Bilgisayarlar, cep telefonlar\u0131, tabletler, ak\u0131ll\u0131 saatler, ak\u0131ll\u0131 televizyonlar vb. \u00fcr\u00fcnlerin yayg\u0131nla\u015fmas\u0131yla elektronik cihazlar hayat\u0131n \u00f6nemli bir par\u00e7as\u0131 haline gelmi\u015ftir. Teknolojideki h\u0131zl\u0131 ilerleme, elektronik \u00fcr\u00fcnlerin kullan\u0131m\u0131n\u0131n artmas\u0131 ve kullan\u0131m alanlar\u0131n\u0131n \u00e7e\u015fitlenmesi, bu \u00fcr\u00fcnlerin neredeyse tamam\u0131nda \u00f6nemli bir bile\u015fen olarak kullan\u0131lan yar\u0131iletkenlere olan talebi \u00f6nemli \u00f6l\u00e7\u00fcde art\u0131rmaktad\u0131r. \u00d6zellikle yapay zek\u00e2 ve blokzincir uygulamalar\u0131n\u0131n artmas\u0131 y\u00fcksek i\u015flem g\u00fcc\u00fcne ve y\u00fcksek verimlili\u011fe sahip olan yar\u0131iletkenlere \u00f6nemli bir talep olu\u015fturmaktad\u0131r.<\/p>\n\n\n\n<p>K\u00fcresel talepteki art\u0131\u015fa paralel olarak yar\u0131iletken sekt\u00f6r\u00fc \u00f6nemli bir b\u00fcy\u00fckl\u00fc\u011fe ula\u015fm\u0131\u015ft\u0131r. 2024 y\u0131l\u0131nda 681 milyar dolar k\u00fcresel pazar b\u00fcy\u00fckl\u00fc\u011f\u00fcne ula\u015fan sekt\u00f6r\u00fcn 2025 y\u0131l\u0131 sonunda 755 milyar dolar seviyesine \u00e7\u0131kmas\u0131 beklenmektedir. Gelece\u011fe y\u00f6nelik tahminlerde ise, 2032 y\u0131l\u0131nda pazar b\u00fcy\u00fckl\u00fc\u011f\u00fcn\u00fcn y\u0131ll\u0131k ortalama %15 b\u00fcy\u00fcmeyle 2 trilyon dolar\u0131 ge\u00e7ece\u011fi \u00f6ng\u00f6r\u00fclmektedir (Fortune, 2025). 2025 y\u0131l\u0131n\u0131n ilk alt\u0131 ay\u0131nda 346 milyar dolar de\u011ferinde yar\u0131iletken sat\u0131\u015f\u0131 ger\u00e7ekle\u015ftirilmi\u015ftir. Haziran ay\u0131nda ise k\u00fcresel yar\u0131iletken sat\u0131\u015flar\u0131 \u00f6nceki y\u0131l\u0131n ayn\u0131 ay\u0131na k\u0131yasla %19.6 art\u0131\u015fla 59.9 milyar dolar seviyesinde ger\u00e7ekle\u015fmi\u015ftir (SIA, 2025). K\u00fcresel yar\u0131iletken pazar\u0131 az say\u0131da \u00fclke ve firma taraf\u0131ndan domine edilmektedir. \u00dcretim noktas\u0131nda pazar\u0131n h\u00e2kim firmalar\u0131 b\u00fcy\u00fck \u00f6l\u00e7\u00fcde Tayvan ve G\u00fcney Kore\u2019de yer almaktad\u0131r. Tayvan\u2019\u0131n bu alanda k\u00fcresel \u00fcretimin \u00fc\u00e7te ikisini tek ba\u015f\u0131na ger\u00e7ekle\u015ftirdi\u011fi g\u00f6r\u00fclmektedir (Grafik 2). Bu alanda di\u011fer \u00f6nemli \u00fc\u00e7 \u00fcretim merkezi G\u00fcney Kore, ABD ve \u00c7in\u2019dir. Tayvanl\u0131 ve G\u00fcney Koreli firmalar\u0131n yurtd\u0131\u015f\u0131ndaki yat\u0131r\u0131mlar\u0131 da d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde bu \u00fclkelerin k\u00fcresel pay\u0131n\u0131n daha fazla oldu\u011fu s\u00f6ylenebilir.