G\u00fcn\u00fcm\u00fczde k\u00fcresel etkilere sahip yerel bir sorun olarak at\u0131k y\u00f6netimi t\u00fcm \u00fclkelerin s\u00fcrd\u00fcr\u00fclebilirlik \u00e7al\u0131\u015fmalar\u0131n\u0131n merkezinde yer al\u0131yor. Pek \u00e7ok \u00fclkenin ye\u015fil b\u00fcy\u00fcme hedefleri aras\u0131nda yer alan s\u00fcrd\u00fcr\u00fclebilir at\u0131k y\u00f6netimi; kaynaklar\u0131n verimli kullan\u0131m\u0131na, at\u0131klar\u0131n ekonomik ve \u00e7evresel faydalar g\u00f6zetilerek bertaraf edilmesi prensibine dayanmakta. Bu yakla\u015f\u0131mda at\u0131k, bertaraf edilmek istenen ve \u00e7\u00f6p diye adland\u0131rd\u0131\u011f\u0131m\u0131z maddelerden ziyade, geri kazan\u0131lan ve ekonomik de\u011feri olan kaynaklar olarak kabul edilmekte.<\/p>\n\n\n\n<p>\u00dclkelerin at\u0131klar\u0131n\u0131 b\u00fct\u00fcnc\u00fcl ve \u00e7evreye zarar vermeden bertaraf etme \u00e7abalar\u0131n\u0131n 90\u2019l\u0131 y\u0131llarda ba\u015flad\u0131\u011f\u0131n\u0131 g\u00f6rmekteyiz. Ba\u015fta AB \u00fclkeleri olmak \u00fczere \u00e7e\u015fitli yasalar, direktifler, anla\u015fmalar, stratejiler ile at\u0131k y\u00f6netiminin \u00e7er\u00e7evesi, uygulama standartlar\u0131 ve ula\u015f\u0131lmak istenen ortak hedefler belirlenmi\u015f durumda. Ortak yasal mevzuat ve hedeflere sahip olsalar bile \u00fclkelerin at\u0131k y\u00f6netimi konusundaki ba\u015far\u0131lar\u0131 olduk\u00e7a de\u011fi\u015fkenlik g\u00f6stermekte. Bug\u00fcn baz\u0131 \u00fclkelerde \u00fcretilen at\u0131\u011f\u0131n \u00e7ok b\u00fcy\u00fck bir k\u0131sm\u0131 yeralt\u0131na g\u00f6m\u00fcl\u00fcrken baz\u0131 \u00fclkelerde ise \u00f6nemli bir b\u00f6l\u00fcm\u00fc geri kazan\u0131l\u0131yor. Peki, neden baz\u0131 \u00fclkeler at\u0131k y\u00f6netimi konusunda daha ba\u015far\u0131l\u0131 olurken di\u011ferleri istedikleri hedeflere ula\u015fam\u0131yor? &nbsp;<\/p>\n\n\n\n<p>Ba\u015far\u0131l\u0131 \u00f6rnekleri inceledi\u011fimizde; at\u0131k y\u00f6netim hiyerar\u015fisi temel al\u0131narak kentlerin \u00f6zel ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131layan, yerele \u00f6zg\u00fc tasarlanm\u0131\u015f bir at\u0131k y\u00f6netim sistemi olu\u015fturman\u0131n at\u0131k y\u00f6netim performans\u0131n\u0131 etkileyen en \u00f6nemli unsur oldu\u011funu g\u00f6rmekteyiz. ABD \u00c7evre Koruma Ajans\u0131 (EPA) taraf\u0131ndan geli\u015ftirilen at\u0131k y\u00f6netim hiyerar\u015fisi, at\u0131k bertaraf\u0131na y\u00f6nelik stratejileri \u00e7evresel a\u00e7\u0131dan en \u00e7ok tercih edilenden en az tercih edilene kadar s\u0131ral\u0131yor. Hiyerar\u015fiye g\u00f6re azaltma, yeniden kullanma ve geri d\u00f6n\u00fc\u015f\u00fcm\/kompostlama etkin bir at\u0131k y\u00f6netim sisteminde \u00f6ncelikli olarak yer verilmesi gereken y\u00f6ntemler. At\u0131k olu\u015fumunu \u00f6nleme ve azaltma ideal bir at\u0131k y\u00f6netiminde ilk olarak d\u00fc\u015f\u00fcn\u00fclmesi gereken; ayn\u0131 zamanda daha az kaynak kullanarak toplanacak, ta\u015f\u0131nacak ve bertaraf edilecek at\u0131k miktar\u0131n\u0131n azalt\u0131lmas\u0131n\u0131 sa\u011flayan en ak\u0131ll\u0131ca se\u00e7enek. Kayna\u011f\u0131nda azalt\u0131lamayan veya yeniden