Kentte \u00f6zellikle liman ve demiryolunun yap\u0131m\u0131yla geli\u015fen bir ticaretten ve bu ticaret dolay\u0131s\u0131yla kentin artan \u00f6neminden bahsetmek m\u00fcmk\u00fcnd\u00fcr. \u0130zmir, hem liman kenti olmas\u0131n\u0131n etkisi hem de demiryoluna sahip olmas\u0131 ile b\u00f6lgede \u00fcretilen tar\u0131msal \u00fcr\u00fcnlerin ihra\u00e7 edilmesiyle Avrupa\u2019yla s\u00fcrekli bir ticaret ili\u015fkisi i\u00e7inde yer alm\u0131\u015ft\u0131r. Avrupa&#8217;dan deniz yoluyla ula\u015fan ticaret ile Anadolu\u2019da \u00fcretilen \u00fcr\u00fcnlerin \u00e7\u0131k\u0131\u015f noktas\u0131 olarak \u0130zmir, Akdeniz\u2019in ticaret merkezlerinden birine d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr.<\/p>\n\n\n\n<p>\u0130zmir\u2019in ticaret hayat\u0131ndaki geli\u015fim ve d\u00f6n\u00fc\u015f\u00fcm, Osmanl\u0131 Devleti\u2019nde yap\u0131lan ilk demiryolu yat\u0131r\u0131m\u0131 olarak \u0130ngilizlere verilen imtiyazla yap\u0131lan ve 1860\u2019da i\u015fletmeye a\u00e7\u0131lan \u0130zmir-Ayd\u0131n ve Frans\u0131zlara verilen imtiyazla 1866\u2019da i\u015fletmeye a\u00e7\u0131lan \u0130zmir-Turgutlu (Kasaba) demiryolu hatlar\u0131 ile ba\u015flam\u0131\u015f, 1876 y\u0131l\u0131nda Pasaport liman\u0131 ve r\u0131ht\u0131m\u0131n\u0131n tamamlanmas\u0131yla h\u0131z kazanm\u0131\u015ft\u0131r. Bu hatlar, yabanc\u0131 yat\u0131r\u0131mc\u0131lar\u0131n, \u0130zmir liman\u0131n\u0131n son derece zengin bir tar\u0131msal artalan\u0131 olan Anadolu\u2019nun verimli topraklar\u0131nda yeti\u015ftirilen tar\u0131msal \u00fcr\u00fcnlerini \u0130zmir\u2019e m\u00fcmk\u00fcn olan en h\u0131zl\u0131 \u015fekilde ula\u015ft\u0131rmak i\u00e7in kurulmu\u015ftur (Dayanga\u00e7, 2004). \u0130zmir Liman Arkas\u0131 B\u00f6lgesi ise, Pasaport liman\u0131 ve Punta (Alsancak) tren istasyonunun faaliyete ge\u00e7mesiyle birlikte geli\u015fmeye ba\u015flam\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p>Ticaretin bu kadar merkezinde yer alan kentte, liman ve demiryolunun ihtiya\u00e7 duydu\u011fu \u00fcretim ve depolama tesislerinin liman ve demiryolunun etkile\u015fim sahas\u0131nda, eski ad\u0131yla Dara\u011fac\u0131, bug\u00fcnk\u00fc ismiyle Umurbey Mahallesi\u2019nde konumlanmas\u0131yla b\u00f6lge, kentin ilk sanayi b\u00f6lgesi olmu\u015ftur. Bunun yan\u0131nda, liman ve demiryolunun varl\u0131\u011f\u0131yla birlikte geleneksel ticarette ya\u015fanan de\u011fi\u015fiklikler, \u0130zmir\u2019in, di\u011fer kentlere g\u00f6re sanayile\u015fmeye daha erken tan\u0131kl\u0131k etmesini sa\u011flam\u0131\u015ft\u0131r (\u00c7\u0131k\u0131\u015f, 2009).