<\/p>\n\n\n\n<p>Yar\u0131iletken \u00fcretimine h\u00e2kim \u00fclkelerle piyasay\u0131 domine eden firmalar birbirinden farkl\u0131la\u015fmaktad\u0131r. Bu fark\u0131n temel nedeni yar\u0131iletken \u00fcretimiyle tasar\u0131m\u0131n\u0131n farkl\u0131 m\u00fchendislik becerileri gerektirmesidir. Sekt\u00f6r\u00fcn lider tasar\u0131m firmas\u0131 olan Nvidia, verilerin derlendi\u011fi tarih itibar\u0131yla 3,3 trilyon dolar piyasa de\u011ferine ula\u015fm\u0131\u015ft\u0131r (Grafik 3). Bu tutar\u0131n T\u00fcrkiye\u2019nin gayrisafi yurti\u00e7i has\u0131las\u0131n\u0131n neredeyse 3 kat\u0131na denk geldi\u011fi d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde, piyasan\u0131n ne denli b\u00fcy\u00fcd\u00fc\u011f\u00fc daha net anla\u015f\u0131labilir. A\u015fa\u011f\u0131daki grafikte, yar\u0131iletken sekt\u00f6r\u00fcne h\u00e2kim en b\u00fcy\u00fck on firman\u0131n piyasa de\u011ferine yer verilmektedir.<br><strong>Grafik 3. Bu durum yar\u0131iletkenlere ba\u011f\u0131ml\u0131 hale gelen sekt\u00f6rler a\u00e7\u0131s\u0131ndan ve pazara h\u00e2kim firmalar a\u00e7\u0131s\u0131ndan b\u00fcy\u00fck riskler olu\u015fturmaktad\u0131r. Zira otomotivden savunma sanayisine, bilgisayardan telefona ve robotikten uydu teknolojilerine uzanan bu sekt\u00f6rler devasa pazar hacmine ula\u015fan ve \u00fclke ekonomilerinin bel kemi\u011fini olu\u015fturan kilit sekt\u00f6rler konumundad\u0131r.<\/p>\n\n\n\n<p>Covid-19 salg\u0131n\u0131 s\u00fcrecinde al\u0131nan tedbirler nedeniyle yar\u0131iletkenler sekt\u00f6r\u00fc d\u00e2hil bir\u00e7ok sekt\u00f6rde \u00fcretim yava\u015flam\u0131\u015ft\u0131r. Yar\u0131iletkenlerin \u00fcretiminde ya\u015fanan yava\u015flama, k\u00fcresel \u00f6l\u00e7ekte bir\u00e7ok sekt\u00f6rde \u00fcretim s\u00fcre\u00e7lerinin aksamas\u0131na ve otomotiv gibi baz\u0131 sekt\u00f6rlerde \u00fcretimin neredeyse durma noktas\u0131na gelmesine neden olmu\u015ftur. Bu s\u00fcre\u00e7te, yar\u0131iletken tedarikinde ya\u015fanacak aksamalar\u0131n k\u00fcresel \u00f6l\u00e7ekte ne denli geni\u015f etkilere yol a\u00e7abilece\u011fi ortaya \u00e7\u0131km\u0131\u015f ve \u00fcretimin belli b\u00f6lgelerde toplanmas\u0131n\u0131n b\u00fcy\u00fck bir risk fakt\u00f6r\u00fc oldu\u011funun fark\u0131na var\u0131lm\u0131\u015ft\u0131r. \u00c7in-Tayvan geriliminin t\u0131rmanmas\u0131 ve Ukrayna-Rusya \u00e7at\u0131\u015fmas\u0131 da bu kayg\u0131n\u0131n boyutunun b\u00fcy\u00fcmesine yol a\u00e7an \u00f6nemli geli\u015fmeler olmu\u015ftur. Tayvan\u2019\u0131n \u00fcretim \u00fcss\u00fc olmas\u0131; Ukrayna\u2019n\u0131n ise neon gaz\u0131 ana tedarik\u00e7isi olmas\u0131 bu kayg\u0131n\u0131n temelini olu\u015fturmaktad\u0131r.