Mustafa \u00dcST\u00dcNEL<\/strong><\/strong><br><em>Uzman<\/em><br><em><em>Proje Uygulama ve \u0130zleme Birimi<\/em><br><\/em><a href=\"mailto:mustafa.\u00fcst\u00fcnel@izka.org.tr\" data-type=\"mailto\" data-id=\"mailto:mustafa.\u00fcst\u00fcnel@izka.org.tr\">mustafa.\u00fcst\u00fcnel@izka.org.tr<\/a><\/p>\n\n\n\n<p>Tarih boyunca denizler ticaret, seyahat, ke\u015fif ve fetih gibi bir\u00e7ok farkl\u0131 maksatlar i\u00e7in istifade edilen, uygarl\u0131klar\u0131 ve k\u00fclt\u00fcrleri birbirine ba\u011flayan bir vas\u0131ta olmu\u015ftur. \u0130lk d\u00f6nemlerden itibaren denizlerin \u00f6zellikle ticaret amac\u0131yla kullan\u0131lmas\u0131ndaki ba\u015fl\u0131ca sebep deniz \u00fczerinden yap\u0131lan ticaretin karayoluna k\u0131yasla \u00e7ok daha fazla miktarlarda emtian\u0131n ta\u015f\u0131nmas\u0131na imk\u00e2n tan\u0131mas\u0131d\u0131r. (\u00d6zdemir, 2016). Y\u00fcksek karl\u0131l\u0131\u011f\u0131 ve di\u011fer ta\u015f\u0131mac\u0131l\u0131k t\u00fcrlerine g\u00f6re sa\u011flad\u0131\u011f\u0131 kolayl\u0131k deniz yollar\u0131n\u0131 alternatifleri kar\u015f\u0131s\u0131nda s\u00fcrekli olarak \u00f6ne \u00e7\u0131karm\u0131\u015ft\u0131r. G\u00fcn\u00fcm\u00fczde d\u00fcnya ticaretinin % 87\u2019si deniz yolu ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 ile ger\u00e7ekle\u015ftirilmektedir (DTO, 2024).<\/p>\n\n\n\n<p>Deniz yollar\u0131, y\u00fczy\u0131llar boyunca sadece ticari \u00fcr\u00fcnlerin de\u011fil, &nbsp;k\u00fclt\u00fcrel ve bilimsel etkile\u015fimlerin de ta\u015f\u0131y\u0131c\u0131s\u0131 olmu\u015ftur. Bu vesile ile denizler,&nbsp; insanl\u0131k tarihinin \u015fekillenmesinde merkezi bir rol \u00fcstlenmi\u015ftir. Bununla birlikte deniz yollar\u0131na hakim olma m\u00fccadelesi uluslararas\u0131 gerilimleri ve hatta sava\u015flar\u0131 da beraberinde getirmi\u015ftir.<\/p>\n\n\n\n<p><strong>Denizlere H\u00e2kimiyet ve Etkileri<\/strong><\/p>\n\n\n\n<p>Antik \u00e7a\u011flardan bu yana deniz ticareti, ekonomik b\u00fcy\u00fcme ve k\u00fclt\u00fcrel al\u0131\u015fveri\u015fin \u015fekillenmesinde merkezi bir rol oynam\u0131\u015ft\u0131r. \u00d6zellikle 15. yy\u2019da ba\u015flayan ke\u015fifler deniz yollar\u0131n\u0131n \u00f6nemini artt\u0131rm\u0131\u015ft\u0131r. Amerika ve Asya\u2019ya do\u011fru ger\u00e7ekle\u015fen deniza\u015f\u0131r\u0131 yay\u0131lma geli\u015fmekte olan ulus devletler aras\u0131nda bir rekabet meselesi olmu\u015ftur. Bu rekabet ilk olarak Portekiz ve \u0130spanya, sonras\u0131nda Britanya, Fransa ve Hollanda aras\u0131nda