<\/p>\n\n\n\n<p>Sanayile\u015fmenin kentle\u015fme s\u00fcrecinde yeni akslara kaymas\u0131yla birlikte d\u00f6nemin bu \u00f6nemli tesisleri de terkedilerek b\u00f6lge, zamanla \u00e7\u00f6k\u00fcnt\u00fc b\u00f6lgesi haline gelmi\u015ftir. Bu da kent y\u00f6netimini her d\u00f6nemde bu b\u00f6lgenin kaderini de\u011fi\u015ftirmek ad\u0131na harekete ge\u00e7mesine neden olmu\u015ftur.<\/p>\n\n\n\n<p><strong>Liman Arkas\u0131 B\u00f6lgesi<\/strong> Liman Arkas\u0131 B\u00f6lgesi \u0130zmir\u2019in merkezinde; kuzeyinde Alsancak Liman\u0131, bat\u0131s\u0131nda Alsancak Gar\u0131 ile g\u00fcneydo\u011fusunda Meles \u00c7ay\u0131 ve M\u00fcrselpa\u015fa Bulvar\u0131 ile g\u00fcneybat\u0131s\u0131nda Kahramanlar semti ve demiryolu tesisleri ile s\u0131n\u0131rlanan, eski ve yeni kent merkezini birbirine ba\u011flayan \u00fc\u00e7gen bir aland\u0131r. \u0130zmir B\u00fcy\u00fck\u015fehir Belediyesi (\u0130BB) taraf\u0131ndan planlamas\u0131 yap\u0131lan yeni kent merkezinin g\u00fcneyinde, bu merkezin alt b\u00f6lgesi olarak yer al\u0131rken ayn\u0131 zamanda Alsancak b\u00f6lgesinin de geni\u015fleme alan\u0131 olarak de\u011ferlendirilmektedir (\u00c7\u0131k\u0131\u015f, 2009).<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"479\" height=\"407\" src=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-24.png\" alt=\"\" class=\"wp-image-1003\" srcset=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-24.png 479w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-24-300x255.png 300w\" sizes=\"auto, (max-width: 479px) 100vw, 479px\" \/><figcaption>G\u00f6rsel 2: Liman Arkas\u0131 B\u00f6lgesi Uydu Foto\u011fraf\u0131 (2021)<\/figcaption><\/figure>\n\n\n\n<p>B\u00f6lge; eski ve yeni kent merkezini birbirine ba\u011flarken, hem b\u00fcy\u00fck hem de k\u00fc\u00e7\u00fck \u00f6l\u00e7ekli tescilli end\u00fcstriyel miras\u0131 da b\u00fcnyesinde bar\u0131nd\u0131rmaktad\u0131r.\u00a0 Havagaz\u0131 Fabrikas\u0131 (1859), Eski Un Fabrikas\u0131 (1895), Eski Kiremit Fabrikas\u0131 (19. yy sonu-20. yy ba\u015f\u0131), Tari\u015f Alkol Fabrikas\u0131 (19. yy sonu &#8211; 20. yy ba\u015f\u0131), \u015eark Sanayi Fabrikas\u0131 (1924), Elektrik Fabrikas\u0131 (1928), S\u00fcmerbank Basma Sanayi Fabrikas\u0131 (1946) gibi d\u00f6nem \u00f6zelliklerini yans\u0131tan yap\u0131lar bu miras\u0131n en dikkat \u00e7ekici \u00f6rnekleri aras\u0131nda yer almaktad\u0131r (\u0130ZKA, 2021a).