<\/p>\n\n\n\n<p>Tedarikteki riskleri belirginle\u015ftiren ba\u015fl\u0131ca unsur Covid-19 s\u00fcreci olmas\u0131na kar\u015f\u0131n, k\u00fcresel ekonomide b\u00f6ylesine kilit bir konuma gelen yar\u0131iletken \u00fcretiminin Tayvan ve G\u00fcney Kore gibi birka\u00e7 \u00fcretim merkezinde yo\u011funla\u015fmas\u0131n\u0131n bir\u00e7ok y\u00f6nden risk ta\u015f\u0131d\u0131\u011f\u0131 anla\u015f\u0131lm\u0131\u015ft\u0131r. Jeopolitik gerilimler, sava\u015flar ve k\u00fcresel ticaret yollar\u0131ndaki t\u0131kanmalar tedarik zincirini bozabilece\u011fi gibi deprem ve yang\u0131n gibi afetler potansiyel tehlikelerdir. \u00dcretimde \u00e7ok y\u00fcksek miktarda saf su t\u00fcketimine ihtiya\u00e7 duyuldu\u011fundan, artan kurakl\u0131k vakalar\u0131 dahi yar\u0131iletken \u00fcretimin s\u00fcrd\u00fcr\u00fclebilirli\u011fini tehdit etmektedir. \u00d6te yandan, bu sekt\u00f6r uluslararas\u0131 siyasette bir silah olarak kullan\u0131lma noktas\u0131na gelmi\u015ftir.<\/p>\n\n\n\n<p>Ya\u015fanan k\u00fcresel geli\u015fmeler yar\u0131iletkenlerin \u00fcretim ve tedarikinin garantiye al\u0131nmas\u0131n\u0131 bir\u00e7ok devlet i\u00e7in ulusal g\u00fcvenlik konusuna d\u00f6n\u00fc\u015ft\u00fcrm\u00fc\u015ft\u00fcr. Sekt\u00f6r\u00fcn lider firmalar\u0131 \u00e7o\u011funlukla ABD merkezli iken, bunlar\u0131n \u00fcretim \u00fcss\u00fc Tayvan ve G\u00fcney Kore gibi \u00fclkelerdir. \u00d6rne\u011fin 3 trilyon dolardan fazla piyasa de\u011ferine sahip olan Nvidia\u2019n\u0131n ve Apple M serisi i\u015flemcilerin \u00fcretimi b\u00fcy\u00fck \u00f6l\u00e7\u00fcde Tayvan\u2019da ger\u00e7ekle\u015ftirilmektedir. Amerikan firmalar\u0131 sekt\u00f6re h\u00e2kim olmas\u0131na ra\u011fmen ABD\u2019nin ileri d\u00fczey yar\u0131iletken \u00fcretimindeki pay\u0131 yaln\u0131zca %12 seviyesindedir. \u00c7in de d\u00fcnyadaki en b\u00fcy\u00fck kullan\u0131c\u0131lardan biri olmas\u0131na kar\u015f\u0131n \u00fcretimi ihtiyac\u0131n\u0131 kar\u015f\u0131layabilecek d\u00fczeyde de\u011fildir. Say\u0131lan t\u00fcm fakt\u00f6rler ba\u015fta geli\u015fmi\u015f \u00fclkeler olmak \u00fczere, k\u00fcresel ekonominin \u00f6nde gelen \u00fclkelerini bu alana y\u00f6nelik politika geli\u015ftirmeye ve b\u00fcy\u00fck \u00f6l\u00e7ekli yat\u0131r\u0131m\u0131 hayata ge\u00e7irmeye sevk etmi\u015ftir.