00fct\u00fclen g\u00f6zlemsel bir \u00e7al\u0131\u015fma ise, y\u00fcksek d\u00fczeyde robotizasyonun i\u015fyerlerinde \u00e7al\u0131\u015fanlar\u0131n ama\u00e7 duygusunu ve i\u015f \u00f6zerkli\u011fini zay\u0131flatarak stres ve motivasyon kayb\u0131na yol a\u00e7t\u0131\u011f\u0131n\u0131 g\u00f6stermektedir [16]. Bu bulgular, yapay zek\u00e2 ve otomasyonun i\u015f yerlerine entegrasyonunun yaln\u0131zca verimlilik ve \u00fcretkenlik \u00fczerinde de\u011fil, \u00e7al\u0131\u015fanlar\u0131n psikolojik iyilik h\u00e2li \u00fczerinde de \u00f6nemli etkiler yaratabilece\u011fini ve bu etkilerin y\u00f6netilmesinin kurumsal a\u00e7\u0131dan kritik oldu\u011funu g\u00f6stermektedir.<\/p>\n\n\n\n<p>Sonu\u00e7 olarak, yapay zek\u00e2n\u0131n i\u015f g\u00fcc\u00fc piyasas\u0131nda yarataca\u011f\u0131 d\u00f6n\u00fc\u015f\u00fcm hem b\u00fcy\u00fck f\u0131rsatlar hem de ciddi riskler bar\u0131nd\u0131rmaktad\u0131r. Bu d\u00f6n\u00fc\u015f\u00fcm\u00fcn toplumsal refah\u0131 art\u0131r\u0131c\u0131 bir \u015fekilde y\u00f6netilebilmesi i\u00e7in kapsay\u0131c\u0131 politikalar\u0131n geli\u015ftirilmesi, sosyal g\u00fcvenlik sistemlerinin i\u015f kay\u0131plar\u0131na kar\u015f\u0131 g\u00fc\u00e7lendirilmesi ve ya\u015fam boyu \u00f6\u011frenmenin desteklemesi kritik \u00f6nemdedir. Yapay zek\u00e2n\u0131n insan\u0131n yerine de\u011fil insan ile birlikte \u00e7al\u0131\u015ft\u0131\u011f\u0131 sistemlerin hayata ge\u00e7irilmesi hem karar alma mekanizmalar\u0131n\u0131n performans\u0131n\u0131 hem de verimlili\u011fi art\u0131racakt\u0131r. Bu ba\u011flamda \u00f6zel sekt\u00f6r\u00fcn, maliyet avantaj\u0131n\u0131 sa\u011flamaya \u00e7al\u0131\u015fman\u0131n yan\u0131 s\u0131ra, \u00e7al\u0131\u015fanlar\u0131n becerilerini geli\u015ftirmeye yat\u0131r\u0131m yapmas\u0131 ve yapay zek\u00e2y\u0131 insan eme\u011fini tamamlay\u0131c\u0131 bir ara\u00e7 olarak kullanarak d\u00f6n\u00fc\u015f\u00fcme uyum sa\u011flamas\u0131 \u00f6nem te\u015fkil etmektedir. \u00dcniversiteler, m\u00fcfredatlar\u0131n\u0131 analitik d\u00fc\u015f\u00fcnme, yapay zek\u00e2 okuryazarl\u0131\u011f\u0131, etik ve \u00e7ok disiplinli yetkinlikleri \u00f6ne \u00e7\u0131karacak \u015fekilde g\u00fcncelleyerek gelece\u011fin i\u015f g\u00fcc\u00fcn\u00fc haz\u0131rlamada merkezi bir rol \u00fcstlenme f\u0131rsat\u0131na sahiptir. Sivil toplum kurulu\u015flar\u0131 ise, dezavantajl\u0131 gruplara destek sa\u011flayarak ve toplumsal fark\u0131ndal\u0131\u011f\u0131 art\u0131rarak d\u00f6n\u00fc\u015f\u00fcm\u00fcn adil bir \u015fekilde y\u00f6netilmesine katk\u0131da bulunabilir.