<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"295\" height=\"196\" src=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-25.png\" alt=\"\" class=\"wp-image-1004\"\/><figcaption>G\u00f6rsel 3: \u015eark Sanayi Fabrikas\u0131<\/figcaption><\/figure>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"301\" height=\"196\" src=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-26.png\" alt=\"\" class=\"wp-image-1005\"\/><figcaption>G\u00f6rsel 4: Elektrik Fabrikas\u0131<\/figcaption><\/figure>\n\n\n\n<p>1996 y\u0131l\u0131nda yap\u0131lan planlama \u00e7al\u0131\u015fmalar\u0131nda, b\u00f6lgede yer alan end\u00fcstri miras\u0131 yap\u0131lar\u0131na y\u00f6nelik bir \u00e7al\u0131\u015fma olmad\u0131\u011f\u0131 d\u00f6nemin Mimarlar Odas\u0131 \u0130zmir \u015eubesi taraf\u0131ndan tespit edilmi\u015ftir. Bu eksikli\u011fi gidermek ad\u0131na b\u00f6lgede yer alan t\u00fcm end\u00fcstri miras\u0131 ve sivil mimarl\u0131k \u00f6rne\u011fi yap\u0131larda tescil i\u015flemi yap\u0131lmas\u0131 i\u00e7in, 1996 y\u0131l\u0131nda, \u0130zmir 1 Numaral\u0131 K\u00fclt\u00fcr Varl\u0131klar\u0131n\u0131 Koruma B\u00f6lge Kurulu\u2019na (KVKBK) ba\u015fvuru yap\u0131lm\u0131\u015ft\u0131r. Oda taraf\u0131ndan yap\u0131lan ba\u015fvuru \u00fczerine KVKBK tespit \u00e7al\u0131\u015fmas\u0131 ba\u015flatm\u0131\u015f ve 08.01.1998 tarihinde, Liman Arkas\u0131 B\u00f6lgesi\u2019nde yer alan end\u00fcstri yap\u0131lar\u0131, fabrika, depo ve konuttan olu\u015fan 53 yap\u0131, 2. Grup korunmas\u0131 gerekli k\u00fclt\u00fcr varl\u0131\u011f\u0131 olarak tescil edilmi\u015ftir. Bu tescil karar\u0131n\u0131n y\u00fcr\u00fctmesinin durdurulmas\u0131 i\u00e7in \u0130BB, \u0130zmir 2. \u0130dare Mahkemesi\u2019nde dava a\u00e7m\u0131\u015ft\u0131r. Yap\u0131lan bilirki\u015fi incelemesine dayanarak mahkeme \u0130BB\u2019nin talebini reddederek, tescil karar\u0131n\u0131n hukuka ve kamu yarar\u0131na uygun oldu\u011funa karar vermi\u015ftir. Bu kararla b\u00f6lgede yer alan end\u00fcstri miras\u0131 yap\u0131lar da y\u0131k\u0131lmaktan kurtulmu\u015ftur (Topal, 2019).<\/p>\n\n\n\n<p>Liman Arkas\u0131 B\u00f6lgesi\u2019nde depolama ve \u00fcretim amac\u0131yla kurulan tesisler ve kentin altyap\u0131s\u0131na y\u00f6nelik \u00fcretim yapan fabrikalar, tarihsel s\u00fcre\u00e7te \u0130zmir\u2019in sosyal ve ekonomik ya\u015fam\u0131na katk\u0131 koymu\u015flard\u0131r. \u0130zmir\u2019de 19. y\u00fczy\u0131lda ba\u015flayan sanayile\u015fme faaliyetleri sonucunda sanayi b\u00f6lgesi haline gelen Liman Arkas\u0131 B\u00f6lgesi\u2019nde (Dara\u011fac\u0131) de\u011fi\u015fim o g\u00fcnlerden bu yana devam etmektedir.