<\/p>\n\n\n\n<p><strong>ABD<\/strong><\/p>\n\n\n\n<p>Yar\u0131iletkenler konusunda d\u00fcnyan\u0131n en de\u011ferli firmalar\u0131na ev sahipli\u011fi yapan ABD, 1990 y\u0131l\u0131nda k\u00fcresel \u00e7ip \u00fcretiminin %37\u2019sini ger\u00e7ekle\u015ftirirken, 2022 y\u0131l\u0131na gelindi\u011finde bu oran %10\u2019a d\u00fc\u015fm\u00fc\u015ft\u00fcr. Yar\u0131iletkenlerin \u00fcretimini art\u0131rmak ad\u0131na 2022 y\u0131l\u0131nda CHIPS (Creating Helpful Incentives to Produce Semiconductors and Science Act) ad\u0131yla bir yasa \u00e7\u0131kar\u0131lm\u0131\u015ft\u0131r. Yasa tasar\u0131s\u0131; yerli yar\u0131iletken ara\u015ft\u0131rmalar\u0131n\u0131 art\u0131rmay\u0131, tasar\u0131m ve \u00fcretimi g\u00fc\u00e7lendirmeyi, ekonomiyi ve ulusal g\u00fcvenli\u011fi sa\u011flamla\u015ft\u0131rmay\u0131 ve ABD\u2019nin yonga tedarik zincirlerini g\u00fc\u00e7lendirmeyi hedeflemektedir. \u00c7ip ar-ge yat\u0131r\u0131mlar\u0131n\u0131n yan\u0131 s\u0131ra, yar\u0131iletken \u00fcretim hibeleri ve yat\u0131r\u0131m vergi indirimleri sa\u011flayan yasalar y\u00fcr\u00fcrl\u00fc\u011fe konulmu\u015ftur. Bu te\u015fvikler t\u00fcm tedarik zinciri boyunca Amerikan \u00e7ip ekosistemine duyurulan \u00f6zel sekt\u00f6r yat\u0131r\u0131mlar\u0131n\u0131n yar\u0131m trilyon dolar\u0131 a\u015fmas\u0131n\u0131 sa\u011flam\u0131\u015ft\u0131r. Sonu\u00e7 olarak, CHIPS ve Bilim yasas\u0131 ile di\u011fer te\u015fviklerin ABD&#8217;nin yar\u0131 iletken \u00fcretim kapasitesini 2022&#8217;den 2032&#8217;ye kadar \u00fc\u00e7 kat\u0131na \u00e7\u0131karmas\u0131 ve bu oran\u0131n d\u00fcnyadaki en y\u00fcksek b\u00fcy\u00fcme oran\u0131na ula\u015fmas\u0131 beklenmektedir (SIA, t.y.) .<\/p>\n\n\n\n<p><strong>Avrupa Birli\u011fi<\/strong><\/p>\n\n\n\n<p>Covid-19 s\u00fcrecindeki \u00e7ip tedarikinde ya\u015fanan aksamalardan olduk\u00e7a olumsuz etkilenen Avrupa Birli\u011fi, yar\u0131iletkenlerin \u00fcretimi konusunda teknoloji ve altyap\u0131 yat\u0131r\u0131mlar\u0131yla d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 gidermek ve gelecekteki tedarik krizlerine haz\u0131rl\u0131kl\u0131 olmak amac\u0131yla \u201c2030 Dijital Pusula\u201d vizyonu kapsam\u0131nda 2023 y\u0131l\u0131nda Avrupa \u00c7ip Yasas\u0131\u2019n\u0131 y\u00fcr\u00fcrl\u00fc\u011fe koymu\u015ftur. 2030 y\u0131l\u0131na kadar sekt\u00f6rel ihtiyac\u0131n iki kat\u0131na \u00e7\u0131kmas\u0131 beklenirken, k\u00fcresel \u00e7ip \u00fcretiminin %10\u2019unu ger\u00e7ekle\u015ftiren Avrupa