ger\u00e7ekle\u015fmi\u015ftir. &nbsp;Bu deniza\u015f\u0131r\u0131 yay\u0131lman\u0131n ilk amac\u0131 Asya\u2019n\u0131n baharatlar\u0131na ve di\u011fer zenginliklerine eri\u015fmektir (Hirst, 2021). Avrupa devletlerinin yeni ticaret yollar\u0131 bulmak amac\u0131yla ger\u00e7ekle\u015ftirdi\u011fi deniz yolculuklar\u0131 ile k\u0131sa s\u00fcrede yery\u00fcz\u00fcn\u00fcn t\u00fcm k\u0131y\u0131lar\u0131, deniz ve okyanuslar\u0131 bilinir hale gelmi\u015ftir. 15. ve 20. y\u00fczy\u0131l aras\u0131ndaki bu ke\u015fif d\u00f6nemi kutuplar\u0131n ke\u015ffi ile son bulmu\u015ftur.<\/p>\n\n\n\n<p>Deniz yollar\u0131, d\u00fcnyan\u0131n farkl\u0131 noktalar\u0131nda m\u00fcreffeh k\u0131y\u0131 \u015fehirlerinin do\u011fmas\u0131na neden olmakla birlikte yeni rotalar\u0131n ke\u015ffinin olumsuz sonu\u00e7lar\u0131 da olmu\u015ftur. Ticari ula\u015ft\u0131rma ve lojistik hatlar\u0131n\u0131n kontrol\u00fc ile ilgili konular, k\u00fcresel g\u00fc\u00e7ler aras\u0131ndaki hegemonya m\u00fccadelelerinin en kritik unsurlar\u0131ndan biri haline gelmi\u015f, lojistik hatlar \u00fczerindeki m\u00fccadelenin sertle\u015fmesi fiziki sava\u015flar da d\u00e2hil olmak \u00fczere bir\u00e7ok \u00e7at\u0131\u015fman\u0131n fitilini ate\u015flemi\u015ftir.<\/p>\n\n\n\n<p>1600\u2019l\u00fc y\u0131llarla birlikte gerek deniz \u00fcst\u00fcnl\u00fc\u011f\u00fc ve gerekse uygarl\u0131k Avrupa\u2019n\u0131n kuzeyine kaym\u0131\u015f ve buradaki ulus devletler d\u00fcnya egemenli\u011fi yolunda \u00f6nce denizlerde \u00fcst\u00fcnl\u00fc\u011f\u00fc ele ge\u00e7irmi\u015ftir. Avrupa sava\u015fkanl\u0131\u011f\u0131 ile denizcilik tekni\u011finin bile\u015fimi, \u00e7ok k\u0131sa bir s\u00fcre i\u00e7inde t\u00fcm yery\u00fcz\u00fcn\u00fcn k\u00fclt\u00fcrel dengesini temelinden de\u011fi\u015ftirmi\u015ftir. Yery\u00fcz\u00fcnde kara yerine deniz ula\u015f\u0131m\u0131 d\u00f6nemi ba\u015flam\u0131\u015f, ula\u015f\u0131m ve ta\u015f\u0131mac\u0131l\u0131k karalardan denizlere ge\u00e7meye ba\u015flay\u0131nca g\u00fcn\u00fcm\u00fczde \u00e7evrede kalan eski d\u00fcnya i\u00e7indeki M\u00fcsl\u00fcman halklar yery\u00fcz\u00fcndeki merkezi durumlar\u0131n\u0131 yitirmi\u015ftir (Sander, 2002). Portekizliler ve \u0130spanyollar, Atlantik okyanusunu a\u015f\u0131p yok ettikleri g\u00fcney Amerika imparatorluklar\u0131n\u0131 ya\u011fmalarken Afrika\u2019n\u0131n g\u00fcney ucundan ge\u00e7en rotay\u0131 kullanmaya ba\u015flad\u0131ktan sonra Araplar\u0131n Asya\u2019ya uzanan deniz yollar\u0131 \u00fczerindeki denetimini onlar\u0131n