<\/p>\n\n\n\n<p>B\u00f6lgedeki planlanma \u00e7al\u0131\u015fmalar\u0131n\u0131n temeli 1925 y\u0131l\u0131na dayanmaktad\u0131r. Danger Prost taraf\u0131ndan haz\u0131rlanan kent plan\u0131nda 1922 yang\u0131n\u0131 sonras\u0131 y\u0131k\u0131nt\u0131 b\u00f6lgesi haline gelen Alsancak\u2019\u0131n g\u00fcn\u00fcm\u00fczdeki yerle\u015fim dokusunun temeli at\u0131lm\u0131\u015ft\u0131r. Bu plan ile Dara\u011fac\u0131 b\u00f6lgesinin sanayi alan\u0131 olarak kullan\u0131lmas\u0131 ve liman\u0131n da burada kurulmas\u0131 planlanm\u0131\u015ft\u0131r. Pasaport Liman\u0131\u2019n\u0131n yetersiz kalmas\u0131 nedeniyle ba\u015flanan Alsancak Liman\u0131 1959 y\u0131l\u0131nda tamamlanarak i\u015fletmeye a\u00e7\u0131lm\u0131\u015ft\u0131r (\u015eim\u015fek, 2006).<\/p>\n\n\n\n<p>1950\u2019li y\u0131llardan itibaren tar\u0131msal depolama amac\u0131yla yap\u0131lan binalar\u0131n oldu\u011fu b\u00f6lgede S\u00fcmerbank Basma Sanayi Fabrikas\u0131 ve Tari\u015f Alkol Fabrikas\u0131 binalar\u0131 da bu d\u00f6nemde yap\u0131lm\u0131\u015ft\u0131r. 1951 y\u0131l\u0131nda t\u00fcm kenti kapsayan ilk planlama \u00e7al\u0131\u015fmas\u0131 olan ve Kemal Ahmet Aru ve ekibi taraf\u0131ndan haz\u0131rlanan 1\/2000 \u00f6l\u00e7ekli naz\u0131m imar plan\u0131 1955&#8217;te onaylanm\u0131\u015ft\u0131r. Bu planda liman\u0131n b\u00fcy\u00fck bir ticaret liman\u0131na d\u00f6n\u00fc\u015fmesi s\u00fcrecinin h\u0131zland\u0131r\u0131lmas\u0131, liman\u0131n g\u00fcneyindeki end\u00fcstri tesislerinin korunmas\u0131 ve bu alan\u0131n Halkap\u0131nar ve Salhane y\u00f6n\u00fcnde geli\u015fmesi planlanm\u0131\u015ft\u0131r. Bu do\u011frultuda Alsancak, Halkap\u0131nar, Salhane ve Turan g\u00fczerg\u00e2h\u0131nda olu\u015fan end\u00fcstri b\u00f6lgesi \u0130zmir kent dokusunun iskeletini olu\u015fturmu\u015ftur.<\/p>\n\n\n\n<p>1968 y\u0131l\u0131nda Metropoliten Naz\u0131m Plan B\u00fcrosu\u2019nu kuran belediye taraf\u0131ndan 1973\u2019de tamamlanan, \u0130mar ve \u0130sk\u00e2n Bakanl\u0131\u011f\u0131 taraf\u0131ndan onaylanan ilk kapsaml\u0131 \u0130zmir Metropoliten Alan naz\u0131m imar plan\u0131nda b\u00f6lge ve \u00e7evresi i\u00e7in ilk kentsel koruma karar\u0131na yer verilmi\u015ftir. Yeni end\u00fcstriyel alan\u0131n tamamen kent s\u0131n\u0131rlar\u0131n\u0131n d\u0131\u015f\u0131nda kurulmas\u0131, liman\u0131n ta\u015f\u0131nmas\u0131 bu plan\u0131n getirdi\u011fi \u00f6nemli kararlardand\u0131r.