Birli\u011fi de \u00fcretim kapasitesini art\u0131rarak \u00fcretimdeki pay\u0131n\u0131 %20\u2019ye y\u00fckseltmeyi hedeflemektedir. Bu hedef do\u011frultusunda haz\u0131rlanan Avrupa \u00c7ip Yasas\u0131 kapsam\u0131nda 2030 y\u0131l\u0131na kadar 43 milyar Euro de\u011ferinde kamu ve \u00f6zel sekt\u00f6r yat\u0131r\u0131m\u0131n\u0131n hayata ge\u00e7irilmesi planlanmaktad\u0131r (European Comission, t.y.).&nbsp;<\/p>\n\n\n\n<p><strong>G\u00fcney Kore<\/strong><\/p>\n\n\n\n<p>G\u00fcney Kore, yar\u0131iletken sekt\u00f6r\u00fcn\u00fcn en \u00f6nde gelen birka\u00e7 \u00fclkesinden biridir. G\u00fcney Koreli \u015firket Samsung, b\u00fcy\u00fck bir teknoloji firmas\u0131 olmas\u0131n\u0131n yan\u0131nda ayn\u0131 zamanda \u00e7ok \u00f6nemli bir \u00e7ip \u00fcretim firmas\u0131d\u0131r. G\u00fcney Kore\u2019de yar\u0131iletken \u00fcretimi yapan \u00e7ok say\u0131da firma olmas\u0131na kar\u015f\u0131n Samsung en geni\u015f kapasiteye sahip firmad\u0131r. Samsung, G\u00fcney Kore d\u0131\u015f\u0131nda da \u00f6nemli yat\u0131r\u0131mlara sahiptir. G\u00fcney Kore devleti, ba\u015fta Samsung olmak \u00fczere yerel firmalar\u0131 destekleyerek \u00e7ip sekt\u00f6r\u00fcndeki konumunu sa\u011flamla\u015ft\u0131rmay\u0131 hedeflemektedir.<\/p>\n\n\n\n<p>G\u00fcney Kore, ar-ge ve yat\u0131r\u0131m te\u015fvikleriyle g\u00fc\u00e7l\u00fc bir tedarik zinciri olu\u015fturarak ve insan kayna\u011f\u0131na yat\u0131r\u0131m yaparak sekt\u00f6rde daha g\u00fc\u00e7l\u00fc bir konuma gelmeyi ama\u00e7lamaktad\u0131r. Bu stratejiler kapsam\u0131nda \u00f6zel te\u015fvik programlar\u0131 a\u00e7\u0131klanmakta ve 2030\u2019a kadar sekt\u00f6re 150.000 nitelikli personelin yeti\u015ftirilmesi planlamaktad\u0131r.<\/p>\n\n\n\n<p><strong>\u00c7in<\/strong><\/p>\n\n\n\n<p>Yar\u0131iletkenlerin \u00fcretiminde \u00f6nemli bir ilerleme sa\u011flayarak k\u00fcresel \u00f6l\u00e7ekte %20\u2019nin \u00fczerinde bir pay yakalayan \u00c7in, ileri d\u00fczey yar\u0131iletken ihtiyac\u0131n\u0131 sa\u011flama konusunda hala d\u0131\u015fa ba\u011f\u0131ml\u0131 bir konumdad\u0131r. \u00dcretim kapasitesini art\u0131rarak kendine yeter bir konuma gelmeyi hedefleyen \u00c7in, \u00fcretim girdilerinin ve ekipmanlar\u0131n\u0131n temini konusunda engellerle kar\u015f\u0131la\u015fmaktad\u0131r. \u00d6zellikle ABD\u2019nin \u00e7ip end\u00fcstrisinde lider konumu ve \u00c7in\u2019in \u00fczerinde kurdu\u011fu bask\u0131 bu sorunlar\u0131n boyutunu b\u00fcy\u00fctmektedir. \u00d6rne\u011fin; \u00c7in\u2019in en \u00f6nemli \u00e7ip \u00fcreticileri