kullan\u0131lamayan at\u0131klar i\u00e7in uygulanacak en uygun se\u00e7enek ise geri d\u00f6n\u00fc\u015f\u00fcm veya kompostlama iken geri d\u00f6n\u00fc\u015ft\u00fcr\u00fclemeyen veya kompost yap\u0131lamayan at\u0131klar i\u00e7in enerji geri kazan\u0131m\u0131 uygun bir y\u00f6ntem olarak g\u00f6r\u00fclmekte. Depolama ise sadece \u00f6nlenmesi, azalt\u0131lmas\u0131, tekrar kullan\u0131m\u0131, geri d\u00f6n\u00fc\u015f\u00fcm\u00fc ve yak\u0131larak enerji elde edilmesi m\u00fcmk\u00fcn olmayan at\u0131klar i\u00e7in uygulanacak bir y\u00f6ntem ve son tercih olarak ele al\u0131nmal\u0131.\u00a0 \u00a0<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"446\" height=\"258\" src=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-36.png\" alt=\"\" class=\"wp-image-1021\" srcset=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-36.png 446w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-36-300x174.png 300w\" sizes=\"auto, (max-width: 446px) 100vw, 446px\" \/><figcaption>\u015eekil 1. Elbette bir kent i\u00e7in mevcut at\u0131k y\u00f6netim faaliyetlerine at\u0131k hiyerar\u015fisini entegre etmenin ve uygulaman\u0131n kolay olmad\u0131\u011f\u0131 \u00e7ok a\u00e7\u0131k; bunun i\u00e7in yeni yasal d\u00fczenlemeler getirilmesine, veri toplama ve izleme sistemleri kurulmas\u0131na ve farkl\u0131 at\u0131k t\u00fcrleri i\u00e7in toplama ve ay\u0131rma altyap\u0131lar\u0131na ihtiya\u00e7 duyulmakta. \u00a0Finansmana eri\u015fim zorluklar\u0131, yetersiz sosyal kat\u0131l\u0131m, teknik bilgi ve beceri eksikli\u011fi, planlama ve yasal mevzuat altyap\u0131s\u0131ndaki bo\u015fluklar genel olarak at\u0131k y\u00f6netim uygulamalar\u0131nda kar\u015f\u0131la\u015f\u0131lan temel sorunlar olarak kar\u015f\u0131m\u0131za \u00e7\u0131k\u0131yor. Yine de bilinen ve tek tip yakla\u015f\u0131m yerine yerelin ihtiya\u00e7lar\u0131na uygun, sosyal yap\u0131s\u0131 ile uyumlu at\u0131k y\u00f6netimi stratejilerinin ba\u015far\u0131l\u0131 sonu\u00e7lar ortaya koydu\u011funu s\u00f6yleyebiliriz. \u00dclkelerin at\u0131k y\u00f6netimi konusundaki ilerlemelerinin g\u00f6stergesi olarak kabul edilen geri d\u00f6n\u00fc\u015f\u00fcm oranlar\u0131na bakt\u0131\u011f\u0131m\u0131zda; Almanya, Avusturya, G\u00fcney Kore, Galler ve \u0130svi\u00e7re\u2019nin geri d\u00f6n\u00fc\u015f\u00fcm\u00fcn liderleri konumunda oldu\u011funu g\u00f6rmekteyiz (\u015eekil 2).<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"545\" height=\"272\" src=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-37.png\" alt=\"\" class=\"wp-image-1022\" srcset=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-37.png 545w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-37-300x150.png 300w\" sizes=\"auto, (max-width: 545px) 100vw, 545px\" \/><figcaption>\u015eekil 2. Y\u00fcksek geri d\u00f6n\u00fc\u015f\u00fcm oran\u0131na sahip \u00fclkelerin b\u00fcy\u00fck b\u00f6l\u00fcm\u00fcnde kar\u0131\u015f\u0131k belediye at\u0131klar\u0131n\u0131n ve organik at\u0131klar\u0131n d\u00fczenli depolanmas\u0131na y\u00f6nelik yasaklar\u0131n uyguland\u0131\u011f\u0131n\u0131 g\u00f6rmekteyiz. Bunun yan\u0131nda at\u0131k gruplar\u0131 de\u011fi\u015fmekle