<\/p>\n\n\n\n<p>1989 y\u0131l\u0131nda, 1973 \u0130zmir Metropoliten Alan naz\u0131m imar plan\u0131n\u0131 revize eden 1\/25.000 naz\u0131m imar plan\u0131 revizyonu ile liman b\u00f6lgesinde yenileme karar\u0131 al\u0131nm\u0131\u015f ve b\u00f6lge i\u00e7in \u201cMerkezi \u0130\u015f Alan\u0131\u201d kullan\u0131m karar\u0131 getirilmi\u015ftir. Bu da alanda y\u00f6netim ve hizmet i\u015flevinde yap\u0131lar in\u015fa edilmesine veya mevcut yap\u0131lar\u0131n bu kullan\u0131mlara d\u00f6n\u00fc\u015fmesine sebep olmu\u015ftur (\u015eim\u015fek, 2006).<\/p>\n\n\n\n<p>\u0130zmir Liman Arkas\u0131 B\u00f6lgesi\u2019nde 1989 y\u0131l\u0131 revizyon plan\u0131yla hedeflenen d\u00f6n\u00fc\u015f\u00fcm\u00fcn ger\u00e7ekle\u015fmemesi \u00fczerine \u0130BB, b\u00f6lgenin Turan\u2019a kadar olan alan\u0131 kapsayacak \u015fekilde yeni kent merkezi olmas\u0131 i\u00e7in \u00e7al\u0131\u015fma ba\u015flatm\u0131\u015ft\u0131r. Bu ama\u00e7 do\u011frultusunda Liman ile Alaybey aras\u0131ndaki 550 hektarl\u0131k alan\u0131 kapsayan \u201cYeni Kent Merkezi\u201d i\u00e7in, 2001 y\u0131l\u0131nda uluslararas\u0131 fikir ve tasar\u0131m yar\u0131\u015fmas\u0131 d\u00fczenlenmi\u015ftir. Uluslararas\u0131 yar\u0131\u015fma b\u00f6lgenin yeniden de\u011ferlendirilmesi amac\u0131yla at\u0131lan en \u00f6nemli ad\u0131m olmu\u015ftur. Yar\u0131\u015fma 19. yy sonlar\u0131ndan itibaren sanayi tesislerin konumland\u0131\u011f\u0131, \u0130zmir liman\u0131na biti\u015fik ve kentsel b\u00fct\u00fcnle\u015fmenin merkezi olan b\u00f6lgenin yenile\u015ftirilmesi, \u00e7a\u011fda\u015f kent imaj\u0131n\u0131n y\u00fckseltilmesi ve liman alan\u0131nda yeni bir \u015fehir merkezi yarat\u0131lmas\u0131 i\u00e7in b\u00f6lgenin mimari \u00f6zellikleri ve kentsel alan\u0131n\u0131n geli\u015ftirilmesi i\u00e7in \u00f6n fikirleri bulmak amac\u0131yla d\u00fczenlenmi\u015ftir (\u0130BB, 2001). &nbsp;<\/p>\n\n\n\n<p>Yar\u0131\u015fmaya 35 \u00fclkeden 354 ba\u015fvuru yap\u0131lm\u0131\u015f, 140 proje teslim edilmi\u015f, T\u00fcrk ve yabanc\u0131 uzmanlardan olu\u015fan uluslararas\u0131 yar\u0131\u015fma j\u00fcrisi de bu projelerden 136 tanesini de\u011ferlendirmeye alm\u0131\u015f ve Alman mimar Jochen Brandi&#8217;n\u0131n projesi birinci se\u00e7ilmi\u015ftir<a href=\"#_ftn1\">[1]<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"431\" height=\"704\" src=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-27.png\" alt=\"\" class=\"wp-image-1006\" srcset=\"https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-27.png 431w, https:\/\/kalkinmaguncesi.izka.org.tr\/wp-content\/uploads\/2021\/08\/image-27-184x300.png 