Huawei ve ZTE, ABD taraf\u0131ndan yapt\u0131r\u0131m listesine al\u0131nm\u0131\u015f ve ultraviyole litografi cihazlar\u0131 gibi kritik \u00e7ip \u00fcretim ekipmanlar\u0131na eri\u015fimlerine ve k\u00fcresel ticari aktivitelerine k\u0131s\u0131tlamalar getirilmi\u015ftir. Ayr\u0131ca ABD\u2019li \u00e7ip firmalar\u0131n\u0131n \u00c7in\u2019de yapt\u0131\u011f\u0131 sat\u0131\u015flardan elde etti\u011fi gelirin bir b\u00f6l\u00fcm\u00fcn\u00fc ABD\u2019ye \u00f6deme zorunlulu\u011fu bulunmaktad\u0131r ve belirli \u00e7iplerin sat\u0131\u015f\u0131na engel getirilmektedir. Bu durum \u00c7in\u2019in \u00fcretimde ilerleme h\u0131z\u0131na olumsuz etki yapmas\u0131na kar\u015f\u0131n kendine yetme konusunda \u00c7in devletini daha fazla te\u015fvik etmektedir.<\/p>\n\n\n\n<p>\u00c7in taraf\u0131ndan yar\u0131iletkenlerin \u00fcretimi noktas\u0131nda geli\u015ftirilen politikalardan en \u00f6nemlisi 2015 y\u0131l\u0131nda y\u00fcr\u00fcrl\u00fc\u011fe koyulan \u201cMade in China 2025\u201d stratejisidir. Bu strateji do\u011frultusunda yar\u0131iletken end\u00fcstrisini geli\u015ftirmek amac\u0131yla \u201cUlusal Entegre Devre Yat\u0131r\u0131m Fonu\u201d kurulmu\u015ftur. Strateji, yar\u0131iletkenler d\u00e2hil kritik sekt\u00f6rlerde yeterlilik oran\u0131n\u0131 b\u00fcy\u00fck \u00f6l\u00e7\u00fcde art\u0131rmay\u0131 ve 2025 y\u0131l\u0131nda yar\u0131iletkenler \u00fcretiminde yeterlili\u011fi %70 seviyesine \u00e7\u0131karmay\u0131 hedeflemektedir.<\/p>\n\n\n\n<p>Yar\u0131iletken stratejisiyle \u00c7in\u2019de \u00f6nemli ilerlemeler sa\u011flanm\u0131\u015ft\u0131r. 2016 y\u0131l\u0131nda, bir \u00f6nceki y\u0131la g\u00f6re yar\u0131 iletken tasar\u0131m firmas\u0131 say\u0131s\u0131 iki kat artarak yakla\u015f\u0131k 1.400 adede ula\u015fm\u0131\u015ft\u0131r (Ezell, 2024). 2024 y\u0131l\u0131na kadar Ulusal Entegre Devre Yat\u0131r\u0131m Fonu kapsam\u0131nda yap\u0131lan devlet yat\u0131r\u0131mlar\u0131n\u0131n ise 190 milyar dolar\u0131 a\u015ft\u0131\u011f\u0131 tahmin edilmektedir (PWC, 2024). Bu yat\u0131r\u0131mlarla k\u00fcresel \u00f6l\u00e7ekte %12 olan \u00fcretim pay\u0131n\u0131n 2025 y\u0131l\u0131nda %24 olarak ger\u00e7ekle\u015fmesi beklenmektedir (BCG &amp; SIA, 2024).<\/p>\n\n\n\n<p><strong>Japonya<\/strong><\/p>\n\n\n\n<p>Teknolojik \u00fcretimde d\u00fcnyan\u0131n en k\u00f6kl\u00fc \u00fclkelerinden biri olan Japonya 100\u2019den fazla yar\u0131iletken \u00fcretim tesisine sahiptir. Sahip oldu\u011fu \u00fcretim altyap\u0131s\u0131na ra\u011fmen k\u00fcresel \u00fcretimdeki pay\u0131 genel bir d\u00fc\u015f\u00fc\u015f e\u011filimi izlemektedir. 