elinden alm\u0131\u015f, k\u0131tan\u0131n \u00e7e\u015fitli noktalar\u0131ndaki limanlar\u0131 kendi karakollar\u0131na d\u00f6n\u00fc\u015ft\u00fcrm\u00fc\u015ft\u00fcr. G\u00fcneydo\u011fu Asya, G\u00fcney Amerika, Afrika k\u0131talar\u0131 \u00fczerinde n\u00fcfuz sahibi olmaya y\u00f6nelik m\u00fccadelelerden \u0130ngilizler galibiyetle \u00e7\u0131km\u0131\u015f; &nbsp;18. y\u00fczy\u0131lda \u0130spanyollar ve Frans\u0131zlarla girdikleri \u00e7ok say\u0131da sava\u015f\u0131n ard\u0131ndan s\u00f6m\u00fcrgeci g\u00fc\u00e7ler aras\u0131nda lider konumuna y\u00fckselerek devasa filosu sayesinde y\u00fcksek getirisi olan ticari faaliyetler y\u00fcr\u00fctm\u00fc\u015f, yerle\u015fim yerleri in\u015fa etmi\u015f ve bunlarla \u00e7o\u011funlukla dolayl\u0131 egemenlik bi\u00e7imleri kurmu\u015ftur (Kocka,2018).<\/p>\n\n\n\n<p>Deniz ticareti, yaratt\u0131\u011f\u0131 iktisadi \u00e7ekim alan\u0131 ile bulundu\u011fu b\u00f6lgenin demografik yap\u0131s\u0131, alt yap\u0131 ve sanayile\u015fme ve dolay\u0131s\u0131yla yerel kaynaklar\u0131n azalmas\u0131 ve ikinci bir itici g\u00fc\u00e7 olarak yeniden kaynak aray\u0131\u015f\u0131 gibi fakt\u00f6rlerle d\u00f6ng\u00fcsel olarak s\u00fcrekli b\u00fcy\u00fcyen bir sekt\u00f6rd\u00fcr (Bay\u0131rhan, 2023). S\u00fcrekli kaynak aray\u0131\u015f\u0131n\u0131n ise s\u00f6m\u00fcrgecili\u011fe ve uluslar\u0131n \u00e7\u0131kar \u00e7at\u0131\u015fmalar\u0131na yol a\u00e7t\u0131\u011f\u0131, bu do\u011frultuda sava\u015flar\u0131 tetikledi\u011fi bir ger\u00e7ek olarak kar\u015f\u0131m\u0131za \u00e7\u0131kmaktad\u0131r. Sonu\u00e7 olarak tarihsel s\u00fcre\u00e7te, deniz yollar\u0131na hakimiyet m\u00fccadelesinin ticari boyuttan \u00f6te, d\u00fcnya genelini etkileyen ekonomik ve politik sonu\u00e7lar\u0131 oldu\u011funu s\u00f6ylemek m\u00fcmk\u00fcnd\u00fcr.<\/p>\n\n\n\n<p><strong>G\u00fcn\u00fcm\u00fczde Deniz Ticaret Rotalar\u0131 ve Arktik Rota<\/strong><\/p>\n\n\n\n<p>Deniz ticaretinde kullan\u0131lan geleneksel hatlar genellikle D\u00fcnya \u00e7ap\u0131ndaki b\u00fcy\u00fck \u00fcretim merkezlerine ve \u00f6nemli t\u00fcketim merkezlerine yak\u0131n olan limanlar aras\u0131nda bulunmaktad\u0131r. Ancak g\u00fcn\u00fcm\u00fczde ara mal olarak tabir edilen \u00fcr\u00fcnlerin ticareti, uluslararas\u0131 ticarette \u00f6nemli yer tuttu\u011fu i\u00e7in \u00f6nemli \u00fcretim merkezleri aras\u0131nda da s\u0131k kullan\u0131lan deniz ticaret rotalar\u0131 olu\u015fturulmu\u015ftur (DTO, 2016). Trans Pasifik, Uzak Do\u011fu\u2013Avrupa ve Trans Atlantik