birlikte, geri d\u00f6n\u00fc\u015ft\u00fcr\u00fclebilir at\u0131klar\u0131n ve organik at\u0131klar\u0131n mutlaka ayr\u0131 topland\u0131\u011f\u0131 sistemler bulunuyor. Geri d\u00f6n\u00fc\u015f\u00fcm oranlar\u0131n\u0131 art\u0131rmak \u00fczere, hane halk\u0131n\u0131n kayna\u011f\u0131nda ay\u0131rma \u00e7abalar\u0131n\u0131 desteklemek amac\u0131yla geri \u00f6deme yapan at\u0131k getirme sistemleri, at\u0131k vergisinden indirim sa\u011flayan kartl\u0131 sistemler gibi depozito uygulamalar\u0131n\u0131n da yayg\u0131n olarak kullan\u0131ld\u0131\u011f\u0131n\u0131 g\u00f6r\u00fcyoruz. \u00d6ne \u00e7\u0131kan \u00fclkelerin genelinde \u201ckirleten \u00f6der\u201d prensibinin benimsendi\u011fini ve hane halklar\u0131n\u0131n da \u00fcrettikleri at\u0131klardan sorumlu tutulduklar\u0131n\u0131 s\u00f6ylemek m\u00fcmk\u00fcn. Bunun yan\u0131nda her \u00fclkenin kendi ihtiya\u00e7lar\u0131 do\u011frultusunda hayata ge\u00e7irdi\u011fi ve \u00fclkelerin ba\u015far\u0131s\u0131na katk\u0131 sa\u011flayan \u00e7ok \u00e7e\u015fitli at\u0131k y\u00f6netim uygulamalar\u0131 bulunmakta (Tablo 1).<\/p>\n\n\n\n<p>Tablo 1. Bunun yan\u0131 s\u0131ra 2015 y\u0131l\u0131nda yay\u0131nlanan At\u0131k Y\u00f6netimi Y\u00f6netmeli\u011fi\u2019nde de at\u0131klar\u0131n kayna\u011f\u0131nda toplanmas\u0131na, geri kazan\u0131m\u0131n \u00f6zendirilmesine, geri d\u00f6n\u00fc\u015f\u00fcme y\u00f6nelik altyap\u0131n\u0131n kurulmas\u0131na ili\u015fkin pek \u00e7ok h\u00fck\u00fcm bulunmakta. Yasal d\u00fczenlemelerle desteklenmesine ra\u011fmen neden at\u0131klar\u0131m\u0131z\u0131 geri d\u00f6n\u00fc\u015ft\u00fcremiyoruz?<\/p>\n\n\n\n<p>At\u0131klar\u0131n toplanmas\u0131, ar\u0131t\u0131lmas\u0131, depolanmas\u0131, depolama sonras\u0131 \u00e7evresel sorunlar\u0131n ortadan kald\u0131r\u0131lmas\u0131 gibi s\u00fcre\u00e7leri i\u00e7eren mevcut at\u0131k y\u00f6netim sistemleri yerel y\u00f6netimler a\u00e7\u0131s\u0131ndan \u00f6nemli bir mali y\u00fck olu\u015fturmakta. B\u00fct\u00e7elerinin b\u00fcy\u00fck b\u00f6l\u00fcm\u00fcn\u00fc at\u0131k y\u00f6netim hizmetlerine ay\u0131ran yerel y\u00f6netimler geri d\u00f6n\u00fc\u015f\u00fcm i\u00e7in gerekli altyap\u0131n\u0131n kurulmas\u0131 ve i\u015fletilmesi maliyetlerini kar\u015f\u0131lama ve kalifiye personel yeti\u015ftirme konusunda yetersiz kalmakta. \u00d6rne\u011fin ambalaj at\u0131klar\u0131n\u0131n ayr\u0131 toplanmas\u0131 s\u00fcreci \u0130stanbul, \u0130zmir, Ankara gibi baz\u0131 b\u00fcy\u00fck\u015fehirlerde pilot \u00f6l\u00e7ekli \u00e7al\u0131\u015fmalarla y\u00fcr\u00fct\u00fclmekte, on y\u0131l\u0131 a\u015fk\u0131n bir s\u00fcre ge\u00e7mesine ra\u011fmen yetkilendirilmi\u015f kurulu\u015flar ve belediyeler aras\u0131nda yetki devirleri sorunu ya\u015fanmakta, at\u0131k veri sistemleri kurulamamakta, say\u0131s\u0131 ve i\u00e7eri\u011fi takip edilemeyen saha ekipmanlar\u0131 kontrol edilememekte. Sonu\u00e7 olarak geri d\u00f6n\u00fc\u015f\u00fcm a\u00e7\u0131s\u0131ndan olduk\u00e7a \u00f6nemli bile\u015fenleri i\u00e7eren ambalaj at\u0131klar\u0131 \u00fclke genelinde sistematik olarak toplanmamakta ve d\u00fczenli depolama sahalar\u0131na g\u00f6m\u00fclmekte.