2005 y\u0131l\u0131nda %21 olan \u00fcretim oran\u0131 2025 y\u0131l\u0131nda %15\u2019in alt\u0131na gerilemi\u015ftir (BCG &amp; SIA, 2024). Daha ileri teknoloji gerektiren 15 nanometre ve daha k\u00fc\u00e7\u00fck \u00f6l\u00e7ekli \u00e7iplerin \u00fcretimindeki pay\u0131 ise yok denecek kadar azd\u0131r (Worldpopulationreview, 2025).<\/p>\n\n\n\n<p>Ulusal \u00fcretim kapasitesini geli\u015ftirmek isteyen Japonya taraf\u0131ndan 2021 y\u0131l\u0131nda \u201cYar\u0131iletkenler ve Dijital End\u00fcstri Stratejisi\u201d ad\u0131nda bir strateji a\u00e7\u0131klanm\u0131\u015ft\u0131r. Buna ek olarak 2024 y\u0131l\u0131nda \u201cYar\u0131iletkenler Canland\u0131rma Stratejisi\u201d duyurulmu\u015ftur. Bu stratejilere g\u00f6re ilk etapta Japonya\u2019n\u0131n daralan pay\u0131n\u0131n korunmas\u0131 hedeflenmektedir. Bunun yan\u0131nda ABD\u2019li firmalarla ve Tayvanl\u0131 TMSC firmas\u0131yla i\u015fbirli\u011fi yap\u0131larak Japonya\u2019da yeni \u00fcretim tesislerinin kurulmas\u0131 ve daha ileri seviye teknolojik \u00fcretim ger\u00e7ekle\u015ftirilmesi planlanmaktad\u0131r.&nbsp;<\/p>\n\n\n\n<p><strong>T\u00fcrkiye<\/strong><\/p>\n\n\n\n<p>Yar\u0131iletkenlerin \u00fcretimi ve stratejik \u00f6nemi \u00fclkemizde de ulusal strateji belgelerinde kendine yer bulmaktad\u0131r. 12 Kalk\u0131nma Plan\u0131\u2019n\u0131n Elektronik ba\u015fl\u0131\u011f\u0131 alt\u0131nda bir politika ve tedbir olarak \u201cYar\u0131 iletkenler ve bile\u015fenleri teknolojilerinin geli\u015ftirilmesi sa\u011flanacak ve bu alandaki yat\u0131r\u0131mlar desteklenecektir.\u201d ifadesi ge\u00e7mektedir. Bununla birlikte, mikro elektronik \u00fcretim ve tasar\u0131m altyap\u0131s\u0131n\u0131n g\u00fc\u00e7lendirilmesi ve yar\u0131iletkenlerin \u00fcretimi i\u00e7in kamu, \u00f6zel sekt\u00f6r ve \u00fcniversiteler aras\u0131 i\u015fbirli\u011finin desteklenece\u011fi vurgulanmaktad\u0131r.<\/p>\n\n\n\n<p>Yar\u0131iletkenlerin \u00fcretimine y\u00f6nelik faaliyetler \u00fclkemizde \u00e7o\u011funlukla T\u00dcB\u0130TAK B\u0130LGEM \u00f6nc\u00fcl\u00fc\u011f\u00fcnde y\u00fcr\u00fct\u00fclmektedir. T\u00fcrkiye\u2019nin ilk milli i\u015flemcisi \u201c\u00c7ak\u0131l\u201d da T\u00dcB\u0130TAK B\u0130LGEM ve ASELSAN i\u015fbirli\u011fiyle geli\u015ftirilmi\u015f ve \u00fcretilmi\u015ftir. Bunun d\u0131\u015f\u0131nda \u00fclkemizde \u00e7ok k\u00fc\u00e7\u00fck \u00f6l\u00e7ekli tasar\u0131m ve \u00fcretim faaliyeti s\u00fcrd\u00fcren firmalar ve \u00fcniversite ara\u015ft\u0131rma merkezleri bulunmaktad\u0131r. Fakat mevcut durum \u00fclkemizin ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131lama ve stratejik olarak d\u0131\u015fa ba\u011f\u0131ml\u0131l\u0131\u011f\u0131 ortadan kald\u0131rma hedeflerinden olduk\u00e7a uzakt\u0131r.