rotalar\u0131, konteyner ta\u015f\u0131mac\u0131l\u0131\u011f\u0131n\u0131n ger\u00e7ekle\u015ftirildi\u011fi en y\u00fcksek ta\u015f\u0131ma kapasitesine sahip rotalar olup ana denizcilik rotalar\u0131 olarak adland\u0131r\u0131lmaktad\u0131r. Bununla birlikte k\u00fcresel \u0131s\u0131nman\u0131n yaratt\u0131\u011f\u0131 buzul erimeleri, Kuzey Deniz Rotalar\u0131n\u0131 (Arktik Rota) deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 i\u00e7in alternatif bir rota olarak sekt\u00f6r\u00fcn g\u00fcndemine ta\u015f\u0131m\u0131\u015ft\u0131r (Akbay\u0131rl\u0131 ve Ba\u015fer, 2019).<\/p>\n\n\n\n<p>Bu noktada Arktik b\u00f6lgeye k\u0131saca de\u011finmek gerekir. Arktik b\u00f6lgesi tam olarak Arktik Daire (Arctic Circle) i\u00e7indeki buzla kapl\u0131 olan Kuzey Kutbu ve Arktik Okyanusu da i\u00e7ine alan b\u00f6lge olarak tan\u0131mlanmaktad\u0131r (Akp\u0131nar, 2017). Arktik B\u00f6lgesi, kuzey kutbu ile 66. kuzey paraleli aras\u0131nda bulunmaktad\u0131r. Toplamda yakla\u015f\u0131k 27 milyon kilometrekare geni\u015fli\u011finde olan b\u00f6lgenin sadece 9 milyon kilometrekaresi karadan olu\u015fmaktad\u0131r. Kuzey Kutup Dairesinin kuzeyinde sekiz \u00fclke bulunmaktad\u0131r: ABD (Alaska), Kanada, Rusya, Norve\u00e7, Danimarka (Gr\u00f6nland\u2019in Danimarka Krall\u0131\u011f\u0131n\u0131n bir \u00fcye devleti olmas\u0131 sebebiyle), Finlandiya, \u0130sve\u00e7 ve \u0130zlanda. Bu sekiz \u00fclke genellikle Arktik \u00fclkeleri olarak an\u0131lmakta olup Arktik Konseyi\u2019nin \u00fcye devletleridir. Sekiz Arktik \u00fclkesinin bir alt k\u00fcmesi, Arktik k\u0131y\u0131 \u00fclkeleri olarak kabul edilen be\u015f \u00fclkedir: ABD, Kanada, Rusya, Norve\u00e7 ve Danimarka (Akp\u0131nar,2020).<\/p>\n\n\n\n<p>K\u00fcresel \u0131s\u0131nman\u0131n etkisi ile g\u00fcndeme gelen, Uluslararas\u0131 Denizcilik \u00d6rg\u00fct\u00fc\u2019n\u00fcn (IMO) 2017\u2019de belirli emniyet d\u00fczenlemeleri getirerek duyurdu\u011fu ve 2018\u2019 de y\u00fcr\u00fcrl\u00fc\u011fe soktu\u011fu Arktik Denizcilik Rotalar\u0131 ise kendi i\u00e7erisinde 4 rotadan olu\u015fmaktad\u0131r. Bunlar, Kuzey Deniz Rotas\u0131 (Northern Sea Route \u2013 NSR), Kuzeybat\u0131 Ge\u00e7idi (Northwest Passage \u2013 NWP), Transpolar Deniz Rotas\u0131 (Transpolar Sea Route \u2013 TSR) ve Arktik K\u00f6pr\u00fc (Arctic Bridge \u2013 ABR)\u2019d\u00fcr. (Akbay\u0131rl\u0131 ve Ba\u015fer, 2019).<\/p>\n\n\n\n<p><strong>Arktik B\u00f6lge Neden \u00d6nemli?