184w\" sizes=\"auto, (max-width: 431px) 100vw, 431px\" \/><figcaption>G\u00f6rsel 5: Yar\u0131\u015fmay\u0131 Kazanan Jochen Brandi\u2019nin Projesi<br>(Ege Mimarl\u0131k, 2001, Say\u0131: 40-41, s.62)<\/figcaption><\/figure>\n\n\n\n<p>Yar\u0131\u015fmada ortaya \u00e7\u0131kan fikirler \u0131\u015f\u0131\u011f\u0131nda, \u201cYeni Kent Merkezi\u201d naz\u0131m imar plan\u0131 \u00e7al\u0131\u015fmalar\u0131 \u0130BB Liman B\u00f6lgesi Planlama Grubu taraf\u0131ndan y\u00fcr\u00fct\u00fclm\u00fc\u015f ve haz\u0131rlanan planlar belediye meclisi taraf\u0131ndan 2003 y\u0131l\u0131nda onaylanm\u0131\u015ft\u0131r. Bu planda b\u00f6lgede ticaret, turizm ve k\u00fclt\u00fcr kullan\u0131m\u0131 planlanm\u0131\u015ft\u0131r. Koruma alt\u0131ndaki alanlarda ise, yeni yap\u0131la\u015fma \u00f6nerilmeyerek \u00f6zel proje alan\u0131 lejant\u0131 ile mimari kimliklerine uygun olarak yeniden i\u015flevlendirilerek kullan\u0131lmas\u0131 \u00f6ng\u00f6r\u00fclm\u00fc\u015ft\u00fcr.<\/p>\n\n\n\n<p><strong>Liman Arkas\u0131 (Yarat\u0131c\u0131 End\u00fcstri) B\u00f6lgesi<\/strong><\/p>\n\n\n\n<p>Kentin ilk sanayi b\u00f6lgesi olarak geli\u015fen ve yak\u0131n zamana kadar da bu y\u00f6nde i\u015flev g\u00f6ren b\u00f6lge, son y\u0131llarda bundan uzakla\u015farak ana caddeler d\u0131\u015f\u0131nda \u00e7\u00f6k\u00fcnt\u00fc b\u00f6lgesi haline d\u00f6n\u00fc\u015fm\u00fc\u015ft\u00fcr. Bu zengin tarihi sanayi yap\u0131 stokunun kentin k\u00fclt\u00fcrel miras\u0131 a\u00e7\u0131s\u0131ndan ta\u015f\u0131d\u0131\u011f\u0131 \u00f6nem nedeniyle b\u00f6lgenin d\u00f6n\u00fc\u015f\u00fcm\u00fc ve geli\u015fimi kentin gelece\u011fini de \u015fekillendirecektir. Bu nedenle de b\u00f6lge ta\u015f\u0131d\u0131\u011f\u0131 tarihsel ge\u00e7mi\u015f, mevcut end\u00fcstri yap\u0131 miras\u0131 ve g\u00fcn\u00fcm\u00fcz kent ihtiya\u00e7lar\u0131 do\u011frultusunda planlanmal\u0131d\u0131r.<\/p>\n\n\n\n<p>Kentsel geli\u015fim ve yap\u0131la\u015fma bask\u0131lar\u0131yla yap\u0131lan planlama \u00e7al\u0131\u015fmalar\u0131nda \u00f6ng\u00f6r\u00fclenler, b\u00f6lgeyi yeni bir d\u00f6n\u00fc\u015f\u00fcm s\u00fcrecine sokmu\u015ftur. B\u00f6lge \u00f6zelinde y\u0131llardan bu yana pek \u00e7ok gelecek senaryosu g\u00fcndeme gelmi\u015f ancak bu senaryolarda b\u00f6lgenin tarihi miras de\u011ferinin korunmas\u0131 gereklili\u011fi \u00fczerinde \u00e7ok durulmam\u0131\u015ft\u0131r. Bu miras\u0131n korunmas\u0131 ve de\u011ferlendirilmesi i\u00e7in sadece \u201c\u00d6zel Proje Alan\u0131\u201d olarak tan\u0131mlaman\u0131n yeterli