<\/p>\n\n\n\n<p>Yar\u0131iletkenlerin tasar\u0131m\u0131 ve \u00fcretimi bir\u00e7ok farkl\u0131 m\u00fchendislik becerilerini gerektirmesi ve uzun vadeli yat\u0131r\u0131m, ar-ge ve inovasyon s\u00fcre\u00e7lerini gerektirmesinden dolay\u0131 ulusal d\u00fczeyde uzun vadeli planlanmas\u0131 \u015fartt\u0131r. Bu ama\u00e7la yar\u0131iletkenlerin tasar\u0131m ve \u00fcretimine y\u00f6nelik ulusal bir eylem plan\u0131n\u0131n haz\u0131rlanmas\u0131 ve ger\u00e7ek\u00e7i hedeflerin koyulmas\u0131 gerekmektedir. \u00d6zellikle son y\u0131llarda \u00e7e\u015fitlilik ve kalite olarak \u00fcst seviyeye ula\u015fan savunma sanayimizin s\u00fcrd\u00fcr\u00fclebilirli\u011fini sa\u011flamak i\u00e7in yar\u0131iletken \u00fcretimini ger\u00e7ekle\u015ftirmek \u00fclkemiz i\u00e7in hayati \u00f6neme sahiptir.<\/p>\n\n\n\n<p>Yurti\u00e7inde sekt\u00f6rel ihtiya\u00e7lar belirlenerek ba\u015fta tasar\u0131m olmak \u00fczere, yar\u0131iletken \u00fcretiminin yerlile\u015ftirilmesi konusunda ilerleme sa\u011flanmal\u0131d\u0131r. Tasar\u0131m ve \u00fcretim becerilerinin farkl\u0131 uzmanl\u0131klar gerektiren ve birbirini tamamlayan alanlar olmas\u0131 nedeniyle paralel olarak geli\u015ftirilmesi gerekmektedir. Farkl\u0131 \u00fclkelerde \u00fcretim ger\u00e7ekle\u015ftirme imk\u00e2n\u0131 olabilece\u011finden ve daha \u00e7ok katma de\u011fer yaratt\u0131\u011f\u0131ndan tasar\u0131m\u0131n bir ad\u0131m \u00f6nde g\u00f6t\u00fcr\u00fclmesi faydal\u0131 g\u00f6r\u00fcnmektedir. \u00dcretim aya\u011f\u0131nda \u0130lk etapta T\u00fcrkiye\u2019nin en \u00f6nemli ihracat kalemleri olan otomotiv ve beyaz e\u015fya sekt\u00f6r\u00fcn\u00fcn yar\u0131iletken ihtiya\u00e7lar\u0131na y\u00f6nelik \u00fcretimin hedeflenmesi ger\u00e7ek\u00e7i bir hedef olacakt\u0131r. 15 nm, 10 nm alt\u0131 gibi \u00fcretimi hedeflemek teknolojik gereklilikler ve \u00f6l\u00e7ek nedeniyle ger\u00e7ek\u00e7i bir hedef de\u011fildir.<\/p>\n\n\n\n<p>Ekonomik bir \u00f6l\u00e7e\u011fe eri\u015febilmek, \u00fcretimin maliyetini d\u00fc\u015f\u00fcrmek ve nitelikli insan kayna\u011f\u0131n\u0131 toplamak amac\u0131yla \u00fclkemizin stratejik ortakl\u0131\u011fa sahip oldu\u011fu \u00fclkelerle ortakla\u015fa strateji geli\u015ftirmesi de at\u0131lacak \u00f6nemli ad\u0131mlardan biri olacakt\u0131r.