<\/strong><\/p>\n\n\n\n<p>K\u00fcresel iklim de\u011fi\u015fikli\u011fi, g\u00fcn\u00fcm\u00fczde Arktik B\u00f6lgesi\u2019nin \u00f6neminin artmas\u0131n\u0131 sa\u011flayan ba\u015fl\u0131ca fakt\u00f6r olmu\u015ftur. S\u00f6z konusu iklim de\u011fi\u015fikli\u011finin yaratm\u0131\u015f oldu\u011fu iki etki Arktik B\u00f6lgesi\u2019ni \u00f6nemli k\u0131lmaktad\u0131r. \u0130klim de\u011fi\u015fiminin yaratm\u0131\u015f oldu\u011fu b\u00f6lgedeki \u0131s\u0131 art\u0131\u015f\u0131 buzullar\u0131n erimesine neden olmakta, bu da deniz taban\u0131ndaki do\u011fal kaynaklara eri\u015fime kolayl\u0131k sa\u011flamaktad\u0131r (Akp\u0131nar, 2017). Arktik b\u00f6lgeyi \u00f6nemli k\u0131lan di\u011fer unsur ise, buzul erimeleri sonucu deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 i\u00e7in alternatif bir rota olarak Arktik rotalar\u0131n g\u00fcndeme gelmesidir.<\/p>\n\n\n\n<p>Arktik B\u00f6lgesi, yery\u00fcz\u00fcnde kalan en b\u00fcy\u00fck do\u011fal zenginlik rezervlerinden birine sahiptir. (Akp\u0131nar,2020). Arktik Okyanusu\u2019nda bulunan do\u011fal kaynaklara ili\u015fkin en \u00f6nemli belge 2008 y\u0131l\u0131nda yay\u0131nlanan ABD Jeolojik Ara\u015ft\u0131rma Merkezi (USGS)\u2019nin raporudur. Bu rapor uyar\u0131nca, Arktik Dairesi\u2019nin kuzeyinde kalan 33 co\u011frafik merkezde 90 milyar varil petrol, 1,669 trilyon k\u00fcbik fit do\u011fal gaz ve 44 milyar varil likit do\u011fal gaz bulunmaktad\u0131r. Bu do\u011fal kaynaklar\u0131n yan\u0131nda kalay, k\u00f6m\u00fcr, manganez, alt\u0131n, nikel, kur\u015fun, platin, \u00e7inko, elmas ve bal\u0131k rezervleri (\u015eim\u015fek, 2019) ve USGS\u2019nin ara\u015ft\u0131rmalar\u0131n\u0131n sonucundaki tahminlere g\u00f6re; d\u00fcnyada hen\u00fcz ke\u015ffedilmemi\u015f olan hidrokarbon kaynaklar\u0131n\u0131n y\u00fczde 25\u2019i bu b\u00f6lgede bulunmaktad\u0131r (Akp\u0131nar,2020).<\/p>\n\n\n\n<p>B\u00f6lgenin jeopolitik \u00f6nemini art\u0131ran bir di\u011fer fakt\u00f6r ise, eriyen buzullar sayesinde ticari deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131na a\u00e7\u0131lan yeni Arktik rotalar\u0131d\u0131r<a><\/a><a>.<\/a><a href=\"#_msocom_1\">[l1]<\/a>&nbsp;<a href=\"#_msocom_2\">[M\u00dc2]<\/a>&nbsp; Yak\u0131t ve zaman tasarrufu sa\u011flayan bu yeni rota, armat\u00f6rleri bir hayli cezbetmektedir. Bu nedenle rota \u00fczerinde Maersk ve <a href=\"https:\/\/www.denizhaber.net\/cosco-kuzey-denizi-ticaret-rotasini-test-etti-haber-90857.htm\">COSCO<\/a> gibi b\u00fcy\u00fck firmalar deneme seferleri d\u00fczenlemi\u015flerdir. 