&nbsp;<\/p>\n\n\n\n<p>Bu noktada s\u00fcrd\u00fcr\u00fclebilir bir at\u0131k y\u00f6netim modeline ge\u00e7i\u015f i\u00e7in ilk ad\u0131m\u0131n, yerel y\u00f6netimlerin kendi kentlerinin mevcut at\u0131k kompozisyonuna g\u00f6re at\u0131k hiyerar\u015fisini g\u00f6zeterek farkl\u0131 at\u0131k t\u00fcrleri i\u00e7in uygun y\u00f6ntem ve teknolojileri i\u00e7eren at\u0131k stratejileri geli\u015ftirmeleri oldu\u011funu s\u00f6ylemek m\u00fcmk\u00fcn. Buradaki kritik nokta; her at\u0131k kolunun ayn\u0131 \u015fekilde bertaraf edilemeyece\u011fini g\u00f6z \u00f6n\u00fcnde bulundurarak, at\u0131k t\u00fcrlerine g\u00f6re ayr\u0131 stratejilerin geli\u015ftirilmesidir.<\/p>\n\n\n\n<p>At\u0131k hiyerar\u015fisi prensipleri temel al\u0131narak \u00f6ncelikle at\u0131\u011f\u0131n azalt\u0131lmas\u0131 ve yeniden kullan\u0131m\u0131n\u0131 te\u015fvik edecek \u00e7evre dostu \u00fcr\u00fcn tasar\u0131m\u0131 kullan\u0131m\u0131, hane halk\u0131 i\u00e7in \u00e7\u00f6p vergisi gibi uygulamalar\u0131 hayata ge\u00e7irmemiz gerekiyor. Yerel y\u00f6netimlerin \u00fcrettikleri at\u0131k kompozisyonuna uygun olacak \u015fekilde farkl\u0131 at\u0131k t\u00fcrlerinin kayna\u011f\u0131nda ayr\u0131ld\u0131\u011f\u0131, ayr\u0131 topland\u0131\u011f\u0131 ve geri d\u00f6n\u00fc\u015f\u00fcm tesislerinde s\u0131n\u0131flar\u0131na ayr\u0131larak end\u00fcstriyel hammadde elde edildi\u011fi altyap\u0131n\u0131n ivedilikle olu\u015fturulmas\u0131 gerekmekte. Kayna\u011f\u0131nda ayr\u0131 toplama her ne kadar ilk yat\u0131r\u0131m, e\u011fitim gibi maliyetleri i\u00e7erse de kar\u0131\u015f\u0131k toplanan at\u0131klar\u0131n t\u00fcm at\u0131k kollar\u0131na yeniden ayr\u0131lmas\u0131 ve i\u015flem g\u00f6rmesi yakla\u015f\u0131m\u0131ndan daha az maliyetli bir y\u00f6ntem.<\/p>\n\n\n\n<p>Halk\u0131n kat\u0131l\u0131m\u0131 ve isteklili\u011fi, kaynakta ay\u0131rma s\u00fcrecinin ba\u015far\u0131s\u0131nda \u00f6nemli rol oynuyor. Bu alanda yerel y\u00f6netimlerin STK\u2019lar\u0131, e\u011fitim kurulu\u015flar\u0131n\u0131 ve medyay\u0131 dahil ederek y\u00fcr\u00fctece\u011fi bilin\u00e7lendirme kampanyalar\u0131, ilk\u00f6\u011fretimden itibaren at\u0131k y\u00f6netiminin e\u011fitim m\u00fcfredat\u0131na dahil edilmesi gibi uygulamalar y\u00fcr\u00fct\u00fclebilir. Fark\u0131ndal\u0131k \u00e7al\u0131\u015fmalar\u0131n\u0131n yan\u0131nda at\u0131k ay\u0131rma ekipmanlar\u0131n\u0131n eri\u015filebilirli\u011finin art\u0131r\u0131lmas\u0131 ve \u00fcreticiler i\u00e7in s\u00fcrecin te\u015fvik edilmesi de gerekli. Bu noktada yerel y\u00f6netimler taraf\u0131ndan \u00f6ncelikle mevcut durumda anonim olarak belirli bir sistem d\u0131\u015f\u0131nda yerle\u015ftirilen at\u0131k ay\u0131rma ekipmanlar\u0131n\u0131n hane halk\u0131n\u0131n kolayl\u0131kla ula\u015fabilece\u011fi \u015fekilde bina i\u00e7lerine, kald\u0131r\u0131m kenarlar\u0131na ya da belirlenen at\u0131k getirme noktalar\u0131na yerle\u015ftirilmesi, say\u0131lar\u0131n\u0131n art\u0131r\u0131lmas\u0131 ve \u00e7e\u015fitli yaz\u0131l\u0131m ya da donan\u0131mlar kullan\u0131larak takip edilmesi konular\u0131nda \u00e7\u00f6z\u00fcmler \u00fcretilmesi gerekmekte.