olmad\u0131\u011f\u0131 gibi tesislerin birbirleriyle ve yak\u0131n \u00e7evresiyle i\u015flevsel ve fiziksel ili\u015fkilerinin de kurulmas\u0131 gerekmektedir. Bundan \u00f6t\u00fcr\u00fc, tesislerin yer ald\u0131\u011f\u0131 alanlar\u0131n hem koruma hem de kullan\u0131m a\u00e7\u0131s\u0131ndan b\u00fct\u00fcnc\u00fcl olarak de\u011ferlendirildi\u011fi kentsel tasar\u0131m projelerinin haz\u0131rlanmas\u0131 ihtiyac\u0131 vard\u0131r.<\/p>\n\n\n\n<p>Planlanan alan\u0131n d\u00f6n\u00fc\u015f\u00fcm\u00fc i\u00e7in hem b\u00fcy\u00fck yat\u0131r\u0131mlar\u0131n yap\u0131lmas\u0131 hem de bu yat\u0131r\u0131mlar\u0131n yap\u0131labilmesi i\u00e7in zamana ihtiya\u00e7 duyulmaktad\u0131r. Hem \u00f6zel proje alan\u0131 olarak tan\u0131mlanan koruma alanlar\u0131nda geli\u015ftirilecek k\u00fclt\u00fcrel tesisler hem de \u00f6zel sekt\u00f6r elinde bulunan alanlarda yap\u0131lacak konut ve ticaret kullan\u0131mlar\u0131 b\u00f6lgenin yeniden hareketlenmesine olanak sa\u011flayacakt\u0131r.<\/p>\n\n\n\n<p>B\u00f6lgede yer alan mevcut tescilli end\u00fcstri yap\u0131lar\u0131 b\u00fct\u00fcnc\u00fcl bir bak\u0131\u015f a\u00e7\u0131s\u0131yla koruyarak kullanacak ve as\u0131l kullan\u0131m fonksiyonlar\u0131yla da \u00e7eli\u015fmeyecek \u015fekilde, d\u00fcnyada limanlar\u0131n etkile\u015fim sahalar\u0131na konumlanan, kent merkezindeki k\u00fclt\u00fcr \u00fcretimi ile geli\u015fecek; yarat\u0131c\u0131l\u0131k, yenilik ve teknoloji oda\u011f\u0131nda \u201cYarat\u0131c\u0131 End\u00fcstriler B\u00f6lgesi\u201d olu\u015fturulmas\u0131 alternatif bir kalk\u0131nma modeli geli\u015ftirilmesine olanak yaratacakt\u0131r. B\u00f6ylelikle sanayile\u015fmenin yeni d\u00f6neminde insan eme\u011finin kazand\u0131\u011f\u0131 yeni formu anlatan bir kavram olarak kar\u015f\u0131m\u0131za \u00e7\u0131kan yeni nesil sanayi anlay\u0131\u015f\u0131n\u0131 ifade eden yarat\u0131c\u0131 end\u00fcstriler tarihi sanayi yap\u0131lar\u0131n\u0131n i\u00e7inde yeniden hayat bulacakt\u0131r.<\/p>\n\n\n\n<p>Bireysel yarat\u0131c\u0131l\u0131k, yetenek ve beceriye dayanan, toplumlarda zenginlik ve i\u015f olanaklar\u0131 potansiyeli olu\u015fturan, ekonomik b\u00fcy\u00fcmeyi h\u0131zland\u0131r\u0131c\u0131 \u00f6zellikte olacak bu b\u00f6lge i\u00e7in alanda mek\u00e2nsal planlamalar\u0131n yap\u0131lmas\u0131 kentin rekabet edebilirli\u011fini art\u0131racak, yenilik kapasitesinin geli\u015ftirilmesinde \u00f6nc\u00fcl\u00fck edecek ve bu yolla olu\u015fturulacak yeni ekonominin kurulmas\u0131nda da \u00f6nemli rol oynayacakt\u0131r.