2018 y\u0131l\u0131nda Maersk\u2019e ait konteyner gemisi <a href=\"https:\/\/www.haberturk.com\/venta-maersk-suveys-yerine-kuzey-kutbu-rotasindan-gecerek-seferini-16-gun-erken-bitirdi-2180596-ekonomi\">Venta<\/a> Mearsk, Rusya\u2019n\u0131n do\u011fusunda Pasifik Okyanusu k\u0131y\u0131s\u0131ndaki Sibirya\u2019ya ba\u011fl\u0131 Vladivostok\u2019tan kalkarak,&nbsp; deniz ticaretinin y\u00fczde doksan\u0131n\u0131n ger\u00e7ekle\u015fti\u011fi S\u00fcvey\u015f Kanal\u0131 rotas\u0131n\u0131 kullanmadan, Kuzey Buz Denizi\u2019nde yol alarak Rusya\u2019n\u0131n Balt\u0131k Denizi k\u0131y\u0131s\u0131ndaki St. Petersburg liman\u0131na ula\u015fm\u0131\u015ft\u0131r. Arktik Rota\u2019y\u0131 kullanan ilk konteyner gemisi olan Venta Maersk,&nbsp; S\u00fcvey\u015f Kanal\u0131 rotas\u0131na oranla 8 bin kilometre daha az yol yaparak 53 g\u00fcn s\u00fcrecek olan seferi 37 g\u00fcnde tamamlam\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>G\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere Arktik Rota seyahat s\u00fcrelerini \u00fc\u00e7te bir oran\u0131nda azaltmaktad\u0131r. D\u00fcnya ticaretinin %87\u2019sinin deniz yolu ile yap\u0131ld\u0131\u011f\u0131n\u0131 g\u00f6z \u00f6n\u00fcne ald\u0131\u011f\u0131m\u0131zda yeni rotalar\u0131n sa\u011flayaca\u011f\u0131 zaman ve yak\u0131t tasarrufu daha anlaml\u0131 hale gelmektedir.<\/p>\n\n\n\n<p>Yukar\u0131da detayl\u0131ca anlat\u0131lan nedenlerden \u00f6t\u00fcr\u00fc arktik b\u00f6lgenin stratejik \u00fcst\u00fcnl\u00fck kurma m\u00fccadelesinin merkezi olaca\u011f\u0131n\u0131 s\u00f6ylemek yanl\u0131\u015f olmayacakt\u0131r. B\u00f6lgenin tan\u0131m k\u0131sm\u0131nda da de\u011finildi\u011fi gibi, Artika; ABD, Rusya Federasyonu, Kanada, Norve\u00e7, \u0130sve\u00e7, \u0130zlanda ve Danimarka\u2019n\u0131n kara par\u00e7alar\u0131ndan olu\u015fmakta ve bu \u00fclkeler b\u00f6lgede kendi k\u0131ta sahanl\u0131klar\u0131n\u0131 geni\u015fletmeyi ama\u00e7lamaktad\u0131rlar (Helvac\u0131k\u00f6yl\u00fc, 2021). Di\u011fer k\u0131y\u0131da\u015f \u00fclkelerden farkl\u0131 olarak, Rusya, Artika\u2019da en uzun k\u0131y\u0131 \u015feridine sahiptir. Ukrayna sava\u015f\u0131 \u00f6rne\u011finde de g\u00f6r\u00fcld\u00fc\u011f\u00fc \u00fczere, Rusya so\u011fuk sava\u015f d\u00f6nemindeki g\u00fcc\u00fcne yakla\u015fmas\u0131yla birlikte yay\u0131lmac\u0131 bir politika izlemeye ba\u015flam\u0131\u015f; Arktik b\u00f6lgesinde Sovyetler d\u00f6neminden kalan askeri \u00fcsleri yeniden a\u00e7m\u0131\u015f ve bu b\u00f6lgede f\u00fczeler i\u00e7in erken uyar\u0131 radar sistemi kurmu\u015ftur (Akp\u0131nar, 2017).
